In the Republic of Tatarstan, 948 apartment buildings are included in the program of capital repairs of apartment buildings in 2021. By the Resolution of the Cabinet of Ministers of the Republic of Tatarstan No. 87 dated February 18, 2021, amendments were made, according to which the program additionally included 29 apartment house (90 elevators). This includes Kazan - 5 apartment house (17 elevators); Naberezhnye Chelny - 24 apartment house (73 elevators). Funding for the program as a whole - 6.294 billion rubles, including the budget of Tatarstan - 1 billion 364.28 million rubles; the budget of municipalities - 1 billion 72.56 million rubles; funds of citizens - 3 billion 857 million rubles. Such data were presented today at a meeting at the Government House of the Republic of Tatarstan by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin. The head of the Ministry of Construction of the Republic of Tatarstan reported on the implementation of state programs for 2021, including the program for the modernization of engineering networks. Under the program of an overhaul of buildings (premises) of the executive committees (Soviets) of settlements, 52% of the work has been closed: 13 objects are being repaired, two objects have been completed. Marat Aizatullin briefly reported on the process of transferring land plots vacated after resettlement and demolition of dilapidated houses (program 2013-2017).

As part of the presidential program "Our Yard" in 2021, 1074 courtyards will be repaired in Tatarstan. Including, 223 courtyards in Kazan, 93 - in the Almetyevsk region, 88 - in Naberezhnye Chelny, 83 - in the Zelenodolsk region and 67 - in the Nizhnekamsk region of Tatarstan. In addition to urban districts, the program will affect all municipal districts of the republic. The exception is Kaibitsky, Drozhzhanovsky and Atninsky districts - all the yards there were landscaped last year. The addresses of the courtyards included in the 2021 list are plotted on the beautification map of the official website of the dvor.tatar program. Within the framework of the program, yard driveways, roads and sidewalks will be repaired or built in the adjoining territories, trash cans, benches, lighting poles will be installed, children's and sports grounds will be equipped (the set of equipment is determined for each yard individually), and garbage collection grounds will be equipped in accordance with the standards. In each courtyard, three days before the start of construction work, an object passport with a final improvement scheme will be installed. In order for Tatarstan citizens to be able to control the progress of work, the schemes will also be published on the dvor.tatar program website. Let us remind you that in 2020 in Tatarstan 1091 courtyards acquired a new look in all 43 municipal districts and 2 urban districts. In total, more than 360,000 residents live in the houses affected by the program. During the year, 270 km of new sidewalks were built, more than 4,000 new lighting poles were installed, which made it possible to additionally illuminate 300,000 square meters of yard areas.

On April 14, a series of public discussions begin, the subject of which is the improvement of territories in 2022-2023. within the framework of the program "Formation of a comfortable urban environment". Discussions will take place in 16 municipalities. The first meetings with residents will take place in Yelabuga and Nurlat on April 14. The next day, discussions will be held in the village of Balandysh, Tyulyachinsky district and the village Vasilyevo in the Zelenodolsk district. An important detail: the implementation of the next queues of those objects that will be updated this year is being brought up for discussion. However, in order to be able to improve them comprehensively, the territory should be chosen by as many residents as possible in a vote, which will take place from April 26 to May 31 on the portal of the State Services of Tatarstan. Recall that large-scale work on the development of public spaces in Tatarstan began in 2015 at the initiative of the President of the Republic of Tatarstan Rustam Minnikhanov. For 6 years, 443 territories have been landscaped in the republic.

By the decision of the Personnel Commission of the Council on Personnel Policy under the President of the Republic of Tatarstan, 15 civil servants were identified to be entered on the Electronic Honor Board. Venera Ilshatovna Davletshina, Leading Adviser of the Territory Planning and Development Department of the Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, was awarded this high honor. The grounds for the inclusion of civil servants on the Electronic Board of Honor of the Republic of Tatarstan were professional achievements, initiative and personal contribution to increasing the effectiveness of the implementation of the powers of state bodies. Restorers have completed work in the emergency wing of the Kazan Art School. For the first stage of returning the historical appearance to the architectural monument, 565 million rubles were allocated from the republican budget. In the historical building of the Kazan Art School, an architectural monument of federal significance, the first stage restoration work has been completed - in the emergency wing. Maya Morozova, head of the restoration department of the Main Investment and Construction Directorate (GISU) of the Republic of Tatarstan, spoke about this. “The total estimated cost of the entire facility is 887 million rubles. The republic provides financing in instalments. 565 million rubles were allocated for work in the emergency wing. In the near future, work will begin on the acceptance of this wing into operation, an art school will come here, and restoration work will begin in the front wing,” - explained Morozova. The restorers are especially proud of the auditorium with a ceiling, sections of which are made of squares of pine wood. Before the start of work, the wind literally walked here, the ceiling could hardly hold, many elements became dilapidated. They had to be replaced with analogues, however, the historical sections were preserved as much as possible. But the twisted linden consoles managed to keep everything. The hall will be illuminated by two large chandeliers and a floodlight structure - the room will be used as an exhibition space. The basements of the emergency wing were also put in order. It will house communications and training workshops for sculptors.

