Today, under the chairmanship of the Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Ildus Nasyrov, was held the second meeting of the republican headquarters on preparation for the heating period of 2021/2022.  The meeting was held via videoconference with the participation of representatives of all municipalities of the republic, other ministries and departments, and industry organizations. Opening the meeting, the Deputy Minister focused on the need to enter information on the progress of measures to prepare for the heating season in the information and analytical system "Monitoring of the housing stock".

On June 16, 2021, the acceptance of applications for the first All-Russian youth competition of media projects in the field of urbanist "Urban intonations" began. Within the framework of the competition, students and graduates of universities and colleges from all regions of Russia aged 18 to 35 are invited to prepare media projects that contribute to the development and popularization of the theme of the urban environment. The organizers are the Ministry of Construction of Russia and the All-Russian organization "Urban Renovations", the information partner of the competition - ANO "National Priorities". The purpose of the competition is to develop medium and small cities in Russia by supporting youth initiatives to create and promote new urban media, which, in turn, are designed to "revive" urban life and draw the attention of residents to their own cities, their problems and victories. The winners will receive internships in large Russian organizations. Acceptance of applications for participation will last until July 23, 2021. Finalists will be announced on July 26th. They will take part in the full-time final of the competition in the city of Nizhny Novgorod as part of the forum of the Ministry of Construction of Russia and DOM.RF "Environment for Life". From 23 to 26 June, a joint meeting of the Council of Chief Architects of Russia and the CIS countries is being held in Novosibirsk. The meeting participants will discuss changes in urban planning legislation and the implementation of national projects. The issues of applying the mechanism for the integrated development of territories, innovative approaches in design and construction, digitalization of the industry will also be considered. Tatarstan will be represented at the meeting by Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic Vladimir Kudryashev and Chief Architect of Almetyevsk Anton Sevastyanov. The Council of Chief Architects of Russia and the CIS countries was established in 1998 and operates under the auspices of the Russian Academy of Architecture and Construction Sciences and the Union of Architects of Russia. One of the main goals of the Council is the exchange of experience in the field of architecture and urban planning, building an effective dialogue with the professional community and authorities at various levels.

In Tatarstan, 2 programs have been fully implemented with a funding limit of almost 50 million rubles. These are programs for the overhaul of institutions subordinate to the Veterinary Directorate and the buildings of the Agriculture and Food Directorates. Such data were announced today at a meeting in the Government House of the Republic of Tatarstan by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin. Marat Aizatullin said that today 26 programs are in the works, the total implementation volume is 40%. The most ambitious among them is the program for the renovation of educational institutions. For its implementation, 2 billion rubles are allocated from the budget of the republic. 213 objects will be renovated. The overall implementation of the program is 47%. 49 kindergartens will be repaired for an overhaul of preschool institutions. At 28 sites, 53% of the work was completed. Six kindergartens have been completed, 22 are in work for contractors. The repair program in the part of general education organizations includes 23 schools, of which 7 have been completed. The remaining 16 are still in the works. In total, the volume of work under the program is 65% closed. Measures for the overhaul of correctional schools have been completed by 45%. The contractors have graduated from two educational institutions. Work on 5 schools is underway. Under the program of a major overhaul of dormitories buildings of institutions of secondary vocational education, the implementation of work on 3 out of 5 objects is 96%. Repairs completed at 1 facility. Under the program of an overhaul of resource centers, work has approached the equator - at 5 objects, construction and installation work is 51%. More than half the scope of work envisaged by the program for overhauling teenage clubs has been closed.

Medical workers received today the keys to new apartments in a 198-apartment residential building on Orenburgsky tract in Kazan. The new residential building has 18 residential floors, two entrances, the total area of ​​apartments is about 10 thousand square meters (of which 90 are one-room, 36 are two-room and 72 are three-room). The object was built at the expense of investments of the State Housing Fund under the President of the Republic of Tatarstan within the framework of the national project "Housing and Urban Environment", initiated by the President of Russia Vladimir Putin. All apartments are fully finished, equipped with plumbing fixtures, electric stoves, smoke detectors with a detector, water and electricity meters, heat regulators and an automatic remote data reading system. The new settlers in the house were medical workers of the Republican Clinical Hospital, the Children's Republican Clinical Hospital and the Interregional Clinical and Diagnostic Center of Kazan. Recall that a multi-apartment residential building for medical workers was erected directly on the territory of the Republican Clinical Hospital.

