Today Minister of Construction, Architecture and Housing of the Republic of Tatarstan I.E.Faizullin is on a working trip in Moscow. He took part in the meeting of the Committee of the Federation Council on economic policy where the draft of the federal law on modification of the law “On the Fund assisting restructuring of Housing and Public Utilities” was discussed. His report was devoted to the implementation of the program on citizens movement from failing housing stock.
The sources of financing of the programs are the funds of the State Corporation – Fund assisting restructuring of Housing and Public Utilities, the funds of the budgets of the Republic of Tatarstan and municipal units. In case of the implementation of the program for three years the number of the inhabitants will equal to 4 784 people moved from 1 315 houses with a total area of 62 163.44 square meters.
Minister I.E.Faizullin dwelled on a question that is important for the Republic of Tatarstan i.e. the apartment houses included in the targeted programs on citizens movements from failing housing stock, are to be demolished. There is no provision in the law concerning the inadmissibility of demolition of the houses being objects of cultural heritage.
The Minister said that we should understand that the restoration of objects of cultural heritage cannot be provided by forces and funds of the citizens living therein.
I.E.Faizullin raised the question about the necessity of modification of the Federal Law of July 21st, 2007 No. 185-FZ “On the Fund assisting restructuring of Housing and Public Utilities”. He proposed to extend the concept “failing housing stock” by including in its content the premises in apartment houses being objects of cultural heritage and being recognized failing before January 1st, 2010 in accordance with the established procedure; to include in the concept “citizens movement from failing housing stock” the requirement to grant domestic premises under the social rent contract prior to the beginning of major repairs or reconstruction.
I.E.Faizullin also offered to extend the List of the apartment houses subject to demolition in connection with physical wear in the course of their operation, by the houses subject to repair and restoration work – in respect of apartment houses which are objects of cultural heritage.
