The Ministry of Regional Development of the Russian Federation held a videoconference with the constituent entities concerning territorial planning

Today Minister of Construction, Architecture and Housing of the Republic of Tatarstan I.E Faizullin took part in a videoconference carried out by the Ministry of Regional Development concerning the completion of development of documents of territorial planning in constituent entities of the Russian Federation. Tatarstan became one of 15 regions the representatives of which reported at the conference. Minister I.E.Faizullin reported that 7 schemes of territorial planning of municipal areas of the Republic are approved, drafts of 22 schemes of territorial planning are being approved, and that the development of 14 remaining projects is to be completed in the 3d quarter of 2012. 43 drafts of master plans of settlements have been approved including master plans of 2 city districts, 36 administrative centers of municipal areas and 5 settlements. Drafts of 21 master plans of settlements have been developed and are being approved.

Today all large cities of the Republic of Tatarstan such as Kazan, Naberezhnye Chelny, Chistopol, Nizhnekamsk have the approved documents of territorial planning. Thus, all main points of growth in the territory of the Republic are provided with necessary approved town-planning documentation.

As it was noted in a short report the main reason for the absence of documents of territorial planning and town-planning zoning in republic municipalities is low income of municipalities.

The Republic of Tatarstan submitted a proposal made in the Ministry of Regional Development concerning possible reduction in contents of documents of the territorial planning developed for rural settlements. The question of need of rendering of assistance to subjects of the Russian Federation and local governments in the course of development of documents of territorial planning was repeatedly raised at the level of the Government of the Russian Federation.
