In the Republic of Tatarstan in 2020 is planned to repair 1064 apartment buildings with a total area of ​​6.5 million square meters.  41 municipalities are participating in the overhaul program (except for Alkeevsky, Atninsky, Drozhzhanovsky and Kaybitsky districts). The amount of financing is 6 billion 658 million 58 thousand rubles. This was announced today at a meeting in the Government House of the Republic of Tatarstan by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Farit Khanifov. The head of the Ministry of Construction of the Republic of Tatarstan said that the implementation of all programs of the Gasification Fund is ongoing. So, according to the program “Providing the population with water in the settlements of the Republic of Tatarstan”, the readiness of design and estimate documentation is 100%. 25.5 km of the water supply has already been laid, 1 well drilled, 2 water towers installed. According to the program "Replacement of boilers in boiler rooms of budgetary institutions of the Republic of Tatarstan", the readiness of design estimates is 100%. An electronic auction has been announced, the date for concluding the state contract is May 30. According to the program “Restoring street lighting in the settlements of the Republic of Tatarstan”, it is planned to build 252 km of power lines and replace 12177 lamps. The head of the Ministry of Construction of the Republic of Tatarstan reported that since May 25, remote training (in the mode of video conferencing) of specialists in the development of individual housing construction is expected in the republic. Teachers of KSUAE, specialists of the Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan will be involved in the training. The mission of the project is the development of technical and organizational competencies to increase the effectiveness of design decisions.

His son, Shamil Nadirovich, joined the Inspectorate of State Construction Supervision of the Republic of Tatarstan in 2011 as a laboratory assistant, then became a specialist of the 1st category of the department for supervision of building materials. Since 2015, he has been working as the head of the Legal Department of the State Construction Supervision Inspectorate of the Republic of Tatarstan. Farit Khanifov emphasized the importance of transferring the best traditions to the younger generation. “When knowledge, experience, love of work are passed down from generation to generation, these are certain family traditions. The main resource of any successful business is people. We are proud that we have such families, they are an example for everyone,” - said the head of the department. At the end of the meeting, the minister thanked for the warm welcome and wished  Raimov family good health and well-being.

Such statement was made by First Deputy Minister of Construction, Housing and Communal Services of the Russian Federation Irek Fayzullin during a meeting of the State Expertise Council, which was held via videoconference on the site of the Glavgosexpertiza of Russia on May 14. The first deputy head of the Ministry of Construction also noted that it is precisely at the stage of expert assessment of the terms of reference that the object needs to be assigned a unique identification number that will allow it to track the progress of its implementation throughout the entire life cycle. Soon, Irek Fayzullin said, a transition will take place to designing according to international standards, when the norms of other countries can be applied on the territory of Russia: “Therefore, the qualifications of experts who will make decisions on such projects, as well as construction customers and designers will become especially important. And we are faced with the task of improving the qualifications of everyone who takes part in the construction process, such training for state customer services has already been launched and the first sessions have been held in the Volga Federal District on the basis of the Kazan branch of the Glavgosexpertiza of Russia.” The meeting of the Council of State Expertise was attended by 150 people - representatives of the Russian Ministry of Construction and heads of regional organizations of state expertise.

In order to implement paragraph 2 of the order of the President of the Republic of Tatarstan, R.N. Minnikhanov dated 03.03.2020 No. 139, the Inspectorate of the State Construction Inspection of the Republic of Tatarstan (hereinafter referred to as the Inspection) adopted an order dated 06.05.2020 “On the reduction number of inspections”. As part of this order, a mechanism has been developed to reduce the number of inspections, taking into account the features established by the Town Planning Code of the Russian Federation. In particular, the Inspectorate decided to reduce the number of inspections of capital construction projects by combining inspections of developers, technical customers, and other persons carrying out construction.

