An information and consultation seminar with representatives of the Russian production association "ALBES" was held today at the Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan. As part of the seminar, the speakers shared their experience of using finishing materials using the example of implemented projects, presented interior solutions for children's educational institutions, talked about ensuring the fire safety of ceilings.
Construction of 16 kindergartens continues in Tatarstan within the framework of the Housing and Urban Environment and Demography national projects. Today, the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin monitored the construction of 8 kindergartens in Kazan. Representatives of Glavinvestroy, the Kazan Executive Committee, contractors and the media took part in the working visit. During a tour of the kindergarten in the residential complex "Seventh Heaven", the head of the Ministry of Construction said that this year it is planned to build 16 kindergartens for 3100 places. The total amount of financing will be about 4 billion rubles. Thus, it is planned to introduce 13 kindergartens for 2,390 places within the framework of the national project "Demography" and 3 kindergartens for 710 places within the framework of the federal project "Housing". The minister said that all work is being carried out in accordance with the planned plan and today the total implementation of construction and installation work is 45%. Recall that for the period from 2018 to 2020 in Tatarstan, only within the framework of the federal project "Promoting the employment of women - creating conditions for preschool education for children under the age of three", which is part of the national project "Demography", 52 objects were commissioned, the total number of places - 11 160, of which 5 635 nurseries.
The Ministry of Construction of Russia approved a new set of rules SP 501.1325800.2021 “Buildings from large-sized modules. Design and construction rules. Basic Provisions ". The document establishes requirements for the design and construction of buildings from large-sized reinforced concrete modules, which includes the assembly procedure, requirements for butt joints, engineering equipment and finishing of large-sized modules. The modular construction technology provides for the creation of individual facades using decorative materials according to regulatory requirements (brick-like tiles, porcelain stoneware, cassettes of galvanized steel sheet and composite materials, composite, fiberglass concrete, plaster decorative inclusions, etc.). The application of the set of rules will contribute to an increase in the level of safety and reliability of buildings and structures due to the possibility of exercising control in the factory, as well as to a reduction in labor intensity, construction time, and total cost due to the maximum mechanization of all types of work.
The Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin reported on the progress in the implementation of programs for major repairs of social and cultural facilities, as well as buildings of subordinate institutions. Marat Aizatullin announced the completion of work on the program of a major overhaul of the buildings of the Agriculture and Food Departments. All 13 objects have been renovated. 4 out of 8 objects of the republican program of an overhaul of municipal archives have been completed. The remaining 4 are still being renovated. In addition to general education and correctional schools, 48 kindergartens are included in the program of an overhaul repairing of educational facilities this year. The work was completed by 48%. Completed six kindergartens, 22 - for contractors at work. The program provides for the organization of an accessible environment in one school and three kindergartens. All 4 objects are already in work, which to date has been completed by 60%. 29% of work has been completed at one of the 5 facilities included in the program of an overhaul repairing of vegetable and potato storage facilities. The Street Lighting Restoration program operates in all regions of the republic. The work was started in 20 municipalities. This week the work was completed by 7 districts, including Aznakaevsky, Bavlinsky and Kamsko-Ustinsky. Among gardeners, the program "Water supply and arrangement of solid waste sites" is in demand. Work has already begun on the restoration of wells (61 sites) and the construction of sites for the collection of solid household waste (38 sites).
The area of integrated development of the territory from Kazan to Zelenodolsk will exceed 9 thousand hectares, of which 1.7 thousand hectares are planned to be allocated for the construction of new housing and social facilities. The head of the Ministry of Construction Marat Aizatullin held a meeting today on the implementation of the Big Zelenodolsk project. The participants of the working meeting discussed the formation of a qualitatively new residential environment on the section from Kazan to Zelenodolsk, in particular, issues related to the development of transport and social infrastructure, as well as the construction of modern multifunctional residential complexes were discussed. The meeting was attended by the head of the Zelenodolsk region Mikhail Afanasyev, deputy ministers of construction, architecture, housing and communal services of the Republic of Tatarstan Vladimir Kudryashev and Danis Vildanov, representatives of other ministries and departments, customer services and design organizations.
