On December 11, during his working visit to Moscow, Tatarstan President Rustam Minnikhanov held a meeting of the State Council working group on construction, housing and utilities sector and urban environment.
Presidential Aide and State Council Secretary Igor Levitin, Deputy Prime Minister of Russia Marat Khusnullin, Minister of Construction and Utilities of Russia Irek Faizullin and representatives of relevant federal and regional executive bodies took part in the meeting.
Minnikhanov noted that due to joint work with the federal government, the Ministry of Construction of Russia and the regions, prompt steps taken made it possible to stabilize the situation in the construction industry, including the launch of subsidized mortgage loans at 6.5 percent interest and their subsequent extension until mid-2021, the launch of rural mortgage loans at up to 3 percent interest, the inclusion of the construction of engineering networks in the Stimul project, which will also help increase the number of projects under construction, as well as the capital increase of the Fund for the Protection of the Rights of Shareholders.
According to Tatarstan President, serious changes in the architectural and construction sector made it possible to decrease the time of approval of general plans three times, to simplify the preparation and approval of territorial planning documents.
Speaking at the meeting, Khusnullin noted that this has been a difficult year, including for the construction industry. In this regard, he thanked the leadership of the regions, which did not let the construction projects suspend during hard times. Tatarstan was one of the first regions that supported further construction work.
The meeting participants discussed a number of proposals for the development of the housing market.
Today in the republican ministry of construction in the mode of videoconference a training seminar was held for developers and credit organizations. During the meeting, topical issues of transition of the construction industry to project financing were discussed. Among the key speakers were Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Ilshat Gimaev and Deputy Manager of the Branch - National Bank for the Republic of Tatarstan of the Volgo-Vyatka Main Department of the Central Bank of the Russian Federation Sariya Sirazieva. The seminar discussed in detail the mechanisms for acquiring land plots, as well as the construction of networks, communications and infrastructure using public-private partnerships.
The International Day Against Corruption is proclaimed by the General Assembly of the United Nations (UN) and is celebrated annually on December 9th. On this day in 2003, the UN Convention against Corruption was opened for signature in Mexico. The Russian Federation ratified the Convention on March 8, 2006. The purpose of the establishment of the International Day against Corruption was to draw the attention of the international community to the problems of corruption and the fight against it. On the eve of the International Anti-Corruption Day, Ruslan Khabibullin, responsible for the prevention of corruption and other offenses of the ministry, reminded the department staff of the need for civil servants to comply with anti-corruption legislation. He drew attention to the duty and personal responsibility of each employee to strictly comply with the restrictions, prohibitions and obligations stipulated by the legislation of the Russian Federation and the Republic of Tatarstan. In addition, brochures with information and educational materials aimed at improving legal literacy, developing practical skills in identifying, qualifying and effectively countering various forms of corruption were distributed to all employees.
A new kindergarten for 220 children, built in the Volga region of Kazan, today received a positive opinion from the Inspectorate of State Construction Supervision of the Republic of Tatarstan (Gosstroynadzor RT) on compliance with the requirements of design documentation. The preschool was built thanks to the national project "Demography". The building meets all the latest requirements of educational institutions. The total area of the building was 3738.7 square meters. As a reminder, within the framework of the national project "Demography" it is planned to build 22 kindergartens for 5030 places, including for children from 1.5 to 3 years old - 2525 places, from 3 to 7 years old - 2505 places. As of the current date, construction and installation work has been completed at 21 objects.
62.1 million rubles were allocated from the budget of the republic for the department of the medical corps. In the Alkeevsky district was opened the infectious building of the Bazarno-Mataky central regional hospital with 12 beds and a total area of 700 sq. meters. Renovation of the department became possible thanks to the republican program of an overhaul of medical institutions. The repair cost the budget of the republic 62.1 million rubles. All rooms are designed in light and warm colors that meet modern requirements. X-ray rooms do not release radiation outside. The laboratory is also fully equipped, now it is possible to conduct clinical and biochemical studies, for example, take a blood test for the level of oxygen.
