On September 29-30, an orientation session of the III Russian Youth Architecture Biennale was held in Kazan. The finalists - architects from Canada, Germany and 10 Russian cities - conducted a travel survey of the building they are going to redesign. Young specialists examined the design object - the building of commercial and administrative purpose on the street Moskovskaya, 52. An analytical tour was conducted by the chief architect of Kazan Ilsiyar Tukhvatullina, the head of the Vakhitovsky and Volga regions of Kazan Marat Zakirov, the director for development of territories of the investment group of companies ASG Rinat Aisov and representatives of specialized committees and the expert community. During the orientation session, the Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Vladimir Kudryashev talked with the finalists. “For the third time, Tatarstan is becoming a center of attraction for young and talented architects, where new approaches to work are discussed. This is especially true this year, since in an era of uncertainty and unpredictability, the post-pandemic world needs ideas for new buildings more than ever. Young architects don't need to be advised, they need to be given opportunities. This competition is just such an opportunity: for the participants to prove themselves, and for us - to discover new names and see what the future of our architecture will be,” - he said.

Acceptance of applications for the VI All-Russian Mass Media Competition for the Best Coverage of Best Practices in Construction, Housing and Communal Services "Creation and Development" will end on October 8. The competition is held by the Ministry of Construction, Housing and Communal Services of the Russian Federation in conjunction with a state corporation - the Fund for Assistance to Reforming Housing and Utilities.

Federal, regional and municipal media, as well as journalists covering the topics of the construction complex, housing and communal services of the Russian Federation are invited to participate in the competition.
The competition is held in the following nominations:

- The best material on the modernization of communal infrastructure and housing management;
- The best material on the integrated development of territories;
- The best material on educational programs and the popularization of professions in the field of construction, housing and communal services;
- The best material on the implementation of programs for the resettlement of citizens from emergency housing stock;

- The best material on the creation of modern residential development;
- The best material on the use of new and energy-saving technologies in construction;
- The best material on the development of IHC;
- The best material on the implementation of improvement projects in small towns and historical settlements;

The republic has completed 10 programs for capital repairs of the social and cultural sphere. These programs include 797 objects, of which:
- 13 buildings of departments of agriculture and food;
- 12 subordinate institutions of the Main Veterinary Directorate of the cabinet of ministers of RT;
- 15 buildings of the Executive Committees (Councils) of settlements;
- 6 dormitory buildings;
- 28 subordinate institutions of the Ministry of Forestry of the Republic of Tatarstan;
- 9 municipal archives;
- 6 educational institutions of the cultural sector; - 196 catering units in educational institutions;
- 44 objects of gas consumption networks with replacement of boilers in boiler houses, installation of modular boiler houses and outdoor boilers, providing heat supply to budgetary institutions;
- 468 objects as part of the restoration of street lighting in settlements.
Recall that in 2021, 27 republican capital repair programs are being implemented in Tatarstan. The number of objects is 3.5 thousand.
Applications for participation in the competition will be accepted until October 4, 2021. The II republican competition "Engineer of the Year" is held with the support of the President of the Republic of Tatarstan in order to ensure public recognition, encouragement and dissemination of the positive experience of the best engineers of enterprises and organizations of the republic.
The competition is held in three categories and twelve nominations in two stages, the last of which will be held in the form of a full-time visiting seminar with the defense of competitive works. The competition is open to university students receiving an engineering degree and working engineers of enterprises of the Republic of Tatarstan (design engineers, production engineers contributing to the development of production processes, lines, etc.) To participate in the competition, you must submit an application by October 4. Marat Aizatullin, Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, reported on the progress of the programs for major repairs of social and cultural facilities at a republican meeting in the Government House of the Republic of Tatarstan. The meeting was chaired by the President of Tatarstan Rustam Minnikhanov. The Prime Minister of the Republic of Tatarstan Alexey Pesoshin took part in the work.
The republic is implementing 27 programs for the overhaul of social and cultural facilities. In total, they include about 3.5 thousand objects. The total completion to date is 90%. The financial volume of the programs exceeds 23 billion rubles. 413 objects are included in three programs implemented by the republic in education sphere. As part of the program for the overhaul of educational institutions, all planned work was completed in 10 correctional and 33 municipal schools, 116 functional areas were repaired. All planned activities to organize an accessible environment in 4 educational institutions have been completed. It remains to complete repairs in 7 kindergartens. 42 kindergartens have been completed. Also close to completion is work under the program of overhaul of resource centers. 4 objects are completely ready; on one of them the work is completed. More than 89% is the volume of implementation of the program for the repair of children's health camps in 2021. Work continues in 4 objects, 2 are commissioned. Of the 9 objects of the teenage club overhaul program, three remain unfinished. The volume of work performed under the program is 76%. Repairs are underway at five facilities as part of the sports facilities overhaul program.
According to the program "Modernization of treatment facilities and overhaul of sewerage networks", 3 objects out of 8 have been completed. Works are closed by 90%. The program "Water supply and arrangement of solid waste sites" in horticultural non-profit partnerships provides for the restoration of 61 wells and the arrangement of 30 sites for the accumulation of waste. All sites are ready; well restoration work is complete by 93%.

