Today, within the framework of a working trip to Innopolis, President of Tatarstan Rustam Minnikhanov took part in the ceremony of laying the first stone in the foundation of a new residential microdistrict "U-1". The event was also attended by the Prime Minister of Tatarstan Alexey Pesoshin, General Director of Innopolis 2024 (project investor) Nikolai Nikiforov, Deputy Prime Minister of Tatarstan Roman Shaikhutdinov, Minister of Construction, Architecture, Housing and Communal Services of Tatarstan Marat Aizatullin and others. It is planned to build more than 250 thousand square meters of housing in the U-1 microdistrict - this is more than 3 thousand apartments of mid-rise buildings, 55 comfort class rental houses with land plots, as well as comfortable coliving for 975 residential cells. The implementation of this project will provide comfortable housing for more than 8.5 thousand new residents of Innopolis. A comprehensive school and an art school, kindergartens, coworking spaces, shops, cafes and event halls will be built in the new microdistrict. SEZ "Innopolis" will provide the territory with heat, electricity, water and a sewerage system. Then Rustam Minnikhanov and Nikolai Nikiforov laid symbolic stones in the silhouette of buildings for future development.
The introduction of advanced technologies and the establishment of restrictions on the use of outdated technologies in design and construction is a priority area of work of the Ministry of Construction of Russia within the framework of the national project "Housing and Urban Environment". This goal is achieved by updating existing and developing new codes and standards in the field of construction. “In June 2021, 30 new and updated sets of rules, approved by the Ministry of Construction of Russia at the end of 2020, come into force. Another 24 documents come into force on July 1. Such a large-scale update of standardization documents makes it possible to timely introduce new technologies into the existing regulatory framework and reduce the need for the annual development of about 500 special technical conditions,” - said Irek Fayzullin, Minister of Construction, Housing and Utilities of the Russian Federation. The changes relate to building structures and materials, construction and design processes, transport infrastructure facilities, engineering systems, hospitals, hotels, hostels, animal shelters, high-rise buildings, wooden housing construction, the oil and gas industry and other significant objects, and regulatory processes of the construction industry.
In the Republic of Tatarstan, the housing commissioning plan has been fulfilled by 46%. Such data were presented today at a meeting at the Government House of the Republic of Tatarstan by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin. So, today, 1,224.6 thousand square meters of housing have been commissioned in the republic (108.2% to the level of last year - 1,131.2 thousand square meters). “If we compare with the same period of last year, we are going with a noticeable advance,” - the minister said. The plan for the commissioning of housing for 2021 is 2 million 670 thousand square meters. Of this volume, 1 million 265 thousand meters, or 164 apartment buildings, are commercial buildings. Of these, 63 objects with an area of 357 thousand square meters have been built. In relative terms, this is 28% of the plan (Almetyevsk - 3, Verkhniy Uslon - 3, Vysokaya Gora - 3, Elabuga - 1, Zelenodolsk - 2, Laishevo - 1, Naberezhnye Chelny - 17, Pestretsy - 25, Kazan - 8). The readiness of the remaining objects is as follows: 52 houses are in a high stage of readiness, the degree of readiness of 32 objects is characterized as average (30% -70%); less than a third of 17 houses are ready (0% -30%). Social mortgages account for about 10% of the annual housing construction plan: these are 161 houses with 280 thousand square meters of total area. At the same time, 70 houses, or 88 thousand square meters, are already ready (1,583 apartments), which is 31.7% of the plan. In a high degree of readiness (70% and more) there are 50 community houses (with an area of 68.0 thousand sq. m). In terms of individual residential development, the plan was 69% fulfilled: 5 thousand 764 houses were commissioned; the plan is 8,330 individual houses.

In his speech, he emphasized that work on preparing apartment buildings for operation in winter conditions should be completed by September 15. Construction of 16 kindergartens continues in Tatarstan within the framework of the Housing and Urban Environment and Demography national projects. Today, the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin monitored the construction of 8 kindergartens in Kazan. Representatives of Glavinvestroy, the Kazan Executive Committee, contractors and the media took part in the working visit. During a tour of the kindergarten in the residential complex "Seventh Heaven", the head of the Ministry of Construction said that this year it is planned to build 16 kindergartens for 3100 places. The total amount of financing will be about 4 billion rubles. Thus, it is planned to introduce 13 kindergartens for 2,390 places within the framework of the national project "Demography" and 3 kindergartens for 710 places within the framework of the federal project "Housing". The minister said that all work is being carried out in accordance with the planned plan and today the total implementation of construction and installation work is 45%. Recall that for the period from 2018 to 2020 in Tatarstan, only within the framework of the federal project "Promoting the employment of women - creating conditions for preschool education for children under the age of three", which is part of the national project "Demography", 52 objects were commissioned, the total number of places - 11 160, of which 5 635 nurseries.
The Ministry of Construction of Russia approved a new set of rules SP 501.1325800.2021 “Buildings from large-sized modules. Design and construction rules. Basic Provisions ". The document establishes requirements for the design and construction of buildings from large-sized reinforced concrete modules, which includes the assembly procedure, requirements for butt joints, engineering equipment and finishing of large-sized modules. The modular construction technology provides for the creation of individual facades using decorative materials according to regulatory requirements (brick-like tiles, porcelain stoneware, cassettes of galvanized steel sheet and composite materials, composite, fiberglass concrete, plaster decorative inclusions, etc.). The application of the set of rules will contribute to an increase in the level of safety and reliability of buildings and structures due to the possibility of exercising control in the factory, as well as to a reduction in labor intensity, construction time, and total cost due to the maximum mechanization of all types of work.
The Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin reported on the progress in the implementation of programs for major repairs of social and cultural facilities, as well as buildings of subordinate institutions. Marat Aizatullin announced the completion of work on the program of a major overhaul of the buildings of the Agriculture and Food Departments. All 13 objects have been renovated. 4 out of 8 objects of the republican program of an overhaul of municipal archives have been completed. The remaining 4 are still being renovated. In addition to general education and correctional schools, 48 kindergartens are included in the program of an overhaul repairing of educational facilities this year. The work was completed by 48%. Completed six kindergartens, 22 - for contractors at work. The program provides for the organization of an accessible environment in one school and three kindergartens. All 4 objects are already in work, which to date has been completed by 60%. 29% of work has been completed at one of the 5 facilities included in the program of an overhaul repairing of vegetable and potato storage facilities. The Street Lighting Restoration program operates in all regions of the republic. The work was started in 20 municipalities. This week the work was completed by 7 districts, including Aznakaevsky, Bavlinsky and Kamsko-Ustinsky. Among gardeners, the program "Water supply and arrangement of solid waste sites" is in demand. Work has already begun on the restoration of wells (61 sites) and the construction of sites for the collection of solid household waste (38 sites).
