Since January 1, 2023, the construction industry has switched to information modeling technologies in the design of capital construction facilities, the financing of which is implemented with the involvement of budgetary funds. Among the first objects are the new residential buildings of Innopolis University.
Starting from April 1, 2024, documentation for the construction and reconstruction of capital construction facilities financed with the involvement of budgetary funds in the republic will be carried out electronically in the project management information system.
In 2024, it is planned to ensure the active work of all construction participants in a single environment of common data on projects that are implemented using a digital information model. We are talking not only about designers and experts conducting expertise, but also about customers, contractors and construction control bodies.
In addition, the digital model will become a tool for monitoring the condition of engineering networks and the basis for their further development. This work is conducted by the Institute of Spatial Planning. During 2023, initial data was collected from districts and balance holders of engineering networks.
The basis for the implementation of the digital model was the introduction in all municipalities of the Republic of the State Information System for Urban Planning (GISOGD). In 2023, the system contains 100% of master plans, 100% of land use and development rules, and 86% of territorial planning schemes.
Today, 60% of urban development services, including socially significant services, are provided through GISOGD. In 2023, the System processed about 36 thousand applications for municipal services. Compared to the beginning of 2023, this resulted in a sixfold increase in the number of processed applications and formed decisions. Thanks to the implementation of the System, the time spent by employees on preparing the results of services has been reduced by 4 times, and the duration of interaction with Rosreestr in the provision of services has been reduced by 5 times.
