During the reporting period, taking into account 2020 year, more than 14 billion rubles were allocated to tasks related to public spaces. Alexey Frolov, First Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, announced this at a briefing in the republican cabinet.
In the Republic of Tatarstan, out of 33 republican programs in 2021, by the beginning of construction and installation work, 7 programs are fully ready - they have passed all stages of approvals, bidding and concluding government contracts. This was announced today at a meeting in the Government House of the Republic of Tatarstan by the First Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Alexei Frolov. The meeting was held by videoconference with all municipal districts by the President of the Republic of Tatarstan Rustam Minnikhanov. The meeting was attended by the Prime Minister of the Republic of Tatarstan Alexey Pesoshin. The program of capital repairs of apartment buildings included 948 houses in 41 municipalities. The program budget is 6,295.4 million rubles. In addition to republican programs, large-scale events will be held in Tatarstan in 2021 within the framework of national projects. The Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan will monitor 97 objects that are included in 12 federal programs throughout the year. Design and estimate documentation is currently being developed for 11 objects.
The meeting of the Commission of the State Council of the Russian Federation on the issue of "Strategic development of the Russian Federation" was held today by the President of the Republic of Tatarstan, head of the Commission of the State Council of Russia in the direction of "Construction, housing, communal services, urban environment" Rustam Minnikhanov. The meeting was held in Moscow. Igor Levitin, opening the meeting, thanked all members of the commission for their activity, for new high-quality proposals. He noted that the Government of Russia has formed directions of strategic development to achieve national goals by 2030. Housing conditions are expected to improve at least 5 million families annually by 2030. To do this, it is necessary to build 1 billion square meters of housing - this is to update every fifth meter in the country, said, in turn, Deputy Prime Minister of the Russian Federation Marat Khusnullin. He recalled that it is necessary to commission 120 million sq. m. of housing annually. Mortgages are the main driver of the development of both demand and supply in the market; both citizens and developers will benefit from this initiative. Head of the Commission of the State Council of the Russian Federation, President of Tatarstan Rustam Minnikhanov noted: today it is necessary to develop agglomerations as single territories, to ensure their connectivity with road and engineering infrastructure, to implement the comprehensive development of the public transport system. Speaking about the integrated development of territories, Rustam Minnikhanov recalled that some proposals have already been sent to the Ministry of Construction of Russia. According to him, in addition to preferential mortgages, it is necessary to look for new mechanisms for the development of housing construction.
In 2021, it is planned to commission 2 million 670 thousand square meters of housing in the Republic of Tatarstan. To date, 16.5% of this volume has been built. Such data were presented today at a meeting at the Government House of the Republic of Tatarstan by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin. So, in particular, 280 thousand square meters are planned to be introduced under the social mortgage program. As of today, 17 houses with 1,353 apartments have been commissioned. In total, there will be 161 community houses in 2021. Of these, 69 are in a high stage of readiness. As for commercial development, this year it is planned to commission 164 apartment buildings with an area of more than 1 million square meters. Of these, 38 have been commissioned. Marat Aizatullin gave information on the readiness of the remaining 126 houses under construction. Thus, 43 houses have a high degree of readiness (70% -100%), 48 houses are average (30% -70%), 35 houses are ready by less than 30% (0% -30%). In addition, 8,330 individual houses are to be commissioned in 2021. At the moment, 1,505 of them, or 18.1% of the plan have been commissioned. The Inspectorate of Gosstroynadzor this year went out with inspections at facilities 158 times. The total amount of penalties imposed on violators of the law is 30 thousand rubles. Another 184 organizations with membership in SROs were checked by the forces of the self-regulatory organizations themselves. Objects under construction within the framework of state programs stand somewhat apart - they are checked by the Main Investment and Construction Department of the Republic of Tatarstan. Since the beginning of the year, Main Investment and Construction Department has conducted 337 such checks. In the course of control and supervision activities in 15 municipal districts, 113 violations were revealed, of which 67 violations were eliminated. In the remaining 30 municipalities, no violations were found.
On February 19, during his working visit to Nizhnekamsk municipal region, Tatarstan President Rustam Minnikhanov visited the Central Regional Multispecialty Hospital, where the first stage of the overhaul of medical building No. 3 was completed last year. The event was also attended by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin.
The medical building was built in 1984. There are reception and diagnostic, anesthetic and resuscitation, gynecology, surgical and operating departments there. As part of the first stage, one side of the building was renovated. The main operating room was equipped with a complex of "clean rooms", allowing to reduce the risk of nosocomial infection and postoperative complications, to increase the effectiveness of treatment of critical patients.
Minnikhanov looked around the medical building and got acquainted with the next stage of the overhaul. In the the other part of the building, electrical installation, plastering and painting works, replacement of windows and ventilation systems are underway. The renovation is planned to be completed in the summer.
Also, Minnikhanov was presented a project of a new admission-diagnostic department with an emergency and urgent care centre. The facility includes 192 beds of a 24-hour hospital and a reception and diagnostic department for 200 visits per shift. At present, the development of design estimates has been completed.
Later on the same day, during a meeting on the socio-economic development of the Nizhnekamsk region, Minnikhanov noted that the importance of the construction of a reception and diagnostic department. To implement the project, Tatarstan President urged to make use of the federal and regional programmes, as well as to get city-forming enterprises involved into the project.
Today, as part of a working trip to Naberezhnye Chelny, President of the Republic of Tatarstan Rustam Minnikhanov visited the children's music school No. 6 named after Salikh Saydashev after a major overhaul. The event was also attended by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin. For Rustam Minnikhanov, was conducted a tour of the school and showed classrooms. As part of a major overhaul in the building, works on insulation and cladding of the facade, roofing were performed, engineering networks were updated, stage equipment was installed, new furniture and equipment were installed. The President was informed that 573 children are currently studying at the school. Training is conducted in 17 specialties. Students are active in creative teams, achieving high results in competitions of various levels.
The Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin reported on the debt of the organizations of the housing and communal complex for fuel and energy resources and the heating season updates. The minister said that as of February 1, the total debt of all organizations of the housing and communal complex of the republic for electricity amounted to 103.5 million rubles. There is a positive trend: over the year, the debt decreased by 21.7 million rubles. Utilities in 12 municipalities of the republic did not fulfill their payment obligations, in 8 of them the debt in comparison with the same period last year only increased. At the end of January, the debt of public utilities decreased by 6.2 million rubles. Marat Aizatullin also announced the figures on the debt for heat energy to JSC "Tatenergo". The debt of utility service providers decreased by almost 6 million rubles. However, the amount of debt as of February 1 of this year is 313 million rubles. The utility companies owed 444.5 million rubles for gas. Compared to the same period last year, the debt decreased by less than 10% - by 41.7 million rubles. On February 1, the organizations of the communal complex in 22 municipalities of the republic did not fulfill their obligations on timely payment for gas. In January, the amount of debt increased by 82.5 million.

So in December 2020, the total gas consumption in the republic amounted to 1.94 billion cubic meters, with an increase of 12% compared to December 2019. In January 2021, gas consumption in Tatarstan increased to 1.95 billion cubic meters with an increase of 17% by 2020. The increase in energy costs could not but affect heating bills. “It should be noted that the calculation of payments for heating is made according to the actual consumption of heat energy, recorded by general house metering devices.
