Today First Deputy Director General of the State Corporation – the Fund assisting the restructuring of Housing and Public Utilities V.M.Talalykin and Director of the Department of Regional Programs of the State Corporation – the Fund assisting the restructuring of Housing and Public Utilities O.S.Rurin are on their working trip in Kazan. The round table meeting was held with the participation thereof in the Ministry of Construction, Architecture and Housing of the Republic of Tatarstan. The prospects of the implementation of the program on citizens’ movement from the failing housing stock were discussed during the meeting. The meeting was held by First Deputy Minister of Construction, Architecture and Housing of the Republic of Tatarstan F.M.Khanifov.
The new approaches being discussed on the federal level concern the program implementation by means of the construction of commercial apartment buildings. In other words the possibility of the citizens’ movement from the failing housing stock to energy-saving houses on the terms of non-profit or social rent is being discussed. The total area of the houses is equal to social standards. The people who do not wish to rent an apartment will be given the opportunity to sell their failing housing.
The meeting began with a short report by the Head of the Department of Construction Sector Development of the Ministry I.S.Gimayev. He told about some options of the development of leased housing market in the Republic and mentioned that at the present moment the most economically viable option is being selected. The reporter noted that above all the budgetary funds must be the accelerator of the program implementation.

He mentioned that today the implementators of the program on the citizens’ movement from the failing housing stock deal with a set of very serious problems already occurring at the initial stage i.e. the stage of the recognition of a house to be a failing one. V.M.Talalykin said that this fact itself is a conflict of interests: upon recognizing a house to be a failing one the municipalities must have he funds to resettle the people.
The procedure for new housing provision is complicated by the reason that according to the present design standards it is impossible to build new housing equal to demolished housing in the terms of its total area. There are a lot of such difficulties occurring over the program implementation, and this fact was recognized by the participants of the round table meeting among whom there were representatives of Executive Committees of cities and regions as well as involved enterprises and organizations.
As a part of the event the experts of the Republic of Tatarstan shared their experience of the program implementation through the State housing fund under the President of the Republic of Tatarstan. Tomorrow the issues concerning the fund of public utilities and software programs in Housing and Public Utilities will be considered in the Ministry.
