An engineering and practical conference "From project to operation: where the system loses reliability" was held in Kazan, organized by the republican company ArsenalGidro.
The event was devoted to discussing topical issues of ensuring the reliability of engineering systems and the sustainability of municipal infrastructure in the context of the implementation of federal and regional industry modernization programs.
The conference was attended by Anatoly Ivanov, Deputy of the State Duma of the Russian Federation, Alexander Komisarov, Deputy of the State Council of the Republic of Tatarstan, Oksana Modina, Head of the Department of Construction Technologies at the Ministry of Construction, Architecture and Housing of the Republic of Tatarstan, representatives of the Russian Association of Water Supply and Sanitation, as well as specialists from design, construction and maintenance organizations.
The central element of the conference was the program of intersectoral communication interaction (ICI). The format of the event was built around professional discussion and analysis of practical cases.
Opening the conference, Alsu Zainullina, Director of ArsenalGidro, emphasized the importance of cross-industry cooperation and the practical format of the event.:
"The reliability of engineering systems is formed at all stages — from design to operation. We have deliberately moved away from the format of formal reports in order to openly discuss risk points and share practical experience to ensure the sustainable operation of facilities not only at the commissioning stage, but also throughout their life cycle."
In his speech, State Duma Deputy Anatoly Ivanov stressed that the modernization of engineering networks is one of the priorities at the federal level and is in the zone of increased attention of the state.
Oksana Modina, Head of the Construction Technology Department, addressed the conference participants on behalf of the Ministry of Construction, Architecture and Housing of the Republic of Tatarstan. She noted that the reliability of engineering infrastructure is a key factor in the sustainable development of territories and directly affects the efficiency of facilities. In her speech, the speaker also focused on the need to move from an emergency recovery model to a systematic management of the life cycle of facilities.
The issue of financing has also become one of the key topics. State Duma Deputy Anatoly Ivanov recalled the implementation of the national projects "Modernization of communal Infrastructure" and "Infrastructure for Life", stressing that the receipt of federal funds largely depends on the readiness of the regions and the quality of project documentation.
During the conference, the participants discussed the reasons for the loss of reliability of engineering systems, issues of responsibility allocation between process participants, quality control of applied solutions, the need to implement the recommended methodological document (RMD), as well as current changes in regulatory documentation. It was emphasized that the further development of municipal infrastructure requires an integrated approach focused on the management of the life cycle of facilities, the introduction of technological solutions and the development of professional interaction between all industry participants.
The event also featured a demonstration of modern technology using the example of the ArsenalGidro sewage plant. The use of this technology makes it possible to significantly reduce the accident rate of wastewater disposal systems, ensure the service life of structures for more than 50 years and reduce operating costs by up to 65 percent.
