On July 1, at the Government House of the republic, Tatarstan President Rustam Minnikhanov held a video-conference with participation of all municipal regions of the republic on the transition of real estate developers, constructing houses in the republic, to project funding on the escrow accounts.
Minnikhanov said that since July 1, in accordance with decisions at the federal level, raising fund from citizens for shared-equity construction of apartments which were not commissioned at the time of fund raising are allowed only on escrow accounts.
Tatarstan Minister of Construction, Architrcture, Housing and Utilities Irek Faizullin reported on the situation in the transition of real estate developers under implemented housing construction projects to project funding on the escrow accounts.
Faizullin said that over 200 market participants were united into a single messenger, where they have the opportunity to quickly exchange regulatory legal acts and expert opinions on emerging issues.
He also said that as of July 1, 2019, as many as 87 developers are already operating on the construction of 230 multi-apartment houses in accordance with Federal Law № 214 - FZ.
It was noted during the meeting that as many as 18 banks can provide project financing using escrow accounts in the republic and 10 banks started cooperating with developers.
At the end of the meeting, Tatarstan President proposed to sum up the experience of the transition of developers to escrow accounts at the Russian level. “Today, the use of escrow accounts is already a way of life. Construction companies should work and houses should be built. Everything necessary for this process must be done,” Minnikhanov said. According to Tatarstan President, it is also important to work out the rules for interaction between authorized banks and developers for project financing.
Opening the object in a festive atmosphere, the head of the district noted that these are not all the kind changes that await the residents of a rural settlement. It is also planned to carry out road repairs. This news was met by citizens of village Yakushkino with friendly applause. Every year around 20 new construction sites are opened in our district and after major repairs. But this one is special. Such modern sites are built in Kazan. The Inspectorate of State Construction Supervision for the 6 months of 2019 conducted 702 inspections. For violation of the rules and regulations of labor protection, 154 resolutions were issued for a total amount of 5 million 955 thousand rubles. The meeting in the form of video conference was held by the President of the Republic of Tatarstan Rustam Minnikhanov. The Prime Minister of the Republic of Tatarstan Aleksey Pesoshin took part in the work. The minister said that as of 28th of June, 1 million 408.4 thousand square meters of housing was put into operation in the republic, which is 58% of the plan (116.2% was commissioned by the corresponding period of last year). There are 30 objects in a high degree of readiness for 59 multi-apartment investment residential buildings under construction, 26 in an average degree, and 3 in a low degree 3. 4,723 objects were put into operation in the part of individual housing construction in the republic from the planned 7,232 houses. Under the program for the construction of rural clubs, work is organized at 21 sites. The builders completed work in two teen clubs in the Almetyevsk region: "Impulse" in Almetyevsk and "Aeronaut" in the village Nizhnya Maktama. Anna Budnikova, an architect from Kazan, won the Biodesign Challenge award in New York for the best research project. To announce her research to the international community, the architect was selected among 500 participants from 36 universities and high schools in the world. Together with the award, she received the right to publish research in international scientific journals. The Biodesign Challenge program is designed to support biotechnology students to solve global problems. Students' projects were presented to the scientific community on June 21, and before that (after selection) they, with the support of supervisor biologists, worked on their projects for half a year.
