Before the beginning of the meeting, the participants of the event examined the courtyards in the village of Muslyumovo, landscaped this year within the framework of the President's program "Our yard". The guests also visited the Koyashly Yk embankment, the production site of the Agromaster company and the children's art school. The main report on topical issues of territorial planning in the Republic of Tatarstan was made by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin. The issues of the implementation of urban planning activities, territorial planning in the territory of the Republic of Tatarstan are still relevant. Municipalities of the republic are provided with approved documents of territorial planning and urban planning zoning, at the same time, about 40% of these documents were developed in 2011-2012 and need significant updating. “The territorial reserves laid down in the general plans of most settlements in the Republic of Tatarstan have been depleted faster than forecasts. First, it is a consequence of population growth. Secondly, this is an increase in the provision of living space. Thirdly, it is the low efficiency of using the territories,” - said Marat Aizatullin. As the head of the department noted, at the beginning of 2020, 484 master plans and 816 rules for land use and development were required to be finalized. To date, there are 378 general rules and 679 rules for land use and development. “The lack of finalized rules for land use and development and the cadastral registration of the boundaries of territorial zones set by January 1, 2024 will not allow the issuance of construction permits and thereby make it impossible to carry out investment activities, as well as the implementation of national projects,” - the minister said. He also noted the need to revise approaches to the development of territories in general, to make balanced decisions when planning the implementation of housing construction, social infrastructure with the synchronization of programs for the construction of transport and engineering infrastructure.
