In the framework of the republican program for the replacement of boilers in houses of budgetary institutions, it is planned to replace 113 boilers at 65 facilities. According to the program for switching to individual heating systems, it is planned to transfer 1,547 apartments to an individual heating system. Also in 2020, it is planned to install 24 boilers at social facilities and the construction of 18 km of the gas pipeline. Under the program for the restoration of street lighting, the Gasification Fund plans to install 12,177 street lamps. In addition, technical inspection of facilities is ongoing in the republic as part of a modernization program for wastewater systems.
Monitoring of payment discipline of the population of Tatarstan for housing and communal services revealed that as of the 1st of April, 2020, the collection rate was 95.2%. This was announced today at a republican meeting in the Government House of the Republic of Tatarstan by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Farit Hanifov. The minister said that as of the 1st of April, overdue debts of utilities for gas amounted to 529.9 million rubles. Compared to the same period last year, debt increased by 25.8 million rubles. The minister also recalled that in 2020 it is planned to repair 1 thousand 64 apartment buildings with a total area of 6.5 million square meters. 41 municipalities are participating. The organizing Committee for the preparation and holding of the First Central-Eastern Congress on intelligent transport systems includes the Minister of construction, architecture and housing and communal services of the Republic of Tatarstan, F.M. Vladimir Putin proposed to work out a preferential mortgage program, which will allow purchasing of comfort-class housing in new homes with a rate of 6.5% per annum. This program will work throughout the loan term, which can be started until the 1st of November, 2020.
Also, Vladimir Putin said that when carrying out preventive measures at the enterprises of the construction industry, it is necessary not to interrupt the construction process, make flexible decisions and find a balance.
Further on the most important assignments following the meeting:
1. Launch a preferential mortgage program. The rate for citizens should be 6.5%, the rest part will be subsidized by the state. Such a mortgage can be issued before the 1st of November when purchasing new comfort class housing at a price of up to 3 million rubles in the regions and up to 8 million rubles in Moscow and St. Petersburg. The preferential rate will be valid for the entire loan term. According to preliminary estimates, in 2020 the state will direct 6 billion rubles to subsidize preferential mortgages.
2. Ensure the availability of loans for construction companies. But such assistance will be available only to companies that maintain employment and commit themselves to complete all facilities. Detailed criteria should be determined by the government. 12 billion rubles were allocated for a lending program for the construction industry.
3. To capitalize the Fund for the protection of the rights of interest holders by 30 billion rubles. These funds will be used to "solve the problems accumulated in past years", - completion of unfinished houses.
4. Provide state corporations Dom.RF with a state guarantee of 50 billion rubles for the purchase of new apartments from developers. In the future, citizens will be able to purchase these apartments, including through a preferential mortgage program.
5. Redistribute part of the costs within the framework of the national project “Safe and high-quality roads” and programs for the resettlement of emergency housing. The pace of resettlement of such housing, as well as construction and repair of roads should be increased.

The construction industry needs an effective state customer service, First Deputy Minister of Construction, Housing and Communal Services of the Russian Federation Irek Fayzullin said this, opening a pilot project to train representatives of the Volga Federal District as part of the implementation of the program “Effective service of the state customer”. Training is held on 15th and 16th of April in the form of webinars on the basis of the Kazan branch of the Glavgosexpertiza of Russia. “Our paramount task is to provide competent qualified customer service in the field. For this, in conjunction with the Glavgosexpertiza of Russia, and later with the FAI "RosKapStroy", distance and full-time training of representatives of regional and municipal authorities at the level of budget managers will be conducted. Today, on the basis of the Kazan branch of the FAI Glavgosexpertiza of Russia, a pilot project has been launched to train representatives of government customers of the Volga Federal District as part of the implementation of the Effective Government Customer Service program. One of the topics was the discussion of monitoring and control over compliance with labor protection requirements in the construction industry. Note, the Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, Ilshat Gimaev, speaking at a webinar emphasized that over the past five years, the total number of accidents in the construction industry of the republic has decreased by 2.4 times. He also explained that the main type of accident in construction is still falling from a height, this figure is 44% of the total number of accidents. 39% are collapses of objects; in total, these types make up 83% of the total number of accidents.
