Vladimir Kudryashev took part in the juridical forum
Issues of construction of social facilities, compliance with building regulations and safety, preservation of cultural objects were discussed today at the session "Construction is the main driver of economic development" within the framework of the 2nd Kazan International Legal Forum. The Deputy of Construction, Architecture and Housing of the Republic of Tatarstan Vladimir Kudryashev took part in the discussion.
In his opening speech, the Deputy Minister noted that today multibillion-large-scale infrastructure projects for the development of engineering, road and social infrastructure are being implemented in the country, new enterprises are being built and reconstructed.
Reporting on the implementation of large-scale processes, Vladimir Kudryashev noted key projects, namely: the launch in 2022 of the Ministry of Economic Development of the Russian Federation together with the Rosatom State Corporation "End-to-end Investment Flow", aimed at reducing the time and number of documents when launching investment projects, as well as the timing of connecting businesses to infrastructure.
"During the work on the project, the investor's algorithm of actions was determined to optimize the processes of obtaining a construction permit, obtaining a permit to put the facility into operation, connecting to water supply and sanitation networks," he said.
As part of the report, the Deputy Minister noted that large-scale projects would not be possible without optimizing the investment construction cycle, which requires constant monitoring to update and improve legislation in accordance with the current realities and needs of the industry.
According to him, Tatarstan occupies a leading position in the national rating of investment attractiveness in terms of issuing a construction permit and commissioning.
Speaking about the optimization of the investment cycle of the object's life, it is important for the participants to enter a single information environment that allows them to provide services in electronic form. Here, Vladimir Kudryashev stressed, the introduction of the GIS system plays an important role. "Today, this system works in a full-scale format," the Deputy minister stressed.
The forum was attended by the Mayor of Kazan Ilsur Metshin, Deputy of the State Duma of the Russian Federation, member of the State Duma Committee on Construction and Housing and Communal Services Ilya Wolfson, Chairman of the Committee of the Republic of Tatarstan for the Protection of Cultural Heritage Ivan Gushchin and the head of the FAA "Glavgosexpertiza" Igor Manylov.
