The catalog of regional citizen support programs is posted on the website of the Consulting Center of JSC “DOM.RF”. Currently, in order to solve the tasks set by the President of the Russian Federation and the Government of the Russian Federation, various measures of state support for citizens are being implemented when they purchase housing, including mortgage programs with state support for citizens, the operator of which is JSC “DOM.RF”, as well as support programs operating on the territory of separate constituent entities of the Russian Federation. JSC “DOM.RF” collected and analyzed information about the regional programs for supporting citizens operating in the territory of the Russian Federation aimed at improving their living conditions. Based on the results of the work carried out, an online catalog of programs operating on the territory of 73 constituent entities of the Russian Federation was compiled, indicating the conditions for participation in them and requirements for participants. Overhaul of educational institutions of the republic has been completed by more than half of the planned indicators. In 2021, financing of 2 billion rubles is provided for these works. He reminded that Tatarstan pays special attention to overhaul and reconstruction of social facilities. Since 2012, the region has begun implementing a program to overhaul educational facilities. Over the past years, over 1.4 thousand educational institutions have been repaired. “This year, under this program, it is planned to overhaul 213 educational facilities. Among them are 33 municipal schools, 10 correctional schools, 48 ​​preschool educational organizations, repair of functional areas at 116 facilities, as well as at four facilities, work is underway to create an accessible environment. The volume of financing is 2 billion rubles. As of July 2, the total implementation of the program is estimated at 51%,” - Nasyrov told reporters. “Also, since 2014, the republic has been implementing a program of overhaul of resource centers to meet the staffing needs of basic employers. Since then, 82 such institutions have been repaired. This year, it is planned to renovate nine facilities in the amount of 500 million rubles. As of July 2, the volume of work performed is 52%, one object has already been completed,” - summed up Ildus Nasyrov.

Today in Yelabuga, took place a ceremonial settlement of a 4-storey building on Tysecheletya Street. The completion of the construction of the problem house was financed by the Fund for Supporting Real Estate Investors of the Republic of Tatarstan. From 2016 to 2019, 29 facilities were commissioned in the republic for more than 3,800 equity holders. Last year, the rights of 398 defrauded equity holders were restored in 7 troubled houses. To date, work has been organized on the remaining facilities. The opening ceremony was attended by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin, the head of the Elabuga municipal district Rustem Nuriyev. Marat Aizatullin noted that the house that is being commissioned today was listed among the problematic ones. It became possible thanks to the decisions of the President of the Republic of Tatarstan and the Federal Center, the joint work of the Government of the Republic, the Ministry of Construction of Tatarstan, the Executive Committees of municipalities and the Fund for Supporting Shareholders.

“Today's grand opening of the facility is the result of systematic work to restore the rights of equity holders, which the republic has been carrying out since 2007. During this time, more than 15 thousand citizens received the keys to the long-awaited apartments, 132 apartment buildings were put into operation,” - the minister said. He congratulated everyone on the long-awaited new home, wishing health and well-being. Let us remind you that in 2015 the construction of the house was suspended as a result of the actions of the developer "EcoDomStroy" LLC. In 2019, the house was included in the register of problem objects in Tatarstan. The construction of the house was resumed by the construction company "Paralaks Povolzhye" LLC in May 2020.

Alexey Frolov, First Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, reported today at a meeting in the Government House of the Republic of Tatarstan on how the programs in the field of construction and overhaul of facilities are being implemented in the Republic of Tatarstan. According to Aleksey Frolov, the first half of 2021 is over, and the implementation of the most important republican capital repair programs has also approached the “equator”. This year, the republic is implementing 28 programs, the total funding for which in 2021 is more than 25 billion rubles. In total, they include nearly 3 thousand objects, including communal infrastructure objects. Overhaul programs cover almost all sectors of the social and cultural sphere. The most ambitious is the program for the renovation of educational institutions. This year, within the framework of this program, for the implementation of which the republic is allocating 2 billion rubles, 213 objects will be repaired. Here the work is on schedule - by the middle of the year the volume of the program is estimated at 51%. On the organization of an accessible environment - these works are being carried out at 4 objects - in three kindergartens and one secondary school. Here we have also entered the final stage - the scope of work is 89% closed. Including the program for organizing hot meals in schools, which already included 198 objects in the first year of implementation. Of these, 176 have been started. According to the program of overhaul of resource centers, including a completed facility and 4 in operation, the volume of construction and installation work performed today is 52%.

