On the 9th of August 2019, 1 million 564.5 thousand square meters of housing were commissioned in the Republic of Tatarstan, which is 64.5% of the plan. Such data was brought today by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, Irek Fayzullin, at a Republican meeting in the Government House of the Republic of Tatarstan. The President of the Republic of Tatarstan Rustam Minnikhanov held a videoconferencing meeting with all regions. The head of the Ministry of Construction of the Republic of Tatarstan began his presentation with data on labor protection in construction. Thus, since the beginning of 2019, the Inspectorate of State Construction Supervision conducted 848 inspections. For violation of the rules and norms of labor protection, 248 decisions were issued for a total amount of 9 million 706 thousand rubles. Irek Fayzullin reported on the implementation of the social mortgage program.
During the ceremony, the Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan named the winners of the award “Builder of the Year of the Republic of Tatarstan”. The event was attended by President of the Republic of Tatarstan Rustam Minnikhanov and First Deputy Minister of Construction, Housing and Public Utilities of the Russian Federation Leonid Stavitsky. RT President congratulated the builders on their professional holiday and presented awards. For his special contribution to the development of the republic’s building complex and many years of fruitful work, the medal of the Order “For Merit to the Republic of Tatarstan” was awarded to V.A. Kudryashov, Head of the State Construction Supervision Inspectorate of the Republic of Tatarstan. For merits in the field of construction and long-term fruitful work, the medal of the Republic of Tatarstan “For Valiant Labor” was awarded to A.L. Nechaev, the repairman of the molding workshop No. 24 of “Domkor Industry” LLC ; general director of OJSC “Tatnefteprovodstroy” A.G. Pilishkin. The honorary title “Honored Builder of the Republic of Tatarstan” was awarded to the Chief Engineer of the State Unitary Enterprise RT Tatlizing H.S. Gilfanov, crane operator LLC LenInvestStroy M. M. Ibrahimov, plasterer-painter LLC "Mobile Mechanized Column No. 5" G.G. Fatkullina, Deputy Director of GKU "GISU" R.F. Hisamutdinov.

A meeting was held at the Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan on the further development project of the National Cultural Center “Kazan”. The participation was attended by RT Minister of Construction, Architecture and Housing, Irek Fayzullin, RT Minister of Culture Irada Ayupova, Kazan Mayor Ilsur Metshin, Assistant to the President of the Republic of Tatarstan Natalia Fishman-Bekmambetova and others. We discussed current issues regarding the integration of the Kazan River Embankment project and the reconstruction project of the National Cultural Center “Kazan”.
The construction of a kindergarten in the residential complex Volzhskie Prostory” is almost completed. The facility on Rauis Gareev Street is scheduled to open on September 1. The kindergarten with 220 seats will be the first preschool institution in the country with an elevator. Stanislav Shyrybyrov, the deputy director of GISU RT, announced this to representatives of the city and republican media during a press tour to the new kindergarten today.
The construction of the institution began in 2018 as part of the national project “Demography”. 201 million rubles were allocated from the republican budget for the construction of a three-story kindergarten. The developer of the facility with an area of 4.6 thousand square meters is OOO “BarsElitStroy”.
A new kindergarten is meant for children from 1.5 years old. Nursery groups are located on the ground floor of the building. Each group has its own bedroom, hygiene room, canteen, and dressing room. “The feature of the kindergarten is that everything was taken into account for the harmonious development of children in its design. Ordinary kindergartens are designed for children over three years old. This one is designed for a nursery where children from 1.5 years old can go”, explained S. Shyrybyrov.
The second floor of the kindergarten will have facilities for six groups of middle-aged children. Halls for musical and physical education classes will also be located there.
It is planned that the kindergarten will open its doors on September 1. The general construction work has been completed at the facility, the decoration is nearly completed, the work is currently underway to improve the surrounding area.
Conditions are being created for teaching low-mobile groups of children in the new kindergarten. Preschools will have elevators for the first time in the country. “There are no such kindergartens, this is a unique educational institution”, said S. Shyrybyrov.
