Over 10 years, the region needs to build about 30 million square meters of housing. One of the growth points of the authorities of the Republic of Tatarstan is seen in the development of agglomerations around the major cities of the republic - Kazan, Naberezhnye Chelny and Almetyevsk. “Agglomeration processes play a key role. Using the example of Kazan agglomeration, the Ministry of Construction of the Republic of Tatarstan began to form an integrated approach to solving urban planning, transport, infrastructure issues, ensuring the creation of places of employment, which is important for solving the problem of commuting. In the future, the experience of the development of the Kazan agglomeration will be extended to the Chelny and Almetyevsk agglomerations. It is planned to create three of them in Tatarstan, and they will cover almost all regions of the republic,” - Gimaev said. According to him, the share of the Kazan agglomeration accounts for 58% or more than 1.5 million square meters of housing being built in the region. For its further development, it is planned to use the territory of "Laishevsky knot" and "Bolshoy Zelenodolsk". The implementation of this project will provide comfortable housing for more than 8.5 thousand new residents of Innopolis. A comprehensive school and an art school, kindergartens, coworking spaces, shops, cafes and event halls will be built in the new microdistrict. SEZ "Innopolis" will provide the territory with heat, electricity, water and a sewerage system. Then Rustam Minnikhanov and Nikolai Nikiforov laid symbolic stones in the silhouette of buildings for future development.
The introduction of advanced technologies and the establishment of restrictions on the use of outdated technologies in design and construction is a priority area of work of the Ministry of Construction of Russia within the framework of the national project "Housing and Urban Environment". This goal is achieved by updating existing and developing new codes and standards in the field of construction. “In June 2021, 30 new and updated sets of rules, approved by the Ministry of Construction of Russia at the end of 2020, come into force. Another 24 documents come into force on July 1. Such a large-scale update of standardization documents makes it possible to timely introduce new technologies into the existing regulatory framework and reduce the need for the annual development of about 500 special technical conditions,” - said Irek Fayzullin, Minister of Construction, Housing and Utilities of the Russian Federation. The changes relate to building structures and materials, construction and design processes, transport infrastructure facilities, engineering systems, hospitals, hotels, hostels, animal shelters, high-rise buildings, wooden housing construction, the oil and gas industry and other significant objects, and regulatory processes of the construction industry.

Such data were presented today at a meeting at the Government House of the Republic of Tatarstan by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin. So, today, 1,224.6 thousand square meters of housing have been commissioned in the republic (108.2% to the level of last year - 1,131.2 thousand square meters). “If we compare with the same period of last year, we are going with a noticeable advance,” - the minister said. The plan for the commissioning of housing for 2021 is 2 million 670 thousand square meters. Of this volume, 1 million 265 thousand meters, or 164 apartment buildings, are commercial buildings. Of these, 63 objects with an area of 357 thousand square meters have been built. In relative terms, this is 28% of the plan (Almetyevsk - 3, Verkhniy Uslon - 3, Vysokaya Gora - 3, Elabuga - 1, Zelenodolsk - 2, Laishevo - 1, Naberezhnye Chelny - 17, Pestretsy - 25, Kazan - 8). The readiness of the remaining objects is as follows: 52 houses are in a high stage of readiness, the degree of readiness of 32 objects is characterized as average (30% -70%); less than a third of 17 houses are ready (0% -30%). Social mortgages account for about 10% of the annual housing construction plan: these are 161 houses with 280 thousand square meters of total area. At the same time, 70 houses, or 88 thousand square meters, are already ready (1,583 apartments), which is 31.7% of the plan. In a high degree of readiness (70% and more) there are 50 community houses (with an area of 68.0 thousand sq. m). In terms of individual residential development, the plan was 69% fulfilled: 5 thousand 764 houses were commissioned; the plan is 8,330 individual houses.
