Minister I. Faizullin made a report for State Duma deputies concerning capital repair problem solving

Today the Minister of Construction, Architecture and Housing of the RT I. Faizullin is on a working trip in Moscow, where he took part in Parliamentary hearings on the subject: “Set up of system to finance multifamily residential houses capital repair, new methods, legislative proposals” in the State Duma Committee on housing policies and housing-communal services.

The Republic of Tatarstan was the region which acted with an initiative about Federal Program of capital repair acceptance in 2007. For 2008-2009 the Republic completely assimilated allocated federal limits for capital repair and performed all formulated federal conditions to reform housing and communal services.

In his report Irek Envarivich told how with Federal Fund of contribution to reforming of HCS it was decided on participation of the Republic of Tatarstan in the pilot project, the purposes of which were elimination of subrepair, trial of mechanism on transition to standard volumes and terms of multifamily housing planned repairs and an exit to self-repayment at the expense of citizens’ means.

Minister I.Faizullin gave a detailed account of financial vehicle issues, having marked that 1 rouble of citizens’ means is added by 1,7 roubles of budgets means of different levels . He told about work on creation of housing stock monitoring system and mechanism of contractor organizations selection, procurement of materials and performance of works.

At present, as it was stated by I.E.Fayzullin in his report, we are busy with the regional fund transformation according to its status and financial structure compliance with the Federal legislation.

Completion of the Federal Fund activity, taking into consideration aggregated subrepair and absence of other mechanism of its elimination can bring to a probable stop of HCS reforming in regions and return of the branch to its initial condition. Inflow of cash means of GK – the Fund of contribution to reforming of housing and communal services stimulates attraction of budgetary means and as a result the desire of multifamily houses dwellers to participate in programs, in which the part of means is financed at their expense, I.Fayzullin stated.

The report aroused parliamentarians’ interest, the minister was asked questions, and the subject got its  further developmentt.
