This was announced today by the President of the Republic of Tatarstan Rustam Minnikhanov at the second Russian youth architectural biennale. The theme of the second Russian youth architectural biennale was working with the architecture of the past - industrial buildings that are no longer used for their original purpose and must be adapted to new functions. Today we need such creative people, said Rustam Minnikhanov, referring to the participants of the Biennale, he also jokingly complained that he’s “cannot become an architect.” As for the industrial heritage, those sites that were previously given to factories, Since enterprises are located in many large cities in the center, today it is time to use them for the good of the city, for the good of people. Reorganization of industrial heritage is needed.

Today, the President of Tatarstan Rustam Minnikhanov, Minister of Construction, Housing and Public Utilities of the Russian Federation Vladimir Yakushev and Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Irek Fayzullin visited the Second Russian Youth Architectural Biennale. Before the plenary session “Potential of industrial territories for urban development. New approaches to work with the industrial heritage” officials inspected the exhibition and evaluated the projects of the participants. The final of the Second Russian Youth Biennale is held from 24th to 26th of October in the Innopolis. The founders of the event are the Ministry of Construction of Russia and the Government of the Republic of Tatarstan. This year, 739 participants from 6 countries and 53 cities showed up for the qualifying stage, which is almost two times more than at the First Biennale. Applications were submitted by young specialists up to 35 years old from Moscow, St. Petersburg, Kazan, London, Miami, Delhi, Beijing and Pisa. From them, only 30 finalists were selected. The finalists presented projects for revitalizing the territories of the "Santekhpribor" plant and the port elevator located in Kazan. 'Santehpribor' is located in the former production quarter. Now the plant area is empty, despite the prospective location in close proximity to the city center. The facade of one of its buildings is an object of cultural heritage. The Kazan port elevator is located next to the River Port and can become another important place on the city map.

Today in Kazan took place a solemn transfer of new units of special equipment to the municipal services of the capital of the Republic. The event was attended by President of the Republic of Tatarstan Rustam Minnikhanov, Minister of Construction, Housing and Communal Services of Russia Vladimir Yakushev, Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Irek Fayzullin. Kazan utilities received 10 units of sweeping vacuum equipment. In addition, 2 more special vehicles were purchased, which will later be transferred to the cities of Elabuga and Chistopol. Recall that in 2018, 117 units of municipal equipment were purchased for the needs of the municipalities of the republic. In addition to the acquisition of new cars, in Tatarstan, the fleet of municipal vehicles is being restored. In the period 2017 - 2018, 81 KAMAZ vehicles were overhauled, including 25 vehicles converted to gas engine fuel.

Today, a meeting was held at the Government House of the Republic of Tatarstan on the issue of the transition of developers implementing housing projects in the Republic of Tatarstan to project financing using escrow accounts. The Minister of Construction, Housing and Communal Services of Russia Vladimir Yakushev, the President of the Republic of Tatarstan Rustam Minnikhanov, the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Irek Fayzullin, representatives of construction organizations took part in the work. The meeting was held with the connection in the mode of video conferencing of all municipal regions of the republic. Irek Fayzullin said that since 2011, more than 2 million square meters of housing has been commissioned annually in the republic. Structurally, housing commissioning volumes are divided into a social mortgage program - 19% of the annual commissioning volume, multi-unit investment housing - 35% and individual housing construction - 45%. The average living space per inhabitant of the republic in 2018 is 26.7 square meters.  According to the results of 2019, this indicator will reach 27.1 square meters. In accordance with the adjusted values ​​of the regional project "Housing" in the territory of Tatarstan in 2019 will be built 2 million 425 thousand square meters with prospective to 2024 to 3 million 648 thousand square meters. As for today, 1 million 837 thousand square meters of housing, which is 76% of the plan was commissioned. The speaker informed the meeting participants that today, 225 multi-apartment buildings with a total area of ​​3 million 338 thousand square meters are under construction in the republic, according to which 15 thousand 138 contracts for participation in shared construction were concluded.

