Housing-communal services is in the focus of attention

The State Council of Tatarstan held parliamentary hearings on the subject “About arrangements of the Russian Federation Government strategy of investment climate improvement realization in the sphere of housing-communal services“.

Deputy chairman of the State Council Alexander Gusev, Minister of Construction, Architecture and Housing of the Republic Irek Faizullin, Deputy Minister of Construction, Architecture and Housing of the Republic Alexey Frolov, representatives of State committee on tariffs of the Republic of Tatarstan, of Public Chamber, municipalities, heads of enterprises and organizations, working in the sphere of housing-communal services took part in the discussion of problems concerning the mobilization of investments into the sphere of housing and communal services and housing and communal services quality improvement.

In the opening of the hearings the chairman of the Committee on economic, investments and entrepreneurship Marat Galeev stated the significance of housing-communal services issues for parliamentarians.

A more detailed coverage of the issue was given in the report of Deputy Minister of Construction, Architecture and Housing of the Republic Alexey Frolov. He underlined that the realization of the Program of Reform and modernization of the housing-communal complex of the Republic of Tatarstan for 2004-2010 years had allowed to stabilize the situation in the housing-communal sector. The number of unprofitable enterprises was reduced and the citizens of the Republic of Tatarstan had gone over to fully paid-up payment for HCS services. Authorities received considerable effect from energy-saving technologies and door to door metering devices adoption.

The program of capital repair was viewed favourably. 9 thousand 162 multifamily dwellings with an area of 39,7 million m² were repaired in Tatarstan during the last four years. The total sum of the repair made 24.7 billion roubles. About half of citizens of the Republic have improved their housing facilities.

Having depicted the current situation in the sector of housing-communal services, participants of the parliamentary hearings focused on the main issue of today’s agenda – attraction of investments. It is most actual for making decisions in infrastructure. There was directed more than 33 billion roubles for the realization of the Program, including 22 billion roubles for communal services modernization within the period of 5 years. Thus last year about 2 billion roubles were forwarded by enterprises of communal complex for the purpose of repair and modernization of fixed assets.

Nevertheless, parliamentary hearings participants emphasize that budget investments are insufficient as enterprises cannot always afford such expenses.

Today 93.6 billion roubles are required to meet the gross demand in investments for modernization and construction of new facilities of the communal infrastructure of the Republic of Tatarstan. On a first priority basis 69,2 billion roubles should be forwarded to water-supply and water disposal, 24,4 billion of roubles - to heat supply system. If a mid-term horizon is viewed, more than 142 billion roubles are required in 2015-2020.
