The amount of financing of the additional program of major repairs in apartment houses will equal to 370 million rubles in 2012 in the Republic of Tatarstan

In 2012 65 houses in Almetyevsky and Laishevsky regions of the Republic of Tatarstan as well as in Kazan will be included in the additional program of major repairs in apartment houses in the Republic of Tatarstan. These data were given today at the Republican video-conference meeting held by the President of the Republic of Tatarstan Rustam Minnikhanov.

Minister of Construction, Architecture ad Housing of the Republic of Tatarstan Irek Faizullin reported that currently the additional Republican program of major repairs in apartment houses in 2012 is being defended in the Fund assisting the restructuring of Housing and Public Utilities. Almetyevsky and Laishevsky regions of the Republic of Tatarstan as well as Kazan are the participants of the program.

According to the program 65 apartment houses with a total area of 650 thousand square meters are to be repaired, and more than 26 thousand citizens will improve their housing conditions. 231 elevators are to be replaced; utility networks inside houses as well as roofs, insulation and building faces are to be repaired.

The amount of financing of the additional program of major repairs in apartment houses equaled to 370 million rubles in 2012 including the Fund’s resources in the amount 211 million rubles, budgetary funds of municipal units in the amount of 125 million rubles, and owners’ funds in the amount of 34 million rubles.

As reported by municipal units 3.13 million rubles were used to carry out the work according to the main program of major repairs in apartment houses. At that 1.699 billion rubles were transferred to the contractors’ accounts, but the State Housing Inspection received acceptance certificates only for 1.327 billion.

The President of the Republic of Tatarstan Rustam Minnikhanov drew the attention of heads of municipal units to the necessity of timely execution of the documents. As it was mentioned at the meeting due to the delay of the execution of the documents in Kazan, the receipt of 200 million rubles form the Fund assisting the restructuring of Housing and Public Utilities is delayed.  Head of Kazan Executive Committee Aleksei Pesoshin assured Rustam Minnikhanov that the required documents for the land plots of apartment houses to be posted to the cadastral account will be received in coming days.

The President also demanded that penal sanctions should be applied against those management companies and Homeowners Associations violating the implementation of the program of major repairs. The appropriate penal sanctions are specified by the recent amendments in the Code of administrative violations of the Russian Federation.
