Six hospitals will soon open in Tatarstan after major repairs. Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Ildus Nasyrov spoke about this at a press conference at the Tatar-inform news agency. “The work is close to completion in the children's city hospital in the city of Nizhnekamsk, at Mendeleev Street, 45, as well as in central regional hospitals  in Aznakaevo, Buinsk, Muslyumovo, Leninogorsk, Nizhnekamsk,” - the speaker noted. In total, 18 hospitals will be overhauled this year, now more than 73% of the work has been completed. In 2021, the overhaul of three healthcare facilities has already been completed, including the medical building No. 2 of the Hospital for war veterans of Kazan. The work was carried out there in stages - on floors and departments. The works lasted over a year. Feldsher-Obstetric Points are now being built in 42 districts of Tatarstan.

In Tatarstan, there is an understandable and transparent system of housing and communal services, which is strictly controlled by the state. This was stated at the meeting of the Volga expert club by the first deputy minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Alexei Frolov. He recalled that the current Housing Code of the country has been working for 15 years. It is largely aimed at attracting private organizations to the housing sector, but this process has developed differently in each region of the country. “Where there is continuity of power, as in Tatarstan, the system is built, and it is tightly controlled,” - Frolov said. As an opposite example, he cited Moscow, where state unitary enterprises of the Soviet type are still operating, and billions of rubles in subsidies are spent on maintaining the housing sector. “We don’t have such a thing, this sphere lives on what the homeowners really pay for,” - Frolov explained. “It is necessary to clearly separate the sphere of housing management and the utilities sphere. In the utilities sector, the state needs to tighter control over the pricing of organizations. Because there are large resources and reserves that can be redirected to other areas,” - summed up Alexei Frolov.

Alexey Frolov, First Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, reported on the pace of housing construction in the republic and the implementation of republican programs for the construction of social facilities. Alexey Frolov said that by now the total volume of execution of 19 republican programs is 61%. The republic allocates 6.9 billion rubles for the construction of housing, social and cultural facilities and the provision of housing for certain categories of citizens. In addition, 95 objects are being built in Tatarstan, which are part of national projects. The volume of their sales exceeds 10 billion rubles. By the current date, work on federal projects has been completed by 64% of its physical annual volume. To date, 1 million 489 thousand square meters of housing have been built. This is more than 103% compared to last year. The annual plan for housing construction has been fulfilled by 56%. Commercial housing accounts for about half of the annual volume. The builders have already handed over 76 apartment buildings, the area of ​​which is 468 thousand square meters. This is 37% of the plan. Another 89 houses are under construction: 48 houses are in a high stage of readiness, the degree of readiness of 24 is characterized as average (30% -70%), less than a third of 17 houses are ready (up to 30%). Under the social mortgage program, 161 houses with an area of ​​280 thousand square meters are planned for delivery this year. 84 apartment buildings have been built, with a total area of ​​99 thousand square meters. Another 42 houses are close to delivery. The fastest growing is the construction of individual housing. 6 thousand 828 houses or 82% of the planned indicators are ready.

From 13 to 19 July 2021, state and municipal customers, developers, municipalities - Engineering companies, Capital Construction Directorates underwent advanced training in information modeling technologies (IMT). The training programs were developed by the Department of State Expertise and Pricing of the Republic of Tatarstan for Construction and Architecture with the assistance of the Ministry of Construction of the Republic of Tatarstan and leading practitioners in IMT technologies. The training took place at the educational center of the State Autonomous Institution, which trains highly qualified personnel of a new generation, capable of quickly adapting to the constantly changing conditions of modern society. As a result of the training, the students realized the relevance and necessity of implementing information modeling technologies. They have studied new topics, and also plan to share the knowledge gained and conduct training within the company. Moreover, they passed the final test for knowledge of the studied material and completed a practical task on drawing up a design assignment taking into account the IMT. The main difficulties in the implementation of information modeling technologies can be identified: the lack of suitable personnel and expensive software and equipment. Courses will also be organized for chief project engineers, builders and surveyors.

