On February 19, during his working visit to Nizhnekamsk municipal region, Tatarstan President Rustam Minnikhanov visited the Central Regional Multispecialty Hospital, where the first stage of the overhaul of medical building No. 3 was completed last year. The event was also attended by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin.
The medical building was built in 1984. There are reception and diagnostic, anesthetic and resuscitation, gynecology, surgical and operating departments there. As part of the first stage, one side of the building was renovated. The main operating room was equipped with a complex of "clean rooms", allowing to reduce the risk of nosocomial infection and postoperative complications, to increase the effectiveness of treatment of critical patients.
Minnikhanov looked around the medical building and got acquainted with the next stage of the overhaul. In the the other part of the building, electrical installation, plastering and painting works, replacement of windows and ventilation systems are underway. The renovation is planned to be completed in the summer.
Also, Minnikhanov was presented a project of a new admission-diagnostic department with an emergency and urgent care centre. The facility includes 192 beds of a 24-hour hospital and a reception and diagnostic department for 200 visits per shift. At present, the development of design estimates has been completed.
Later on the same day, during a meeting on the socio-economic development of the Nizhnekamsk region, Minnikhanov noted that the importance of the construction of a reception and diagnostic department. To implement the project, Tatarstan President urged to make use of the federal and regional programmes, as well as to get city-forming enterprises involved into the project.
Today, as part of a working trip to Naberezhnye Chelny, President of the Republic of Tatarstan Rustam Minnikhanov visited the children's music school No. 6 named after Salikh Saydashev after a major overhaul. The event was also attended by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin. For Rustam Minnikhanov, was conducted a tour of the school and showed classrooms. As part of a major overhaul in the building, works on insulation and cladding of the facade, roofing were performed, engineering networks were updated, stage equipment was installed, new furniture and equipment were installed. The President was informed that 573 children are currently studying at the school. Training is conducted in 17 specialties. Students are active in creative teams, achieving high results in competitions of various levels.
The Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin reported on the debt of the organizations of the housing and communal complex for fuel and energy resources and the heating season updates. The minister said that as of February 1, the total debt of all organizations of the housing and communal complex of the republic for electricity amounted to 103.5 million rubles. There is a positive trend: over the year, the debt decreased by 21.7 million rubles. Utilities in 12 municipalities of the republic did not fulfill their payment obligations, in 8 of them the debt in comparison with the same period last year only increased. At the end of January, the debt of public utilities decreased by 6.2 million rubles. Marat Aizatullin also announced the figures on the debt for heat energy to JSC "Tatenergo". The debt of utility service providers decreased by almost 6 million rubles. However, the amount of debt as of February 1 of this year is 313 million rubles. The utility companies owed 444.5 million rubles for gas. Compared to the same period last year, the debt decreased by less than 10% - by 41.7 million rubles. On February 1, the organizations of the communal complex in 22 municipalities of the republic did not fulfill their obligations on timely payment for gas. In January, the amount of debt increased by 82.5 million.
The school accepted the first students - children from grades 1 to 4.
In apartment buildings equipped with common-house metering devices, the savings on payment for heat energy largely depends on the residents themselves. In January 2021 in Naberezhnye Chelny, due to frost, an increase in the volume of heat energy consumption was revealed by - 22% compared to January 2020. The average daily temperature in Naberezhnye Chelny in January 2021 was - 11.8 °C, which is 6.9 °C colder than the same period in 2020. According to Gazprom Mezhregiongaz, gas sales in Tatarstan in the winter months of 2020-2021 increased very importantly due to low temperatures. So in December 2020, the total gas consumption in the republic amounted to 1.94 billion cubic meters, with an increase of 12% compared to December 2019. In January 2021, gas consumption in Tatarstan increased to 1.95 billion cubic meters with an increase of 17% by 2020. The increase in energy costs could not but affect heating bills. “It should be noted that the calculation of payments for heating is made according to the actual consumption of heat energy, recorded by general house metering devices. The equipment with general building metering devices for heat energy in the city of Naberezhnye Chelny is 99.9%, with weather control units - 99%.
