Today the President of the Republic of Tatarstan Rustam Minnikhanov got acquainted with the progress of construction of a number of objects in Kazan. So, he inspected the construction of one of the long-term construction - an apartment building on Dostoevsky street, 57. According to Rustam Minnikhanov, construction work at the facility is nearing completion. It is expected that at the end of April the house will be put into operation, 245 citizens will receive the keys to their apartments. The next were apartment buildings on Zur Uram street (houses of the residential complex "MChS" -"Ministry of Emergency Situations"). The developer of the residential complex "MChS" was originally LLC "FON". In 2019, the developer LLC "FON" was declared bankrupt. In June 2020, the rights of the developer LLC "FON" were transferred to the Fund of the Republic of Tatarstan for the Protection of the Rights of Citizens Participating in Shared Construction for three unfinished houses of the "MChS" Residential Complex. Construction and installation work was started. The contractor at the facility is LLC "SMK Ak Tash". The commissioning of the facility is planned for April 2021, after which the rights of 586 citizens will be restored. In addition, there are still 2 problematic facilities in the "MChS" RC, which are planned to be commissioned at the end of the 2nd quarter of 2021. After the commissioning of houses No. 3 and No. 4 of the residential complex "Ministry of Emergency Situations", the rights of 451 and 253 citizens, respectively, will be restored. Tatarstan is planning to achieve as quickly as possible the indicators laid down by the national project "Ecology" and the regional project "Integrated system for the management of municipal solid waste (MSW)". The First Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Alexei Frolov announced this to journalists today. “The main goal is to achieve as quickly as possible the indicators laid down by the national project. This is an increase in the share of sorted waste to 100% by 2030. For this, it is necessary to create an appropriate infrastructure, introduce a separate collection, pass all waste through sorting, and form disposal facilities. Miracles do not happen, all these tasks need funding,” - he said. “I hope that we will approach as constructively as possible with our proposals in order to change the regulatory framework at the federal level and reduce the negative attitude towards the reform, relieve tension in the relationship between waste generators and regional operators,” - Frolov said. Tatarstan switched to a new system for handling solid municipal waste from January 1, 2019. There are two regional operators identified in the region. In the Eastern zone of activity, the status of a regoperator was assigned to LLC "Grinta", and in the Western zone - to LLC "Managing Company PZhKH". About 1.7 million tons of waste are generated in the republic annually. Currently, an average of 6-8% of garbage is sorted. The formation of an integrated waste management system is being carried out in Russia within the framework of the national project "Ecology", developed on the basis of the "May decrees" of Russian President Vladimir Putin.

Within the framework of the implementation of housing construction programs in the republic, it is planned to commission 2 million 670 thousand square meters of housing this year. In general, in the republic, the implementation of the plan is 35%. This was announced at a meeting in the Government House of the Republic of Tatarstan by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin. The minister noted that in the total volume of housing, scheduled for delivery this year, the social mortgage is about 10% or 280 thousand square meters. To date, 36 houses have been built for 1381 apartments (27% of the plan). Another 74 houses are in a high state of readiness. In total, the plan provides for the delivery of 161 houses. The largest percentage of the plan's fulfillment was recorded in the line of individual housing construction: of the 8,330 houses planned for delivery, 4,233 houses are ready (51% of the plan). The minister also reported on the facilities that are being built or reconstructed under the national projects. Thus, as part of the implementation of measures to stimulate programs for the development of housing construction of the federal project "Housing" this year, the construction of a school for 1.5 thousand places is being completed. It will accept the first students this year, the object is 96% ready (in the residential complex "Art-City"). Within the framework of the federal projects "Housing" and "Promotion of Women's Employment", it is planned to build 16 kindergartens. The work was completed by 26%. Rustam Minnikhanov, in turn, noted that measures for sanitary cleaning and landscaping should be organized in all municipalities of the republic. “As of April 14, the supervisory authorities have already identified 710 violations, the main part has already been eliminated. 552 protocols were drawn up, fines were imposed. 342 unauthorized waste disposal sites have been identified, half of which have already been liquidated,”- he stated. The President also reminded that on April 24, a republican Saturday voluntary workday is planned in cities and regions.

