In accordance with Federal Law No. 58-FZ of 14.03.2022 "On Amendments to Certain Legislative Acts of the Russian Federation", the specifics of urban development activities in 2022 are defined.
The duration of public discussions or public hearings on draft master plans, land use and development rules, territory planning, land surveying, as well as projects providing for amendments to one of these approved documents, from the moment residents are notified of public discussions or public hearings until the day of publication of the conclusion of their public discussions, may not exceed 1 month.
Preparation of draft amendments to the general plan of the settlement, the general plan of the urban district, as well as changes in the rules of land use and development can be carried out simultaneously with the development of documentation on the planning of the territory. In this case, public discussions or public hearings on all such projects are carried out simultaneously.
In case of preparation of changes to the rules of land use and development, public discussions or public hearings on draft documents on amendments to the rules of land use and development are held within the boundaries of the locality for which such changes have been prepared.
In case of preparation of amendments to the rules of land use and development in relation to the territory beyond the borders of settlements - within the borders of the nearest settlement with the participation of the rightholders of land plots having a common border with such a settlement, and (or) capital construction facilities located on them, as well as the rightholders of premises that are part of the specified capital construction facilities.