Since 2015, in Tatarstan, under the programs "Parks and Squares", "Arrangement of Water Protection Zones", the Priority Project "Formation of a Comfortable Urban Environment" managed to improve 443 objects, each of which was discussed with residents. Also last year, the unprecedented republican program "Our yard" was launched, initiated by the President of the republic, Rustam Minnikhanov. Within the framework of the program, it is planned to repair or build courtyard driveways, roads and sidewalks in the adjacent territories, install trash cans, benches, lighting poles, equip playgrounds and sports grounds (the set of equipment is determined for each yard individually), and equip waste collection sites in accordance with the regulations. The key principle of improvement, regardless of the size of the local area, is the preservation of pedestrian connections and the green frame of the yard. The program is designed for 2020-2024, it is planned to allocate approximately 8 billion rubles a year. The list of the program is formed on the basis of applications from municipalities within the funding limit allocated to them. As part of the implementation of the program for the improvement of courtyards in 2020, a list was formed and approved, which includes 1,084 objects with an area of ​​9.672 million square meters. This year, it is planned to improve 1,074 courtyard territories. In his speech, Deputy Minister Ildus Nasyrov emphasized that a lot of work is expected to create a comfortable environment, which requires combining the efforts of the authorities and society.

The Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin reported on the implementation of republican programs for capital repairs of social facilities today at a meeting in the Government House of the Republic of Tatarstan. To date, 3 programs with a funding limit of almost 77 million rubles, including 40 objects, have been fully implemented. These are programs for the overhaul of buildings of the Agriculture and Food Administrations (13 facilities), institutions subordinate to the Veterinary Administration (12 facilities) and buildings (premises) of the Executive Committees (Councils) of settlements (15 facilities). Of the programs that are being implemented, the most ambitious is the program for the renovation of educational institutions. This year, the amount of funding for the program, within the framework of which 213 objects will be repaired, is set at 2 billion rubles. By the middle of the year, the volume of program implementation is estimated at 56%. This program includes 49 kindergartens. Construction and installation works in 47 facilities are 65% completed: 35 facilities remain in operation, 12 facilities have been completed. 77% is the volume of work performed on the overhaul of educational institutions. This year, 33 schools are being renovated: 24 schools are still in operation, and 9 are fully completed. Reconstruction of the Sukharevskaya secondary school in the Nizhnekamsk region is also included in the program for the overhaul of educational facilities. Here, too, work will soon enter the final stage - today construction and installation works are closed by 70%. Completion of construction and installation work as part of the repair of correctional schools is 56%. 3 objects have been completed, 7 correctional schools are still being renovated. The repair of functional areas in schools has reached the home stretch - there are 116 such facilities included in the program. In this area, the scope of planned work has already been closed by 90%. 85 school functional zones have been completed, 31 zones are being renovated.

In the Republic of Tatarstan, it is necessary to train more than 1600 people, including customers, designers, builders, estimators, supervisory and control institutions. It is planned to complete the training of all participants in construction activities to work with IMT by the end of 2021. The family mortgage program at 6% may become one of the main drivers of the market for new buildings in Kazan, according to participants in the real estate and lending market of the capital of the Republic of Tatarstan. To date, work on federal projects has been completed by 59%. 5 objects are completely ready. “Compared to last year, Tatarstan is ahead of schedule in terms of housing construction: by the current date, the plan has been fulfilled by 54%. In absolute terms, this is 1 million 440 thousand square meters, or almost 105% against the level of last year,” - said Marat Aizatullin. In terms of commercial development - and this is half of the annual housing plan - 75 multi-apartment residential buildings with an area of ​​463 thousand square meters were commissioned. A total of 164 apartment buildings are planned for delivery. Of these, 89 houses are under construction - 48 houses are at a high stage of readiness; the degree of readiness of the 24th is characterized as medium (30% -70%); less than a third of 17 houses are ready (0% -30%). The Minister reported on the implementation of the social lending program. “Our obligations are to put into commission 161 houses, or 280 thousand square meters, by the end of the year. At the same time, 80 apartment buildings with a total area of ​​99 thousand meters have been built. Another 45 houses are close to commissioning,” - said Marat Aizatullin.