On April 26, on the Portal of State Services of Tatarstan and in the mobile application "Services of the Republic of Tatarstan", voting will start for objects that will be landscaped in 2022. Now, in addition to public spaces, residents of the republic themselves will be able to determine the top 200 courtyards, the reconstruction of which will take place within the framework of the republican program "Our yard", as well as select priorities within the framework of the implementation of the Kazanka River Development Strategy. The public spaces with the highest number of votes in each district will be landscaped according to the federal program "Formation of a Comfortable Urban Environment", but when choosing courtyards in municipalities, the activity of residents and the number of residents in adjacent apartment buildings will be taken into account. The voting mechanics are extremely simple: a citizen must choose his own municipal district, the next step is to cast his vote for the public space and courtyard, which, in his opinion, need to be improved. It will be possible to take part in the voting only once. Voting for amenities in 2022 will last until May 30. Its main task is not only to make settlements more comfortable for living, but the main thing is to involve residents in this process.

The mortgage subsidy program for new buildings was launched on behalf of Russian President Vladimir Putin in April 2020 with the aim of supporting the construction industry and housing affordability amid the spread of coronavirus infection. According to Deputy Prime Minister of the Russian Federation Marat Khusnullin, since the start of the program of preferential mortgages at 6.5%, banks have issued almost 450 thousand loans for 1.337 trillion rubles. The geography of preferential mortgages is the widest, with residents of 85 constituent entities of the Russian Federation participating in the program. The most popular preferential mortgage has become in St. Petersburg, Moscow, Moscow Region, Krasnodar Krai, Sverdlovsk Region, Tyumen Region, Rostov Region, Republic of Tatarstan, Republic of Bashkortostan, Novosibirsk Region. “We see that the preferential mortgage program has turned out to be in great demand among people in almost all regions of the country. In 2021 alone, almost 100 thousand loans were issued in the amount of 335 billion rubles, the average loan amount is about 3 million rubles,”- said Irek Fayzullin, Minister of Construction, Housing and Communal Services of the Russian Federation. The launch of the program ensured an increase in the volume of new construction in the housing market: the area of ​​housing construction permits issued in 3 months of this year exceeded the same indicator in the first quarter of 2020 by 54%.

In 2020, the volume of products shipped by the construction industry enterprises of Tatarstan amounted to 33 billion rubles. In 2020, the volume of products shipped by enterprises of the construction materials industry of the republic amounted to 33 billion rubles. The volume of work in the construction industry remained at the level of 2019 and amounted to 356 billion rubles, this year it is planned to increase the volume to 395 billion rubles. At the end of 2020, Tatarstan entered the TOP-5 regions of the country in terms of housing construction. It was emphasized at the meeting that in 2020 none of the 50 republican programs was suspended. The total amount of funding amounted to 54 billion rubles. An unprecedented republican program "Our yard" was launched last year. The parliamentarians drew the attention of the executive power to the wear and tear of engineering networks, which require serious capital investments. As noted by the deputy, general director of Municipal unitary enterprise "Vodokanal", Kazan, Andrey Egorov, if at the republican level the share of worn-out networks is 30 percent, then in some cities this figure reaches 70-80 percent. According to him, it is necessary at the federal level to work out options for resolving this issue.

In Tatarstan, the number of issued mortgage loans increased by 40%, transactions in the primary market - by 46%. The meeting participants also discussed the issue of complex building and the development of territories.

He instructed to bring the residential building in accordance with the established requirements. Further, the President of the Republic of Tatarstan examined the site on the street Nazarbayev, 37. It is planned to build an administrative building here. Last year, the project was considered at a meeting of the City Planning Council. It is recommended to link the scale and proportions of the designed object with the surrounding buildings. Rustam Minnikhanov approved this project. After that, the President went to the Kazanskaya Yarmarka exhibition centre. Here Rustam Minnikhanov was presented with two projects, the implementation of which is planned on the territory of the complex. One of them is the Interactive Science Center “House of Entertaining Science and Technology”. The next project is the "Soyuzmultpark" multimedia entertainment and development centre. Rustam Minnikhanov supported both projects and instructed to consider options for their placement on the territory of the Kazan Fair.
