Today Minister of Construction, Architecture and Housing of the Republic of Tatarstan I.E.Faizullin being on his working trip in Moscow, took part in the meeting of the working group of the State Duma committee on housing policy and Housing and Public Utilities concerning preparation of the draft of the Federal Law “On modification of the Housing Code of the Russian Federation and certain legislative acts of the Russian Federation” (about the development of a system of financing of major repairs in apartment houses) for consideration in the second reading. The working group was created according to the decision taken at the meeting of the faction of All-Russian political party “Yedinaya Rossiya”.
In the course of the event I.E.Faizullin made a report. First of all he mentioned that the Republic of Tatarstan was the region which initiated the adoption of the Federal Program on major repairs in 2007.
The Minister told that in two years (2008-2009) the Republic completely used the allocated federal limited funds for major repairs. However, there are still about 40 million square meters of the housing requiring major repairs in the Republic of Tatarstan. The residents having believed in the efficiency of the used mechanisms asked the Program to be continued. In this regard together with the Federal Fund assisting restructuring of Housing and Public Utilities there was taken the decision about the participation of the Republic of Tatarstan in a pilot project aimed at elimination of accumulated not completed repairs, completion of the mechanism aimed at transition to standard volumes and terms of planned repairs in apartment houses. The Republic of Tatarstan continued major repairs by means of the regional fund created in the Republic.
The report considered the mechanisms of the Fund functioning, the resources created for its functioning and carrying out its control.
Upon completing his report Minister I.E.Faizullin told that today the best efforts should be used for preservation and further improvement of the Fund as an effective instrument of restructuring of housing and public utilities.
