The meeting of the commission of the State Council of the Russian Federation on Infrastructure for Life was held in Moscow by the Rais of the Republic of Tatarstan, Chairman of the Commission of the State Council of the Russian Federation on Infrastructure for Life, Rustam Minnikhanov.
The event was attended by ministries and departments, as well as regions – via videoconference.
Opening the meeting of the commission, Rustam Minnikhanov stressed: the commission has shown its effectiveness - more than 80 topical issues of the construction industry and housing and communal services were considered during the meetings, about 30 of them were reflected in legislation.
Deputy Prime Minister of Russia Marat Khusnullin spoke about the parameters of the new national project, which is being developed on behalf of the head of state. In particular, he noted that the construction industry has been showing good results since 2020. Thanks to the support of the President of the country and the joint work of many departments and regions, the construction industry has become one of the drivers of the country's development, Marat Khusnullin recalled, the volume of construction work has increased by 31.6% over the past 4 years (2020 – 1 half of 2024), 441 million square meters of housing were commissioned during this period.
Rustam Minnikhanov recalled that the main topic of the current meeting is the formation of a new national project "Infrastructure for Life", which will include 12 federal projects.
Their implementation will make it possible to achieve the national goal of "A comfortable and safe urban environment for life", one of the key projects is "Infrastructure development in populated areas".
"Special attention will be paid to the main settlements," Rustam Minnikhanov said. - It is important to ensure the balanced development of new infrastructure in the strongholds in order to avoid excessive overload, taking into account the already created infrastructure for existing buildings and existing production facilities, as well as to optimize budget expenditures. Here we need to focus on the modernization and repair of existing facilities, and not only on the construction of new ones."
The task is to develop master plans for 200 cities and agglomerations, and the regions are already working in this direction. So, Rustam Minnikhanov said, the development of a master plan for the Kazan agglomeration has been completed in Tatarstan, work is underway on the Kama agglomeration.
The next federal project is Housing. Housing construction has been growing rapidly in recent years. At the same time, the pace of creation of social and road transport infrastructure lags behind the volume of housing construction, said Rustam Minnikhanov.
Today, as a result of the increase in the area of apartments built, housing provision is growing, and it is necessary to revise the standards for the construction of social infrastructure based on the number of people living, rather than the volume of square meters being introduced.
The next issue is the cost of construction of social facilities. The adopted standards increased the cost of a school place to 2 million rubles. Also, regular changes lead to the redesign of standard facilities and, accordingly, to an increase in cost.
Rustam Minnikhanov proposed to reduce the existing standards, as well as establish a moratorium on revision.
An important federal project is the Mortgage. Thanks to federal support measures for preferential mortgage loans, the construction industry has reached a record pace of housing commissioning. At the same time, after the cancellation of preferential mortgages and an increase in the key rate, there is a decrease in housing affordability, especially in large cities. We need to find new tools to ensure stable solvent demand for housing.
One of the options for increasing it may be a revision of the parameters for the return of the property tax deduction (now it is no more than 260 thousand rubles).
At the same time, Minnikhanov believes that to ensure housing affordability, it is also important to build social housing, including without the right to privatize. It is proposed to work together with the Ministry of Construction of Russia to work out the mechanisms for the construction of such housing, as well as the requirements for its recipients.