The Center for Pediatric Oncology, Hematology and Surgery of GAUZ “Children's Republican Clinical Hospital of the Ministry of Health of the Republic of Tatarstan was solemnly opened today. The event was attended by the President of the Republic of Tatarstan Rustam Minnikhanov, Deputy Minister of Health of Russia Oleg Gridnev, Minister of Construction, Architecture,  Housing and Communal Services of Tatarstan Marat Aizatullin, the leadership of the Ministry of Health of the Republic of Tatarstan and the children's republican clinical hospital, the Center for Pediatric Oncology, Hematology and Surgery on the basis of the Children's republican clinical hospital built within the framework of the national project "Healthcare" and the regional project "Development of children's health care in the Republic of Tatarstan". Children's republican clinical hospital is the only clinic in the republic of the third level, where the entire child population of the Republic of Tatarstan (almost 844 thousand people) is served. The center is designed for 100 beds, located on 6 floors plus a basement (25 beds each - 2 departments of oncology; 20 beds - department of hematology and immunology; 7 beds for bone marrow and stem cell transplantation procedures; 7 intensive care beds; 16 beds - day hospital; laboratory complex (clinical, biochemical, immunological laboratories, hemostasis laboratory, cytogenetic, molecular genetic laboratories); blood transfusion department; radiology department (roentgenology, X-ray CT, MRI). 2 billion 204.5 million rubles were allocated for construction, of which 1 billion 184 million rubles - funds from the federal budget, about 1 billion rubles - funds from the budget of the Republic of Tatarstan.

The day before, in Yelabuga, was held a joint visiting session of the Republican and Regional Commissions on assistance in informing and implementing national projects. The head of the district Rustem Nuriyev and the deputy chairman of the State Council of the Republic of Tatarstan Tatyana Larionova, accompanied by the guests, visited the district treatment facilities, where the second stage of reconstruction was completed. It is being conducted within the framework of the Volga Rehabilitation federal project. The implementation of the project will allow to bring the sewage of the city of Yelabuga and SEZ residents to the required indicators and, as a result, reduce the negative impact on the water condition in the Kama and Volga rivers. The event was also attended by Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Ildus Nasyrov. Another point of the visit was the Garden at the House square. It was built according to the federal project "Formation of a comfortable urban environment". This year, the improvement of the Georgievsky Park is underway in Yelabuga. Today the construction of the "Center for Cultural Development" is underway. It is located in a new neighborhood with a large number of young people and children and will provide conditions for their musical and artistic development. Within the framework of the federal project "Digital Culture", a Virtual Concert Hall was equipped in the amount of 300 thousand rubles, the Digital Hall in the "Illusion" Cinema was modernized in the amount of 5 million rubles.

Kazan DSK (GC "Ak Bars Dom") was included in the top 15 enterprises according to the results of the final selection of the team of future corporate centers of advanced training (CCAT), organized by the Agency for the Development of Professional Skills (WorldSkills Russia) with the participation of the Ministry of Economic Development of Russia and ANO «NTI Platform». As part of the program, the Kazan DSK team will develop corporate standards for key professions in production for the implementation of educational programs and training of specialists. Thanks to the creation of the Corporate Center for Advanced Training, the company will develop its specialists based on the best world practices of the WorldSkills movement.

Tatarstan wants to build 30 million square meters of housing by 2030. The authorities are betting on the development of three agglomerations. Developers note: in addition to housing, it is necessary to build commercial premises in order to resolve the issue of pendulum migration As the Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Ilshat Gimaev told reporters, by 2030 in Tatarstan it is planned to increase the volume of housing commissioned annually by 1 million square meters - up to 3.6 million. Over 10 years, the region needs to build about 30 million square meters of housing. One of the growth points of the authorities of the Republic of Tatarstan is seen in the development of agglomerations around the major cities of the republic - Kazan, Naberezhnye Chelny and Almetyevsk. “Agglomeration processes play a key role. Using the example of Kazan agglomeration, the Ministry of Construction of the Republic of Tatarstan began to form an integrated approach to solving urban planning, transport, infrastructure issues, ensuring the creation of places of employment, which is important for solving the problem of commuting. In the future, the experience of the development of the Kazan agglomeration will be extended to the Chelny and Almetyevsk agglomerations. It is planned to create three of them in Tatarstan, and they will cover almost all regions of the republic,” - Gimaev said. According to him, the share of the Kazan agglomeration accounts for 58% or more than 1.5 million square meters of housing being built in the region. For its further development, it is planned to use the territory of "Laishevsky knot" and "Bolshoy Zelenodolsk". Now they are developing projects for the planning of territories, rules for land use and development, and so on.

Deputy Minister of Construction of the Republic of Tatarstan Ilshat Gimaev said that it is planned to use public-private partnership, investor money, federal co-financing, for example, within the framework of the programs of the Ministry of Construction of the Russian Federation "Housing" and "Stimul" lines of the Ministry of Transport of the Russian Federation. Infrastructure loans can be another source of financing. The amount of the loan that Tatarstan can take for the integrated development of territories and the development of agglomerations is currently unknown. “Today the regions are offered to take loans at 3% for 15 years. Tatarstan, I think, will also take advantage of this. The region itself takes a loan and invests it in infrastructure projects: kindergartens, schools, roads,” - Gimaev said. According to Gimaev, if a new heating pipeline with a length of about 70 km is built, then there will be an opportunity for the construction of 2.5 million square meters in the Volga and Soviet regions. The Stolbishchensky water intake and sewerage collector in the Laishevsky junction will open up prospects for the construction of 4 million square meters of housing.