According to the Ministry of Construction, Architecture and Housing and Communal Services of the RT, 29 kindergartens with a capacity of 6010 places are under construction in the framework of the national project “Demography”.
On 7th of August , at the Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, the results of the republican contest for the title "Best Estimator of the Republic of Tatarstan in 2019" were held. The contest was traditionally organized by the Ministry of Construction, Architecture, Housing and Communal Services of the RT, the Office of State Expertise and Pricing of the Republic of Tatarstan for Construction and Architecture, the Kazan branch of the Glavgosexpertiza of Russia, the Union of Builders of the Republic of Tatarstan, Kazan State University of Architecture and Civil Engineering. The event was opened by Vladimir Kudryashev, Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, thanking the organizers and participants and noting that, while solving large-scale tasks, the priority was and remains the priority of the construction industry skilled workers. “The effective development of the construction complex is achieved through the implementation of various projects. And one of them is the professional skill contest “The Best Estimator of the Republic of Tatarstan”. Next year we hope to see among the winners those who did not have enough luck this year. You can participate in the competition every year - improving your skills. And if you fail to win once, try your hand again,” - the deputy minister addressed the participants.
The meeting was held by the Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan I.S. Gimaev. The event was attended by representatives of the regulatory authorities - Rostekhnadzor, the State Labor Inspectorate in the RT, the State Construction Supervision Inspectorate, representatives of state customers, contractors and organizations providing tower cranes. The meeting addressed issues of ensuring labor rights and guarantees for crane operators and safe working conditions during the operation of tower cranes. Regarding the supervision of organizations operating tower cranes, the Department of Rostekhnadzor oversees 81 organizations of the republic, operating 297 tower cranes, including 224 in the city of Kazan. Also were discussed issues of training. Despite the abundance of training courses for crane operators, there is no practical component in the training process. That is, the driver after 3 months of training has only a theoretical idea of working at height. There are no necessary faculties in transport technical colleges.
We remind you that the Higher School of Urban Studies at National Research University Higher School of Economics, in cooperation with Shukhov Lab and the Government of the Republic of Tatarstan, are conducting a second grant competition for students and graduates from the Republic of Tatarstan to study at the HSE's international master's program “Prototyping Cities of the Future”! Five finalists will receive a grant from the President of the Republic of Tatarstan, which will cover the cost of studying for a master's program for two years and living in a hostel of the HSE while studying. Design Institute awarded with a diploma - “Leader of the Russian construction complex”. Today, on 6th of August, the Solemn Ceremony of Awarding the Winners of the XXIII and XV All-Russian Competitions for the Best Construction, Design and Survey Organization, the Building Materials and Construction Industry Enterprise for 2018 was held. The event, organized by the Russian Union of Builders, was attended by the leaders of the Ministry of Construction and the Ministry of Industry and Trade of the Russian Federation, RF CCI, National Association of Builders, National Association of Surveyors and Designers, laureate organizations, regional builders unions, Committees of the Russian Union of Builders. Among 69 Russian construction organizations, the institute became the second in the ranking of the best design, survey and other organizations of a similar profile of the construction complex according to the results of the XV All-Russian Competition for 2018. Also on this list were 15 more construction companies from Tatarstan. In addition, Tatinvestgrazhdanproekt was named the “Elite of the Russian Construction Complex”.
The Inspectorate of State Construction Supervision of the Republic of Tatarstan issued conclusions on the compliance of the 10-story residential buildings No. 1 and No. 2 of House No. 18. The conclusions contain information on the compliance of the constructed and reconstructed capital construction facilities with the requirements of design documentation, including energy efficiency requirements and capital construction facility equipment requirements: metering devices used energy resources. The developer of the property is the non-profit organization “State Housing Fund under the President of the Republic of Tatarstan”. The area of new buildings amounted to 3750.8 and 9840.5 square meters. 166 apartments are ready to move in. These houses are intended for rental to people working in the city of Innopolis.
