Dmitry Medvedev orders regional areas to resolve the problem of debts of housing and public utilities enterprises.

Regional authorities together with law enforcement agencies should resolve the problem of housing and public utilities debts owed for fuel and power resources. This order was given today by Prime Minister of the Russian Federation Dmitry Medvedev during a videoconference meeting on the preparation for the heating season. The meeting was attended by prime Minister of the Republic of Tatarstan Ildar Khalikov and Minister of Construction, Architecture and Housing of the Republic of Tatarstan I.E.Faizullin.

According to the Head of the Russian Government, the readiness of the housing stock for the heating season is about 90%, the readiness of the boiler houses is 87%, and the readiness of the heating systems and water pipes is about 91%. 219 billion rubles in the budgets of different levels are to be used to prepare for the heating season. As of today 150 billion rubles (70%) have already been received.

Dmitry Medvedev instructed to prepare all power engineering and housing facilities for the heating season by November 15th, 2012. According to him, in the same period the Ministry of Defense should ensure the readiness of its subordinate facilities and submit the relevant document to the Government.

The Prime Minister of the Russian Federation said that the housing and public utilities debts owed for fuel and power resources had increased almost by 17%. These debts equal to about 100 billion rubles. “The areas together with local authorities and law enforcement agencies should bring order therein. The relevant information should be sent to the Ministry of Energy and the Ministry of Regional Development of Russia”, said Medvedev.