The winners of the competition will receive public recognition and financial support in the amount of up to 2.5 million rubles. The collection of applications for relevant projects takes place on the premia.myvmeste.rf website and will last until July 5. Individuals over the age of 14 and representatives of organizations are invited to participate. Depending on the track, the application must contain information about the participant, projects, their goals and results, or about the proposed content. Correspondence evaluation of works will take place from July 6 to August 1 - at this time the experts will select the semi-finalists. Evaluation of their projects will continue at the district Dobro.Festivals #MYVMESTE from August 2 to October 1. The projects and works of those who reach the final will be evaluated by the Russians through popular vote, as well as by the jury from October 15 to November 5. The winners will be announced on December 5 at the #MYVMESTE International Forum.

The Ministry of Construction of Russia, together with the Ministry of Industry and Trade of Russia and DOM.RF, launched an all-Russian open competition for the development of standard designs of individual and low-rise buildings, social and cultural facilities. The competition, which is being conducted on behalf of the Government of the Russian Federation, is another step towards improving the quality of life in the country through the development of private housing construction segment that is accessible to citizens and profitable for business. According to the terms of the competition, by July 20, participants must upload materials on the website woodenbuildings.ru. At the second stage, the jury will select 120 finalists who will develop conceptual bids based on the Standard for the Integrated Development of Territories. In September 2021, 40 winning projects will be selected, the authors of which, at the expense of the organizers, will develop design estimates for the land plots of DOM.RF. By the end of 2021, the documentation will undergo an examination in order to enter the register of cost-effective design documentation for reuse of the Ministry of Construction of Russia in 2022. The competition will be held in 3 stages - qualification selection based on portfolio and essays, development of projects by participants and development of design estimates, passing state expertise based on the winning projects of the competition. Development of design and estimate documentation will be carried out on the land plots of DOM.RF.

The trip was organized as part of an exchange internship and aimed at studying the experience of the republic in the creation and development of public spaces, the construction of affordable housing, in particular for social mortgages, and the creation of single customer service. During the first day, representatives of the DOM.RF got acquainted with the activities of the Ministry of Construction of the Republic and its subordinate organizations. During the meeting, the topics of the application of the mechanism for the integrated development of territories, innovative approaches in design and construction, and digitalization of the industry were raised. The State Housing Fund under the President of the Republic of Tatarstan, in turn, shared its experience in the implementation of housing construction under the social mortgage program. During the second day, meetings were organized with representatives of the Fund for Supporting defrauded homebuyers of the Republic of Tatarstan, and the State Construction Supervision of the Republic of Tatarstan. At the Kazan State University of Architecture and Civil Engineering, they were told about the training of personnel for the construction industry and existing research and educational centers. Young specialists also visited the youngest city in Russia - Innopolis and the residential complex "Salavat Kupere", where the construction of new residential buildings is carried out within the framework of the social mortgage program. At the end of the trip, the guests studied the experience of improving urban infrastructure and creating public spaces on the example of Kazan.

The Recommendations on the application form of the developer to the bank for the provision of project financing for housing using escrow accounts and the list of documents for filing an application came into force. The document was developed by the Ministry of Construction of Russia, the Bank of Russia, the Institute for Development in the Housing Sector DOM.RF with the participation of experts and the professional community. The recommendations were prepared on behalf of the President of the Russian Federation to reduce the time frame for providing project financing to developers and to simplify the procedure for its provision. The document supplements the Recommendations issued in April 2019 on defining the procedures for interaction between banks and developers in the transition to project financing of shared housing projects using escrow accounts. The project financing aggregator implemented by DOM.RF has already been upgraded to the recommended application form and is available to all developers working in the Unified Housing Construction Information System. The application is formed in a completely machine-readable format and, if necessary, can be integrated into the internal systems of the bank using a specially developed API service. The amount of information specified in the application takes into account all the information necessary for making a decision about the developer and the construction project. The recommendations are published on the official websites of the Ministry of Construction of Russia, the Bank of Russia and DOM.RF, as well as on the portal of the Unified Information System for Housing Construction Nash.dom.rf.

The organizers of the TOP RC Prize made a decision to introduce additional 14 nominations for the competition. Acceptance of applications for participation in the summer stage of the TOP RC award began on June 21 and will last until July 23.
