Meeting on the transition of developers, leading the construction of housing in the Republic of Tatarstan on project financing using escrow accounts, was held today by the First Deputy Prime Minister of the Republic of Tatarstan Rustam Nigmatullin. The meeting was held at the Government House of the Republic of Tatarstan, with the connection of all municipal districts of the republic in the form of the video conference. Alexey Frolov, First Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, reported on the situation in the Republic of Tatarstan on the transition of developers on housing projects under implementation to project financing using escrow accounts. “The Ministry, together with the authorized bodies of municipal districts and urban districts of the Republic of Tatarstan for control in the field of shared construction and market participants, has arranged the relevant work. Extended meetings are held weekly with the participation of developers, banks, municipalities and regulatory bodies, consultations with the heads of authorized banks are held, developers are trained and various seminars are held for regulatory bodies, developers and the banking sector.”

The meeting discussed the development of the housing sector, taking into account the characteristics of each region. During the visit, members of the delegation were provided with information on the state of affairs in the housing and utilities complex, as well as on the implementation of the waste management system reform in Tatarstan. Guests asked questions, raised their existing problems. At the end of the meeting, the parties expressed hope for the continuation of constructive cooperation.
The new school, built on the national project "Housing and urban environment", will be the largest in the city. For the construction from the budget of Russia and Tatarstan were allocated 1 billion rubles. The new educational institution will be located outside the Big Kazan Ring in the district "Vesna" on the Mamadysh highway. Opening is scheduled for the beginning of this school year. According to the deputy director of the Glavinveststroy RT, Ilnur Kalimullin, this will be the largest and most modern school in Kazan. “The construction of the school began in the summer of 2018 as part of the national project “Housing and urban environment”. School capacity is 1501 pupils, area is 31 thousand square meters. Financing is conducted from the federal and the republican budgets, more than 1 billion rubles. There were no problems with financing, and the object was built according to the schedule. In the coming month, it is planned to complete work on interior decoration and landscaping, to build football and hockey boxes, sports grounds, and already on 1st of September, the school will be able to accept first pupils,” - he said.

The program of building rural clubs in Tatarstan will continue as the need for them remains. This was told by the Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Ilshat Gimaev at the press conference of the IA "Tatar-inform". “In fact, we have clubs of different directions, designed for 50, 100, 200 and 300 places. They are in demand in our remote villages, the need for them has not yet disappeared, so the program is still valid today,” - said the deputy head of the republican department. In 2019, it is planned to build 21 rural clubs. The total amount of funding reaches almost 228 million rubles. Rural clubs are built in Tatarstan within the framework of the republican program since 2012. During this time, 285 cultural objects appeared in the republic, which can be used by more than 44 thousand villagers.
On July 15, Tatarstan President Rustam Minnikhanov arrived on a working visit in Moscow to take part in the meeting of the Presidium of the Russian Presidential Council for the implementation of National Projects held by Russian Prime Minister Dmitry Medvedev.
The meeting discussed the fulfillment of the decisions of Russian Government on the implementation of national projects.
Representatives of federal ministries and departments took part in the meeting.
During the meeting, Medvedev emphasized that it is necessary to estimate the need for labor resources to implement national projects for each region.
In the Republic of Tatarstan, in the field of labor protection in construction, the Inspectorate of State Construction Supervision has conducted 760 inspections since the beginning of 2019. For violation of the rules and norms of labor protection, 181 resolutions were issued for a total amount of 6 million 926 thousand rubles. Self-regulatory organizations carried out inspections of 663 organizations - members of SRO. Irek Faizullin, Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, began today with such data in the field of labor protection in construction. On 11 of July, 1 million 458.8 thousand square meters of housing were commissioned in the republic, accounting for 60.2% of the plan. Under the social mortgage program for 2019, 165 houses are planned for 7,838 apartments with a total area of 438.3 thousand square meters. As of 11 of July 2019, the statistics authorities reported about 46 houses for 2,494 apartments with an area of 144.6 thousand square meters. For 119 objects of the investment program in 2019, 59 objects are highly ready, in 24 objects of which construction has been completed; 29 objects are on average readiness; 31 objects are in low availability. Irek Fayzullin reported that out of 58 multi-unit investment residential houses under construction, 29 houses are highly ready; on average readiness - 29 houses. In terms of individual housing construction in the republic, out of 7,725 planned houses, 5,100 objects were commissioned.
The meeting was attended by the President of the Republic of Tatarstan Rustam Minnikhanov. Speaking to parliamentarians, Rustam Minnikhanov brought a number of breakthrough indicators in various fields, which were achieved thanks to the coordinated work of all branches and levels of authority of the republic. He also paid special attention to ensuring the implementation of the adopted laws. The President stressed that over the past five years, 2 million square meters of housing thanks to social mortgage program has been built, were repaired over 4.5 thousand apartment buildings in the amount of 24.5 billion rubles, 207 buildings of outpatient clinics for 7.8 billion rubles, 711 schools and kindergartens for more than 13 billion rubles. He recalled that in the republic, as well as throughout the country, a lot of work is needed on the implementation of national projects, which became a logical continuation of the May decrees of the President of Russia. “In 2019-2021 more than 52 billion rubles will be allocated for the implementation of national projects in Tatarstan. Thanks to achievements in the economy, the quality of life of our citizens is improving. This year, we will continue to work under 40 republican programs with a volume of more than 40 billion rubles. ”
On July 11, Tatarstan President Rustam Minnikhanov is expected to take part in the 49th meeting of Tatarstan State Council of the fifth convocation.
There are 29 issues on the meeting’s agenda, including federal bills and initiatives of Russian entities.Chairman of the State Council of the republic Farid Mukhametshin will report on the results of work of Tatarstan State Council of the fifth convocation.
The people’s deputies will consider eight regional bills and three legislative initiatives of the regional State Council.