Two kindergartens with a capacity of 260 seats each were opened in the Salavat Kupere residential area. One of them will focus on the development of the social experience of children in bionics, and the second will focus on the development of the sports potential of each child. In preschool institutions, there are nursery groups for children aged 1.5 to 3 years.
The kindergarten № 45 “Tiktormas” at 7a Ilgam Shakirov Avenue was built as part of the “Demography” national project. The preschool is designed for 260 seats. To date, 160 children enrolled here. The kindergarten has its own unique feature –it will focus on development of the sports potential of each child. For children, there are climbing walls and a small football pitch in the recreation areas.
The coaches of the Russian sports complex “Ready for Work and Defense”, the Olympietz school of the Olympic reserve and others train sports skills of children.
Kindergarten №44 “Kerpe” was opened in Salavat Kupere at 6 Ilgam Shakirov Avenue. It is also designed for 260 children. The main focus of the preschool is the development of children's social experience in bionics.
In the Republic of Tatarstan in 2021, the task is to commission at least 2 million 670 thousand square meters of housing. Social mortgage accounts for about 10%, or 280 thousand square meters of this volume. Such data were presented today at a meeting in the Government House of the Republic of Tatarstan by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin. Marat Aizatullin said that out of 161 houses, 12 houses with 1,313 apartments were commissioned (Arsk - 1, Aktanysh - 4, Baltasi - 1, Bugulma - 1, Kazan - 2, Naberezhnye Chelny - 1, Nizhnekamsk - 2). 19 apartment buildings out of 164 planned for commissioning this year have been commissioned through commercial development. Their total area is 1 million 200 thousand square meters. Out of the remaining 145 houses under construction, 43 houses have a high degree of readiness (70% -100%); 53 houses - average readiness (30% -70%); 49 houses are less than 30% ready (0% -30%). 913 houses were built as part of individual housing construction. In total, there are plans for this year - 8,330 houses. In general, by the current date, the housing construction plan has been fulfilled by 10.5%, the head of the RT Ministry of Construction said. Marat Aizatullin also said that housing in the republic is being built in accordance with the construction plan until 2030. He reported in more detail on the commissioning of housing in the context of municipalities.

The meeting of the interdepartmental commission on urban planning activities in the historical settlements of Kazan was held today by the President of Tatarstan Rustam Minnikhanov. The event took place at the Government House of the Republic of Tatarstan. The meeting participants considered several projects, including a master plan for the development of the territory of the Staro-Tatar settlement, as well as a project for the construction of a multifunctional shopping center in the "Art City" residential complex with the reconstruction of one of the historical buildings. During the presentation, Rustam Minnikhanov got acquainted with the proposals of architects to maintain and restore the historical environment, as well as to update the cultural heritage sites. In addition, among the strategic decisions, it was proposed to coordinate the natural landscape of the territory with the concept of developing the natural frame of the city, to more actively develop pedestrian connections, and to fill the territory with functions that are in demand for citizens. Rustam Minnikhanov drew attention to the fact that the development of the Staro-Tatar settlement will create a comfortable space for the citizens and significantly increase the tourist flow. “It is imperative to bring this work to its logical conclusion. This is one of the most valuable and beautiful places in our capital. There are many valuable historical sites there. They need to be preserved,” - the President of Tatarstan stressed out. Then Rustam Minnikhanov was presented a project of a multifunctional shopping center in the "Art City" residential complex with the reconstruction of a historically valuable town-forming object. It is assumed that the facade of the reconstructed historical object will be integrated into the project of the shopping center. The object will be located on the first line of Ershov st.. It is planned to equip the Walk of Fame near the complex. Rustam Minnikhanov proposed to carefully study the presented options, take into account the comments of the commission members and finalize the project.
