After 8 months of this year 1 million 450 thousand square meters of housing equal to 58.5 percent of the annual amount were commissioned in Tatarstan. Before the end of the year it is essential to build and put into operation 1 million 30 thousand square meters of housing. This was announced today at the meeting held in the Government House of the Republic of Tatarstan and chaired by the President of Tatarstan Rustam Minnikhanov.
In his report Minister of Construction, Architecture and Housing of the Republic of Tatarstan Irek Faizullin informed that 34 objects of social mortgage had a high degree of readiness, and 5 objects thereof had an average degree of readiness. Over the past two weeks 4 houses for 117 apartments with a total area of 8.2 thousand square meters have been commissioned.
The Republic continues to build 148 houses for 774 veterans. Of these, 62 objects have a high degree of readiness, 57 objects have an average degree of readiness, and 29 objects have a low degree of readiness. As of today, 74 veterans in 22 municipalities who received grants in June this year have not yet submitted their contracts yet.
Among 63 apartment investment houses being prepared for commissioning 40 houses have a high degree of readiness. As far as low-rise construction including individual housing construction in the Republic are concerned among 4466 objects 1735 houses have a high degree of readiness.
Ministry of Construction, Architecture and Housing of the Republic of Tatarstan is continuing to execute housing certificates for Chernobyl cleanup veterans and displaced people. As of September, 6th 176 certificates for 268 million 606 thousand rubles have been executed and submitted for implementation to local authorities including 133 certificates in the amount of 205 million 198 thousand rubles for Chernobyl cleanup veterans, and 43 certificates in the amount of 63 million 408 thousand rubles for displaced people.
The republican budget funds were used to execute 124 housing certificates in the amount of 112 million rubles for orphans in 2012, of which 100 certificates have been implemented.
As far as large families having 5 or more children are concerned, of 39 housing certificates in the amount of 110 million rubles only 23 certificates have been implemented.
Troubled apartment houses are being monitored. In Kazan among 14 objects under construction one object has a schedule delay (as far as external heating networks are concerned): 48 square meters in Ulyanov-Lenin Street, 25 (builder “Firma Svei” LLC).
According to the program of construction of rural clubs Aktanyshsky, Apastovsky, Bugulminsky, Verkhneuslonsky, Elabuzhsky, Kaibitsky, Kamsko-Ustyinsky, Leningorsky and Muslyumovsky areas have delays in their construction schedules.
“As of today, among 46 clubs the commissioning term was extended only for two of them. The remaining areas are to commission the facilities on September 30th, 2012. Nine areas of the Republic will not be able to do this by this time”, said the Head of the Ministry of Construction, Architecture and Housing of the Republic of Tatarstan.
According to the program on failing housing stock elimination among 29 municipalities only 15 areas submitted municipal contracts and purchase agreements. Among these 15 areas only 8 municipal areas have submitted municipal contracts and purchase agreements for the entire amount of the program: Alekseyevsky, Apastovsky, Arsky, Verkhneuslonsky, Kamsko-Ustyinsky, Nizhnekamsky, Spassky and Tukayevsky areas.
A letter with the reference of a check date for the construction period and the execution of municipal contracts and repurchase agreements i.e. September 24th, 2012, has been sent to the heads of municipalities of the Republic.
Irek Faizullin said that if the specified measures were not accomplished before the deadline the allocated funds would be disposed from the areas. “If an area can not manage it the money will be given to the area that will be able to use it”, he said. Yelabuzhsky, Tukayevsky and Mendeleyevsky municipal areas put republican target programs in jeopardy.
Rustam Minnikhanov criticized the heads of area who failed their duties. “Rural clubs should have been already built. Money is being allocated, people you trust, and you still can not solve this problem”, said the President of Tatarstan to the heads of areas where there are delay in schedules of construction.
The Head of the Republic said that in order to build one club and it is, by and large, one house, one needed not much effort, however, not all heads of areas coped with this task. “People need accommodation, clubs and other facilities which are to be constructed within the set time limits. If the heads of areas did not do their job, then it means that it is necessary to draw appropriate conclusions. I'm going to have to make decisions, people do not have to suffer because of nonfeasance of a head of a municipality, we do not need such workers”, said Rustam Minnikhanov. He stressed that the heads of areas had to both commission the objects for which the money had been allocated and attract investments.
