The topics raised at the forum touched upon a wide range of issues related to reconstruction, reconstruction and construction in the historical centers of cities. All these issues directly intersect with the work of the Commission of the State Council of the Russian Federation on construction, housing and communal services and the urban environment, said the Minister of Construction, Architecture and Housing of the Republic of Tatarstan Marat Aizatullin, assessing the results of the International Forum "REBUS: Economics of construction in the historical center" at the closing plenary session.
Vladimir Koshelev, Deputy of the State Duma, Nikolay Shumakov, President of the Union of Architects of the Russian Federation, Elena Bodrova, Executive Director of the Russian Guild of Managers and Developers, Natalia Trunova, auditor of the Accounting Chamber, and others took part in summing up the results of the Forum in the format of an expert session.
Speaking about the support mechanisms at the republican and federal levels, Marat Aizatullin noted that there are a number of tools aimed at housing and communal services and infrastructure, such as infrastructure projects involving borrowed funds of the National Welfare Fund, infrastructure bonds of JSC "DOM.RF" and infrastructure budget loans.
The Minister said that this year the republic receives 2 billion rubles under the federal program "Modernization of municipal infrastructure". Also, there are a number of republican programs for the replacement of water supply and modernization of municipal infrastructure, including in historical cities.
"Following the results of this forum, we will create a working group and we will submit all proposals for the development of historical cities for discussion at the next meeting of the State Council of the Russian Federation," Marat Aizatullin summed up.
At the final plenary session of the forum, experts also voiced proposals for the development of historical centers and settlements.
The forum also hosted the signing of an agreement between the Association of the National Association of Manufacturers of Building Materials and the Construction Industry and the Ministry of Construction, Architecture and Housing and Communal Services of the Republic of Tatarstan.

The REBUS International Forum gathered about 2 thousand people – architects, government representatives from various regions of Russia, as well as Belarus, China and Turkey.
The main task of the forum is to collect and analyze the best practices and cases in this area both in Russia and in a number of foreign countries and to offer methodological recommendations on the implementation of best practices in the work of the regions and the federal center.