The 302-apartment building № 1-6 in the residential complex "Salavat Kupere" received a conclusion on compliance. The house was built according to the republican social mortgage program and the national project “Housing and Urban Environment”. The object has received a conformity report. This will allow it to be put into operation and populate more than 300 families in long-awaited apartments. The total area of the 19-storey building was 25.6 thousand square meters. The territory of the house is landscaped - there are playgrounds, small architectural forms, trees, and shrubs are planted.
The implementation of state programs of 2020 in housing construction, providing housing for citizens of certain categories and the construction of socially significant objects is nearing completion in the republic. The Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin reported in more detail about the current results of work today at a meeting in the Government House of the Republic of Tatarstan. The President of the Republic of Tatarstan Rustam Minnikhanov held a videoconference meeting with all municipal districts. The meeting was attended by RT Prime Minister Alexey Pesoshin. In individual housing construction, the annual plan has been almost completely fulfilled. To date, 10 thousand 244 houses have been commissioned (the plan is 10 thousand 680 houses). Under the program for the construction of kindergartens, 21 objects have already been completed in 2020. Another institution is being completed - the work there is 97% completed. The second largest state program of the Republic of Tatarstan is being implemented in healthcare. Work on two outpatient clinics is nearing completion, five outpatient clinics have already been built. 43 feldsher-obstetric stations have been built, indicated in the program passport. In agriculture, work is still ongoing under the program for the construction of cowsheds and sheep farms. 4 objects are ready, 3 are being completed. In the sector "Youth Policy", "Culture" and "Sport", the work on the programs has been completed.
In the Pestrechinsky district of Tatarstan, the last long-term construction was completed. Today more than 40 families of the residential complex "Yashlek" received the keys to their apartments. Representatives of the district administration, the construction company that participated in the construction, and the families who will move into the apartments were present at the key delivery to the residents. After the welcoming speech residents were given the keys, and the solemn ribbon was cut by the Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Ilshat Gimaev. “I am sincerely glad that today we are standing here and see the completed houses. Thus, we draw a line on the defrauded equity holders in the Pestrechinsky district. The task now is different - so that the tenants live well,” - he said. Gimaev added that in Tatarstan by 2021 the plan to complete the issue of defrauded equity holders.
Today the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin visited the sites of the regional championship of working professions "Young Professionals" (WorldSkills Russia) in two competencies - "Carpentry (Juniors)" and "Furniture production (Juniors)". Competitions are held on the territory of the Kazan College of Construction, Architecture and Urban Economy. Accompanied by the director of the educational institution, Zhamil Bakayev, the minister examined the workshops and study rooms, talked with experts and participants of the championship, and also appreciated the organization of the event. As Marat Aizatullin noted, it is necessary to pay more attention to working with youth. “By supporting the guys in all positive endeavors, we form their active life position. Do not forget that the key to a successful tomorrow is concern for the development of the creative and intellectual potential of young people. Of course, this is a contribution to the progress of the country." The minister also expressed the opinion that the WorldSkills movement plays an important role in the career guidance of the younger generation. In particular, the championship contributes not only to professional self-determination, but also creates a favorable motivational environment for development. Today, Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Yuri Alyashev visited the sites of the regional championship of working professions "Young Professionals" (WorldSkills Russia) in three competencies - "Architecture", "BIM Information Modeling Technologies" and "Organization of Construction Production". Competitions are held on the territory of the Kazan State University of Architecture and Civil Engineering. During the visit, the Deputy Minister got acquainted with the performance of the tasks of the contestants and also talked with mentors and experts. Yuri Alyashev noted that the WorldSkills movement contributes not only to increasing the prestige of vocational professions but also to improving the quality and competitiveness of domestic vocational education. He wished all participants to perform with dignity and show their high level of skill.