In apartment buildings included in the overhaul program in Tatarstan, roof replacement repairs are planned to be completed by mid-September. Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Ildus Nasyrov spoke about this at a press conference at the Tatar-inform news agency. “In fact, we have already completed the program by one-third this year. The task is to complete all seasonal works by September 15th. It includes the repair of the roof, facade, heating systems. And by the end of the year, complete the program,” - the speaker noted. He recalled that in total this year, 948 apartment buildings have been included in the Regional Program for Major Overhaul of Apartment Buildings throughout the republic. About 6.3 billion rubles will be spent on it. In particular, 243 houses will be repaired in Kazan, including 170 elevators replacing.
Today in Nizhnekamsk on the basis of the branch of JSC TGС-16 Nizhnekamsk CHP 1 an off-site meeting of the Committee for Housing Policy and Infrastructure Development was held. The deputies considered the issues of sustainable and uninterrupted supply of electricity and heat energy to consumers, as well as the prospects for legislative regulation of investment programs in the field of communal infrastructure. An off-site meeting of the committee with the participation of deputies of the State Council, representatives of the RT State Committee on Tariffs, the Directorate of TGC-16 and Nizhnekamsk CHP 1, members of the expert council under the committee was held in the conference hall of Nizhnekamsk CHP 1. The event was also attended by the Deputy Minister of Construction, Architecture, Housing and Communal Services RT Ildus Nasyrov. Opening the meeting, the head of the committee, Alexander Tygin, noted that there are problems in the energy sector that require legislative regulation. These include issues of efficiency of investments in the development of enterprises, unjustified growth in prices for equipment and major repairs. Following the consideration of the issue, the committee adopted a number of recommendations to the Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, the Ministry of Industry and Trade of the Republic of Tatarstan, and the State Committee on Tariffs of the Republic of Tatarstan. In particular, it is recommended to generalize proposals for improving federal and republican legislation in the field of tariff regulation, to continue work to ensure the real durability of established tariffs and guarantees of return on investments for organizations, to strengthen control over the formation and effective use of funds approved in the investment programs of utilities, and others. A number of federal and republican bills were also considered at the meeting of the committee.

Today, on Children's Day, President of the Republic of Tatarstan Rustam Minnikhanov visited the renewed "Vostok" children's camp in Kazan. He was accompanied by Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin, Minister of Youth Affairs of the Republic of Tatarstan Damir Fattakhov and Mayor of Kazan Ilsur Metshin. The camp was built in 1969. Over a half-century history, more than 30 thousand children and adolescents have rested here. In 2020, Vostok was completely reconstructed. 7 modern buildings were built, on the facade of each portrait of prominent cosmonauts are depicted. After a major overhaul, the camp's throughput capacity increased to 200 people per shift. This year the camp will host 4 shifts. The first one started today. Rustam Minnikhanov examined the territory of the renewed camp: he visited dormitories, sports grounds, a canteen, a club and a first-aid post.
In the Republic of Tatarstan, the housing commissioning plan has been fulfilled by 43%. Compared to the same period last year, the pace of housing construction is outstripping. This was announced today at a meeting in the Government House of the Republic of Tatarstan by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin. In general, in 2021, the republic plans to commission 2.670 million square meters of housing, and today 1.158 million square meters (or 43%) have been built. In terms of multi-apartment investment housing, it is planned to commission 1 million 265 thousand meters, or 164 apartment buildings, are commercial buildings. At the same time, 27% of the plan (or 61 apartment buildings with an area of 342,745 thousand square meters) have been built. Social mortgages account for about 10% of the annual housing construction plan: these are 161 houses with 280 thousand square meters of total area. 56 houses, or 87 thousand square meters, are already ready. 61 community houses are in a high degree of readiness (70% and more). In terms of individual residential development, the plan was fulfilled by almost 65%: 5,395 houses were commissioned, while the plan is 8,330 individual residential buildings. In the Republic, 9 universal sports grounds are also being built (the scope of work is closed by 19%) and 4 indoor football arenas with a frame tent covering and an administrative building (Almetyevsky, Bugulminsky, Zainsky, Chistopolsky districts). Under the program for the construction of children's health camps, 3 out of 6 camps have been contracted. Here, work is still at the start - 7.5% of the plan (dynamics for 2 weeks - 5.33%).
