A regular meeting of the working group of the State Council of Russia on the development of housing construction and a comfortable urban environment was held in Moscow

Today in Moscow in the form of video conference, the next meeting of the working group of the State Council of the Russian Federation on the issue of “On the development of housing construction and a comfortable urban environment in the Russian Federation” was held. Recall that the main goal is to improve the living conditions of at least 5 million families annually and increase the volume of housing by 2024 to the level of 120 million square meters. The working group considered the development of individual housing, providing housing for certain categories of citizens. Representatives of the banking sector reported on forms of state support for the construction of private housing construction. “On March 12, we considered the issue of transferring housing construction participants to a project financing system using escrow accounts. At the same time, statistics on data for 2019 show that 80.294 million square meters were commissioned in Russia and about 45 percent of the total, is private housing construction,” - Igor Levitin said.

A great help for the development of individual residential construction is a preferential rural mortgage. Rustam Minnikhanov, head of the working group of the State Council, President of the Republic of Tatarstan, noted that at the level of the republic this banking product aroused interest not only among the villagers, but also among urban residents: “468 loans worth more than 1 billion rubles have already been issued in the republic.” He also proposed, as one of the measures to support the construction of multi-unit investment housing, subsidizing bank rates on projects of low-profitability housing developers. Rustam Minnikhanov recalled that the Russian Ministry of Construction announced the development of such a support measure. “For my part, I want to note that mainly medium and small developers who implement housing projects in small cities where the project margin does not reach 15%, mainly need such support,” - said the head of the working group. Deputy Chairman of the Government of the Russian Federation Marat Khusnullin, in his speech, noted that a lot of work has been done to prepare a national action plan that will ensure the restoration of employment and incomes of the population, economic growth and long-term structural changes. About a third of the plan’s activities relate to construction issues, including housing. In addition, the Deputy Prime Minister noted the need to reduce administrative barriers in construction. “A package of legislative initiatives has been developed to reduce administrative barriers in the construction industry, the discussion of which is planned including at the site of the working group of the State Council,” - said Marat Khusnullin.
