Rustam Minnikhanov and Igor Komarov participated in the panel discussion of the regional day of the II All-Russian Municipal Forum

Rustam Minnikhanov, President of the Republic of Tatarstan, took part in the panel discussion of the regional day on the "Comfortable living environment" within the framework of the II All-Russian Municipal Forum today.

The event was held at the Bashir Rameev IT Park in Kazan and brought together specialists from all over the country - heads of municipalities and their teams, experts in the field of municipal administration, senators, deputies, members of the federal and regional governments, as well as architects, planners, urban planners and experts in the field of urbanism and territorial development.

The guests of the forum's panel discussion were Igor Komarov, Presidential Plenipotentiary Representative in the Volga Federal District, Evgeny Grachev, Deputy Head of the Presidential Office for Internal Policy, Irina Guseva, Co-chairman of the VARMSU, member of the Presidium of the Presidential Council for the Development of Local Self-Government, Alexey Yeresko, Deputy Minister of Construction and Housing and Communal Services of the Russian Federation, and others.

Igor Komarov, Presidential Envoy to the Volga Federal District, greeted the forum participants. He thanked the leadership of Tatarstan and the All-Russian Association for the Development of Local Self-Government (VARMSU) for organizing the regional day of the municipal forum "Small Motherland – the Strength of Russia".

The current topic of our meeting concerns everyone, Igor Komarov said. He noted that Russian President Vladimir Putin outlined ambitious tasks, key areas of state policy, and defined national development goals until 2030 and for the future until 2036. The result of our joint work should be ensuring a decent standard of living, increasing public trust and social well-being of citizens. The national project "Infrastructure for Life" has a significant role.

Speaking about the results of this work in the regions of the Volga Federal District, Igor Komarov said: from 2019 to 2024, more than 10 thousand buildings were landscaped in the Volga Federal District as part of the Comfortable Urban Environment project.  yards and 6 thousand public territories. According to the results of the All-Russian competition of the best projects for creating a comfortable urban environment in small towns and historical settlements of the district, almost 230 projects have been implemented.

We see that the satisfaction of residents with the improvement of public areas is growing every year, Igor Komarov said. According to surveys, over the past five years, this indicator in the Volga Federal District has increased by almost 20%.

"In the new cycle of national projects, about 30 thousand public spaces are planned to be improved in Russia by 2030, of which more than 6 thousand are in the regions of the Volga Federal District," Igor Komarov emphasized.

Municipalities are the backbone of the state. This was stated today by the President of Tatarstan, Rustam Minnikhanov, at the regional day of the II All—Russian municipal forum "Small Motherland - the Strength of Russia".

"Some officials underestimate this, but as a person who worked in the municipality, I think that the attitude towards municipalities is very important, because all life takes place there," said Rustam Minnikhanov.

The President of Tatarstan thanked the country's leadership and the Administration of the President of Russia for their excellent attitude towards municipalities. He stressed the importance of organizing and holding today's forum – it is also a demonstration of respect for municipalities. "This is not just a forum where we talked, but a specific study. There are many interesting developments in each region, and we will learn from each other," said Rustam Minnikhanov. He also assured that Tatarstan is ready to share its accumulated experience.

Rustam Minnikhanov also spoke about how Tatarstan came to implement projects to create a comfortable urban environment and public spaces.

According to Rustam Minnikhanov, specialists in the field of creating public spaces should have some knowledge, they should travel to other countries to know how this problem is solved there, and study international experience.

The Rais of Tatarstan also noted that in addition to public spaces, the region has paid attention to the reconstruction of courtyards of apartment buildings. Thus, over five years, more than 5,000 courtyards have been landscaped in Tatarstan (We recall that the Our Yard program has been implemented since 2020).

Rustam Minnikhanov emphasized that the "Our Yard" program is most in demand among the population. He said that when such necessary social facilities as schools and kindergartens are built, many applaud at their opening and then forget. With public spaces and landscaped courtyards, the effect is different and lasting. "People gather in the courtyards every day," he said. "Children walk here. There are a lot of people who can't get far from their yard – life goes on here in the yards."
