Today there was held the 3d annual report electoral general meeting of a self-regulating organization Regional Non-Profit Partnership “Association of Constructors of the Republic of Tatarstan”. Managers of construction industry enterprises of the Republic summarized the results of the partnership activities and discussed its future tasks.
The key report was made by the president of SRO Regional Non-Profit Partnership “Association of Constructors of the Republic of Tatarstan” Rim Khalitov. He reminded that the partnership was registered in 2009 initiated by the Government of the Republic to unite the efforts of the construction sector to solve its problems. According to the Urban Development Code the main purpose of the partnership is to ensure safety of capital construction objects and improvement of construction and installation works. At the present time 1623 construction organizations are included in the partnership.
The SRO working bodies control the execution of regulatory requirements and self regulation rules by the members of the partnership, carry out financial control, and consider cases of imposing disciplinary measures to the members of the partnership.
“The partnership has been developed, it is effective and has its major tasks”, - emphasized the President of the Republic of Tatarstan in his speech. According to his words there was made a proper decision to delegate some state authorities to manage the activities of the organizations of the construction sector to the partnership. “This work should be continued. If such form of management is developed correctly it will give a good result. If the responsibility is vague it will result in a serious problem”, - said the President of the Republic of Tatarstan. According to the President being a member of the partnership gives the organizations not only the opportunity to protect their interests. It also improves the discipline and responsibility and allows to make the construction market more arranged and predictable as every manager of a construction organization realizes that the partnership is in charge of him and it imposes a moral responsibility.
The President of the Republic emphasized that the construction sector is the most important one for the economy of the Republic. The President reminded that following the results of 2011 the constructors of the Republic of Tatarstan carried out the works for an overall amount of 233 billion rubles versus 176 billion rubles in 2010. “These are 640 million rubles every day and it is a huge figure”, - mentioned the President and thanked the federal authorities and the constructors of the Republic for a successful implementation of the federal programs on provision of housing for veterans and major repairs of housing stock in the Republic of Tatarstan. In addition the President mentioned a last year large-scale program on construction of kindergartens in the Republic of Tatarstan and the program on major repairs of schools implemented at the moment.
“Taking into account our responsiveness and innovativeness we need highly professional constructors”, - said the President and stressed the critical importance of personnel training. According to his words in order to train professional constructors there must be a more active cooperation between organizations of the construction sector and vocational education institutions. “There is a certain progress but there is not any consistency”,- said
R. Minnikhanov.
The President of the Republic of Tatarstan paid a special attention to work safety and injuries on construction sites. “For 4 months of this year there were 17 accidents whereof 7 were fatal. I consider that the partnership must be more active in controlling preventive measures and work safety measures. Noncompliance with safety regulations must be the reason to exclude construction organizations from SRO”, - said R.Minnikhanov.
Altogether assessing the activities of the construction sector of the Republic the President said: “This is an all-powerful sector. We are proud that Tatarstan has such resources. We are constructing SEZ Alabuga, Taneko and the Universiade Venues. We do not need anybody. Only in exceptional cases we invite outside constructors. The main work is carried out by our construction sector. If we had not had such resources there would not be such dynamics of the Republic development. We can construct everything and this is our competitive advantage”.
