Safety issues in the construction industry require increased attention
Today, the Ministry of Construction, Architecture and Housing and Communal Services of the Republic of Tatarstan held a videoconference meeting on compliance with labor protection rules and regulations on construction sites in Tatarstan. The meeting was attended by members of the interdepartmental working group on labor protection in the construction industry, developers and government customers, heads of specialized educational organizations, representatives of 45 municipalities of the republic.
According to Deputy Minister Ilshat Gimaev, construction is one of the most traumatic sectors of the economy. "Over the past five years, the total number of accidents in construction has not exceeded 22 cases per year, but safety issues on construction sites require increased attention," said I. Gimaev. "The main type of accident is falling from a height, which accounts for over 80% of the total number of cases."
It was emphasized at the meeting that the organization of labor protection in construction differs from other industries. Because various enterprises are involved in the construction process, and their activities require monitoring and coordination. It is possible to ensure compliance with labor protection standards and regulations only if developers, customers, and managers of contractors and subcontractors are serious about creating safe working conditions.
Speaking at the meeting, Raisa Babanazarova, Director General of the Volga Region Qualifications Assessment Center, highlighted the issues of key responsibility of occupational safety specialists. In particular, she suggested excluding part-timers in this field. In addition, R. Babanazarova noted that it is necessary to evaluate the effectiveness of the work of labor protection services by the number of violations actually eliminated, and not by the regulations issued.
Svetlana Khairullina, Head of the Labor Protection Department, spoke about the organization of occupational safety measures in one of the leading construction companies in the republic, Gran LLC.
It should be recalled that the Ministry of Construction, Architecture and Housing and Communal Services of the Republic of Tatarstan conducts work on labor protection in the construction industry in close cooperation with the State Construction Supervision Inspectorate, self-regulating organizations, municipalities, the State Labor Inspectorate, the Russian Builders' Union and government customers.