Minister of Construction, Housing and Public Utilities of the Russian Federation Vladimir Yakushev arrived on a two-day working visit to the Republic of Tatarstan. The first event in the program of the federal minister’s stay in the republic was a visit to the "White Flowers" Boulevard, which was opened as part of the national project "Housing and Urban Environment". The President of Tatarstan Rustam Minnikhanov and the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Irek Fayzullin accompanied the Minister of Construction, Housing and Public Utilities of the Russian Federation during the visiting the project on improvement. An important part of the project was the landscaping of the boulevard - more than 1000 large-sized trees and shrubs were planted on it. Throughout the space organized green islands. As Irek Fayzullin noted, in Kazan, as in other cities of the republic, large-scale improvement work has been ongoing for many years. For the period from 2015 to 2018, 328 objects (264 parks and squares, 43 embankments, 6 squares, 7 boulevards, 8 streets) totaling 8.6 billion rubles.

IInformation-Advisory group on legal aid carried out a visit to the rural settlement in to zirekle  village of Novosheshminsky municipal district of the Republic of Tatarstan.The event was attended by the specialist of the legal Department of the Ministry of construction, architecture and housing and utilities RT L. A. Akhmetzyanova.

The Minister told parliamentarians about the current situation regarding the transition to a new waste management system. Today, during a meeting of the State Council at a Government Hour, deputies considered the problems of transition to a new system for the management of production and consumption waste in Tatarstan. Presentations were made by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Irek Fayzullin and the Minister of Ecology and Natural Resources of the Republic of Tatarstan Alexander Shadrikov. Irek Fayzullin noted that at the present time in Russia annually a city with a million people produces up to 400 thousand tons of waste. The Innopolis School project, which was developed by the State Unitary Enterprise “Tatinvestgrazhdanproekt”, became the winner of the Build School Project 2019 competition. The competition’s founder is the Union of Architects of Russia, the jury includes international experts. The Build School Project competition is being held for the third time, this year about 70 works from around the world were presented at the competition. The Republic of Tatarstan was represented by the State Unitary Enterprise “Tatinvestgradanproekt”. The competition is traditionally held as part of the international design exhibition. Tatinvestgrazhdanproekt takes part in the Build School Project for the third time, presenting projects of the Innopolis School and two kindergartens at the competition this year. The Institute has repeatedly won the competition in various categories. “It's great when the project organization has an extensive focus - the institute designs education, healthcare, sports, office buildings, is actively involved in restoration, and much more, and all this is at a high level,” - the contest organizers noted, adding that Tatinvestgrazhdanproekt almost always becomes the winner and nominee of various competitions of the Russian and international levels.

From the Republic of Tatarstan, the event was attended by Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, Ainaz Yarmiev. Over the 2 years of its holding, 44 projects in 39 cities and 5 historical settlements became winners. The All-Russian contest of the best projects for creating a comfortable urban environment was organized on behalf of the President of Russia Vladimir Putin and was first held in 2018. The annual prize fund of the Competition is 5 billion rubles. Funds are allocated from the federal budget to support winning projects from 80 small towns and historical settlements. “Next year we will hold two competitions at once. By the 1st of February, filing of applications for 2020 will be completed and by the 1st of September we plan to make a competition for the next 2 years,” - said Vitaliy Mutko. According to Igor Komarov, the significance of the contest is dictated by its relevance. Regions of the district from the federal budget received more than 3 billion rubles. “This support is a significant help in solving the problems of urban disorder that have been accumulating for many years,” - said the Presidential Envoy. In addition, the plenipotentiary representative drew attention to the fact that increasing the attractiveness of urban spaces in small cities and historical settlements can make a significant contribution to solving the currently pressing problem - the development of domestic and inbound tourism.

The international award GREEN MOBILITY AWARD was established in 2017 as part of the Nordic Council of Ministers Project “Eco-Mobility - Creating an Accessible and Safe Environment” (“Green Mobility”) and is awarded annually to cities and experts who implement innovative projects and sustainable development strategies, aimed at increasing the mobility of all residents, reducing emissions of greenhouse gases and pollutants into the atmosphere, as well as creating convenient, accessible, attractive and green public spaces.