A meeting on shared construction issues was held in Moscow under the chairmanship of Konstantin Timofeev, Director General of the Fund for the Protection of the Rights of Shareholders. Tatarstan was represented by Ilshat Gimaev, Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan and Ivan Novikov, Executive Director of the Fund of the Republic of Tatarstan for the Protection of the Rights of Citizens Participating in Shared Construction. During the meeting, issues of commissioning 7 problematic facilities, which are being completed within the framework of agreements concluded with the federal fund, were discussed. Special attention was paid to the objects where the restoration of the rights of citizens is planned using the mechanisms of the subject of the Russian Federation. The representative of the Ministry of Construction Ilshat Gimaev, in particular, spoke about the republic's plans to commission two long-term construction houses by the end of April.

According to the ministry, 50 feldsher-obstetric stations are under construction and overhaul throughout the republic. This year in the Republic of Tatarstan they plan to build and overhaul 50 feldsher-obstetric stations. Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Rinat Abdullin told about this at a press conference at the Tatar-inform news agency. “The whole republic is involved in the construction and repair of feldsher-obstetric stations, work is being done in almost every settlement. This year it is planned to build and overhaul 50 feldsher and obstetric stations,” - the speaker explained. According to Abdullin, there is no acute shortage of feldsher-obstetric stations in Tatarstan. Therefore, the relevant issue is not on the agenda at the moment, the deputy minister added.

According to the deputy head of the department, the coronavirus pandemic did not have a significant impact on the plans of the Republican Ministry of Construction. Allocations for the overhaul of apartment buildings and social facilities in Tatarstan in 2021 will amount to 14 billion rubles. The volume of work will remain at the same level, there are no noticeable adjustments due to the coronavirus pandemic. Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Rinat Abdullin announced this at a press conference at the Tatar-inform news agency. The speaker noted that at present, the department in the territory of Tatarstan is implementing 44 programs worth more than 47 billion rubles. “Of these, more than 14 billion rubles are spent on the overhaul of apartment buildings and social facilities. A separate presidential program is Our Yard, for which another 8 billion rubles are allocated this year. We also have various federal programs, national projects - all of them are included in this large program,” - Abdullin said. According to the deputy minister, all announced tenders should be completed by early May. At the same time, the Covid-19 pandemic could not significantly affect the course of the planned work, the speaker assured. “Compared to last year, funding remained at the same level. Some programs are leaving, others are taking their place. But in general, the amount is practically the same,” - Rinat Abdullin summed up.

This year, 1 million 200 thousand square meters - 164 houses - should be commissioned through commercial development. To date, 52 apartment buildings have been commissioned. This was announced today at a meeting in the Government House of the Republic of Tatarstan by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin. The minister noted that today builders have handed over 33% of the annual housing plan, which this year is 2 million 670 thousand square meters. Social mortgage takes about 10% of the plan. In absolute terms, this is 280 thousand square meters. It is necessary to commission 161 residential buildings. By the current date, 27 houses have been commissioned for 1372 apartments. 73 houses are in a high degree of readiness. On the line of individual housing construction, it is planned to commission 8 thousand 330 houses. For today, 3 thousand 942 houses are ready. Large-scale tasks are faced in the framework of the implementation of national projects. Today, 95 objects are being monitored, which are included in 12 federal projects. 81 objects have been contracted. Also, inspections of facilities under construction by control and supervisory authorities do not stop. The Inspectorate of the State Construction Supervision Authority this year went to the facilities under construction with inspections 325 times. The number of resolutions issued on the basis of their results amounted to 2 million 70 thousand rubles. Self-regulatory organizations carried out 464 inspections of organizations that have membership in SROs. GISU RT carried out 405 inspections at construction facilities under state programs. As a result of the checks carried out, 244 violations were identified, of which 232 were promptly eliminated.

The Ministry of Construction of Russia has published the results of the Urban Environment Quality Index for 2020. At the end of last year, 76 cities were able to reach the required Index mark for recognizing the environment as favourable. Thus, the total number of cities with a favourable urban environment reached 375, which is 18 cities more than it was planned to achieve according to the federal project "Formation of a comfortable urban environment". In 2020, the Index was calculated for 1116 Russian cities. At the same time, a comfortable urban environment was recorded in every third city - the share of such cities was 33.6%. By 2024, according to the federal project, there will be two times more of them: the target is 60% of cities with a favourable urban environment of the total. The growth of cities with a favourable environment in excess of the plan for 2020 was due to the following regions: Belgorod (+1 city), Voronezh (+1 city), Kaliningrad (+1 city), Kaluga (+2 cities), Leningrad (+1 city), Moscow (+2 city), Sverdlovsk (+1 city), Tula regions (+1 city), Nenets (+1 city), Khanty-Mansi (+1 city), Yamalo-Nenets Autonomous Okrugs (+1 city), republics Adygea (+1 city), Bashkortostan (+1 city), Tatarstan (+3 cities).

One of the Index's criteria is the involvement of citizens in decision-making on issues of urban development. It is citizens who create a request for certain territories. The wide involvement of city dwellers in the processes related to improving the quality of the urban environment can have an impact on transformations according to any of the indicators. Therefore, in order to simplify and systematize the survey of citizens, to give Russians in all regions of the country the opportunity to take part in the improvement, in 2021 a federal rating platform for voting for improvement objects was launched. Voting will take place from April 26 to May 30 on the za.gorodsreda.ru platform. The territories and projects that receive the largest number of votes will be included in the improvement list for the current year. The country's cities vary in both size and climatic conditions. That is why, in the Index, they are divided into groups based on population and climate. Accordingly, it is possible to compare cities only within the framework of their size and climatic groups.