On September 23, 2021, an expanded meeting of the Commission under the Minister of Construction, Architecture,  Housing and Communal Services of the Republic of Tatarstan on combating corruption was held. Together with the members of the commission, the meeting was attended by the heads of subordinate organizations, representatives of law enforcement agencies, the public, and educational institutions. The meeting considered the results of the activities of the Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan on the prevention of corruption in the supervised industry for 2019-2020 and 8 months of the current year. Alexey Frolov, First Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, made a speech within the framework of the implementation of the state program "Implementation of the anti-corruption policy of the Republic of Tatarstan for 2015-2024" together with the main report on the implemented anti-corruption measures in the Ministry and its subordinate organizations in 2019-2021. The head of the legal department of the Ministry, Elvira Latypova, informed the participants about the state of work on the anti-corruption expertise of regulatory legal acts and draft regulatory legal acts in 2019-2021. In addition, during the meeting, the executive director of the Regional Center for Public Control in the Housing and Utilities Sector Dmitry Romanov and the chairman of the student commission for combating corruption, a 5th year student of the FSBEI HE KSUAE, Alexander Karpov, made a presentation. Based on the results of the meeting of the commission, decisions were made on the implementation of the measures proposed by the speakers aimed at improving activities to prevent corruption in the supervised industry.

The square in the Soviet district of Kazan was named in honor of the 100th anniversary of the formation of the construction industry of the Republic of Tatarstan. This name was given to the public space within the boundaries of Karbyshev, Tankovaya and Zorge streets. The corresponding decree was published in the Collection of documents and legal acts of the Ministry of Defense of Kazan. Recall that by order of the Committee for State Structures on October 22, 1921, the First State Universal Construction Office was created in Kazan.

Applications are accepted from September 1 to September 30 (inclusive). Individual authors, journalistic collectives, editorial offices of mass media registered in the manner prescribed by law are invited to participate. The competition accepts publications, television plots, information, analytical and news materials published in the media or aired in the period from October of the previous year to September of this year, covering the topics of construction, architecture, housing and communal services in the Republic of Tatarstan.

From September 25 to October 2, 2021, Nizhnekamsk will host the Urban Practices program - a short-term educational intensive for specialists in the field of urban environment development. The goal of the program is to provide Russian cities with qualified specialists to create a comfortable urban environment. Under the guidance of invited experts, graduates of the Architects.rf program, the participants will consider the features of the development of comfortable public spaces, get acquainted with the world and Russian experience in designing art clusters, study the principles of project financing, and will also receive training on presentation techniques. The result of the program will be the development of ideas for cultural clusters for Nizhnekamsk, the presentation of which will take place on October 2. Architects, designers, urban planners, city activists, developers, employees of the administration and specialized departments from Nizhnekamsk and the Republic of Tatarstan are invited to participate in the program. The Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin reported on the progress of construction of socially significant objects within the framework of republican programs and national projects today at a meeting in the Government House of the Republic of Tatarstan. Thus, the total percentage of programs completed to date is 77%. The total estimated cost of 17 programs implemented by the republic exceeds 8 billion 600 million rubles. 6 kindergartens out of 16 under construction under the federal projects "Housing" and "Promotion of Women's Employment" have been completed. Another 10 preschool educational institutions are being completed. In general, work in this area is 88% complete. As part of the modernization of primary health care, 42 feldsher-obstetric stations are being built. The work is 79% complete. At the same time, 9 feldsher-obstetric stations are ready. The total work performed on the construction of medical outpatient clinics is 73%. In total, there are 4 such facilities in 2021. This year, republican programs provide for the construction of 15 sports facilities. 9 sports grounds and 2 ski resorts have already been built. On the construction of 4 indoor football arenas, construction and installation work has been completed by 95%. The first stage of reconstruction of the Kazan treatment facilities is underway under the federal project “Improvement of the Volga”. To date, the completion rate is 39%. Biological treatment facilities in the village of Koschakovo are close to commissioning - construction and installation works are closed by 99%. On the reclamation of an unauthorized landfill in the village of Prosty, Nizhnekamsk region, which is carried out within the framework of the Federal Project "Clean Country", the work is 96% complete. Under the Clean Water project, a water treatment plant is being built in the village of Vasilyevo, Zelenodolsk District. Construction and installation work is 70% complete. On the situation in the field of labor protection: Since the beginning of the year, the State Construction Supervision Service has carried out 1177 inspections. The amount of 90 resolutions issued as a result of control and supervisory measures amounted to 5 million 127 thousand rubles. Self-regulatory organizations conducted 1,353 checks on their own.