The draft of federal law “On Amending Certain Legislative Acts in order to Regulate the Transfer of Ownership of Engineering Infrastructure Facilities Intended for the Transportation and Supply of Communal Resources Directly to Their Consumers in Apartment Buildings” has been posted on the draft regulatory documents portal.  The draft law defines the procedure and conditions for transferring into ownership of resource supply organizations of intra-quarter gas, heat, electricity, water supply and sanitation networks located between the connection point under the technical connection agreement and the external border of the communal building networks of apartment buildings.  The amount of payment for which intra-quarterly networks are transferred or sold at auction will be limited by the amount of actually incurred expenses for their creation and registration.  The developer will also be able to transfer such networks to the municipality at a price below cost or free of charge.  The discussion of the bill will last until June 2, 2020.

Farit Khanifov said that on May 7, 938.9 thousand square meters of housing, or 31.5% of the plan, were commissioned in the republic.  The dynamics of housing commissioning over 2 weeks is 51.8 thousand square meters.  Under the investment program of the State Housing Fund of the Republic of Tatarstan, information about 12 houses for 483 apartments with an area of ​​26.5 thousand square meters (9.7% of the plan) was reported to the statistics authorities.  Over the past 2 weeks, 1 house was commissioned in Almetyevsk.  Under the program of multi-unit investment housing in 2020, it is planned to commission 177 multi-apartment buildings with a living area of ​​1 million 317.2 thousand square meters.  68 houses are in a high degree of readiness from the opening facilities of 2020 (70% -100%), 49 houses are in a medium degree of readiness (30% -70%);  in a low degree of readiness (0% -30%) - 8 houses.  As part of individual housing construction, in 2020 it is planned to build and commission 10 thousand 680 houses with an area of ​​1 million 388.2 thousand square meters.  As of May 7, 4 thousand 246 individual residential buildings with an area of ​​551.9 thousand square meters were commissioned, which is 39.7% of the plan.  The Head of the Ministry of Construction of the Republic of Tatarstan also reminded that in 2020, according to the “Accessible Environment” program, it was planned to adapt 12 objects of educational institutions for a total amount of 16.58 million rubles.

Tatarstan Minister of Culture Irada Ayupova also took part in the visit.  The first point of inspection was the reconstruction of the “Chulpan” cinema, located at 48 Victory Avenue. Farit Hanifov was informed about the progress and the current situation at the facility.  To date, dismantling work has been carried out by 98%, concrete entrance and pit concreting by 98%, installation of metal lintels by 100%, installation of roofing by 100%, installation of heating by 68%, installation of an individual heating unit by 96%.  Reconstruction of the facility began in 2019.  The general contractor is Restavrator LLC.  The second object, which was visited by Farit Khanifov, was the National Cultural Center “Kazan”, where it is planned to place the national library of the Republic of Tatarstan.  The builders reported on the reconstruction of the building and provided information on the object "Placement of the book depository of the National Library of the Republic of Tatarstan in the building of the NCC “Kazan” with an annex to the reading room."  As for the annexe for the reading room - the construction of the monolithic frame is 100% complete, in addition, the installation of stained glass and glass fencing on the parapet, the layout of heating networks, low-voltage networks, electrical networks, water supply, the installation of lamps, the filling of polymer floors and grinding, were completed  installation of glass partitions, finishing work.  The discussion of the reconstruction of the facilities was attended by Marat Aizatullin, Director of the Main Investment and Construction Directorate of the Republic of Tatarstan, and Adel Khusnutdinov, General Director of the State Unitary Enterprise "Tatinvestgrazhdanproekt".  As the head of the Ministry of Construction of the Republic of Tatarstan noted, it is important to maintain not only positive dynamics, but also to ensure the quality of work performed.

The Inspectorate of State Construction Supervision of the Republic of Tatarstan confirmed the readiness of the indoor swimming pool in the city Naberezhnye Chelny with a conclusion on the compliance of the constructed, reconstructed capital construction facility with the requirements of design documentation, including the requirements for energy efficiency and the requirements for equipping a capital construction facility with metering devices, used energy resources.  The sports facility is located on Shishkinsky Boulevard in the 29th complex in the city Naberezhnye Chelny of the Republic of Tatarstan.  The total area of ​​the building was 4 thousand square meters.  The bowl of the adult pool is 13.8 × 25 m, the children's pool is 10 × 6 meters.  The building takes into account the requirements for people with disabilities, there is a ramp and a lifting platform at the entrance.
