On December 9, speaking at a regional video-conference held by Tatarstan President Rustam Minnikhanov with participation of Tatarstan Prime Minister Aleksey Pesoshin and all regions of the republic, First Deputy Minister of Construction, Architecture, Housing and Utilities of the Republic of Tatarstan Aleksey Frolov reported that as of December 8, 2017, as many as 2,111,600 square meters of housing have been commissioned in Tatarstan, which makes 100 per cent as compared to the same period last year, have been commissioned in Tatarstan.

An information and explanatory meeting on the changes in legislation related to the establishment of administrative liability measures for failure to provide information from the construction materials industry enterprises or provision of knowingly unreliable information necessary for the formation of estimated prices for construction resources was held under the leadership of Deputy Minister Ilshat Gimayev. Within the framework of this event, the Deputy Minister also discussed issues of state's support with the representatives of construction resources. Representatives of the Foundation for Entrepreneurship Support of the Republic of Tatarstan, services of state customers and designers took part in the discussion.
Deputy Minister of construction, architecture and housing of Tatarstan Vladimir Kudryashov held a meeting with representatives of the delegation of the Republic of Uzbekistan, within the framework of which possible directions of cooperation were discussed. The event was attended by the first deputy governor of the Tashkent region for industrial development, regional economy and business Rustamov Odilhon Bakievich, mayors of the cities of Angren, Bekabad, Almalyk, Yangiyul, Akhangaran. The main issues of the meeting concerned the management and maintenance of apartment buildings in Tatarstan, programs for the implementation of energy-saving measures, as well as the implementation of state programs in the field of construction and architecture. Representatives of the delegation asked to visually show the work of the largest management company in Kazan. During the meeting, a film presentation about the construction industry in the region and programs implemented in 2016 was shown to the guests. At the end of the event, the head of the delegation thanked his colleagues from Tatarstan for their hospitality and expressed hope for further cooperation.
On December 8, Tatarstan President Rustam Minnikhanov arrived on a working visit in Naberezhnye Chelny to inspect the progress made in the implemention of the state programmes on capital repair of educational and health-care facilities.
The first inspection point was the Batenchuk Kama Construction College, at which a modern resource center for training specialists in the construction industry was established. Making explanations during the inspection, Director of the College Radik Biktimirov said that more than 600 students are studying there. After major renovation, the college features new classrooms for practical classes equipped with the most modern facilities, he added.
Minnikhanov looked around the renovated college, visited classrooms, workshops and laboratories. Tatarstan President was informed that large construction companies facilitate the training of specialists.
Later on the same day, Tatarstan President visited the city hospital after major overhaul. According to Minister of Health of the republic Adel Vafin, construction work cost 500 million roubles, with large amounts of funds spent on purchasing new equipment. In particular, a modern computer tomograph, endoscopic equipment, devices for ultrasonic diagnostics were purchased. Electrical networks, water supply and sewerage systems, ventilation were completely replaced.
Tatarstan President was shown updated trauma and surgical departments, operating room equipped with the latest medical and multimedia facilities.
"The hospital is equipped with the latest technology. Every condition has been created for doctors. The appropriate feedback is expected. It is necessary not only to improve the quality of medical services provided, but, first and foremost, to treat patients with respect,” Minnikhanov added in conclusion.

On December 8, during his working visit to Yelabuga municipal region of the republic, Tatarstan President Rustam Minnikhanov took part in the opening of a new Bars Technology plant for the production of batteries.
"Today we are opening one of the most modern enterprises in our country for the production of batteries," Tatarstan President said in his welcoming speech. “At the first stage, one and a half million batteries will be produced here. We see the level of technology used and that all environmental standards are met here. The world is moving towards an electric car and there is great potential for the production of electric vehicles."

The Ministry of Construction of Russia has completed work on the creation of a typical replicable software for the maintenance of the information system for the provision of town planning activities (ISPTA). The consumer of the software complex is the subjects of the Russian Federation, which will act as operators of ISPTA, as well as municipal entities whose powers will include the placement and provision of information from this system. The system was placed on December 5, 2017 in the National Fund of Algorithms and Programs for Electronic Computers under the number 10.0237695.124.01 and is free for use by municipal entities and subjects of the Russian Federation.
On December 8, in the Alabuga Special Economic Zone, Tatarstan President Rustam Minnikhanov took part in the foundation stone laying ceremony for a new plant for the production of mineral fertilizers – Inko-TEK Agro Alabuga.
The project for the production of mineral fertilizers was granted the status of a resident of the Alabuga Special Economic Zone in September 2017. It is expected that production will be launched until the end of 2018. The designed capacity of production is 120,000 tonnes of products per year.
"This project is very important for both the agro-industrial complex of Tatarstan and our country in general," Minnikhanov said at the opening ceremony. “We will continue to work in this direction. I am sure that these products will have great export potential, since some of their components are produced in our republic. "
"This will be a fundamentally new product. We plan to produce comprehensive granular fertilizers, suitable not only for certain crops, but also for specific fields taking into account their features,” Head of the company Alexander Babynin explained.
