Irek Fayzullin spoke at the Government Hour in the State Council of Tatarstan

The Minister told parliamentarians about the current situation regarding the transition to a new waste management system. Today, during a meeting of the State Council at a Government Hour, deputies considered the problems of transition to a new system for the management of production and consumption waste in Tatarstan. Presentations were made by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Irek Fayzullin and the Minister of Ecology and Natural Resources of the Republic of Tatarstan Alexander Shadrikov. Irek Fayzullin noted that at the present time in Russia annually a city with a million people produces up to 400 thousand tons of waste. On average, about 300-400 kg of waste per year are generated per inhabitant in a country. “By the time the republic entered the waste management reform, we had studied the best practices of other regions.

In order to determine the optimal number of areas of activity of regional operators, various scenarios were analyzed in the republic. We settled on the option of two regional operators. Each regional operator has a zone with a population of 1.9 million people,” - said Irek Fayzullin. Last year, in accordance with the decree of the Government of the Russian Federation, the Ministry of Construction held a competition to identify regional operators in both zones. In the eastern zone, "Grinta" became the operator, and in the western zone, the management company "Pzhkkh". Agreements with them are signed for 10 years. According to the Minister, the State Tariff Committee for 2019 established single tariffs for the services of a regional operator in the amount of 365 rubles 86 kopecks per cubic meter without VAT. For residents in an apartment building, the payment is 71 rubles 95 kopecks, in an individual house - 78 rubles 05 kopecks. In accordance with the territorially integrated scheme for waste management, 1 million 613 thousand tons of municipal solid waste are generated annually in the republic. The main source of MSW education is about 75% of the housing stock and 25% of other categories of consumers. Answering the numerous questions of the deputies, Irek Fayzullin noted that in the existing federal legislation on production and consumption waste there are a number of issues that require urgent consideration and improvement.
