Issues of major repairs discussed in the State Council

Today, the State Council of the Republic of Tatarstan held a press conference devoted to the basic provisions of the Law of the Republic of Tatarstan  No. 52-ZRT of 25/06/2013 “On the organization of the major repairs of the common property in apartment buildings in the Republic of Tatarstan” and its implementation.

Chairman of the Parliamentary Committee on Economy, Investment and Entrepreneurship Marat Galeyev reminded reporters that the Law had been passed by the Parliament in late May, and signed by the President of the Republic in June, 2013.

The draft law on the major repairs was developed in response to the changes in the federal law in the area of ​​housing and public utilities. The federal law provides that the subjects of the Russian Federation must bring regional legislation in this area in accordance with the federal one, namely, to approve the organization and powers of the public authorities involved in the process of the major repairs.

Marat Galeyev said that, in accordance with the federal legislation, citizens are to participate in the two forms of fundraising for the major repairs.  The citizens can open their own special accounts, monitor and implement the funds for the major repairs, as well as transfer the funds into a special all-Republic’s fund.

The deputy of the State Council of the Republic of Tatarstan reported that for the law to be implemented in full force it is required to adopt several laws and regulations. Currently, 8 acts have been adopted. “We need a Republic’s program on the major repairs, and now it is being developed”, said Marat Galeyev. The participants of the press conference noted that residents should be responsible for the safety of the common property in apartment buildings.

Deputy Minister of Construction, Architecture and Housing of the Republic of Tatarstan Aleksei Frolov said that all apartment buildings of the Republic would be inventoried, and there would be created a general regional program on the major repairs, under which it is planned to determine the degree of wear of each individual house and queue it up. This program will be a target one. A relevant document must be received by December 25th, 2013, as he said.  

In accordance with the requirements of the Housing Code of the Russian Federation, the bill provides that the minimum fee for the major repairs will be established by the Cabinet of Ministers of the Republic of Tatarstan. Now, this amounts to 5 rubles per square meter. It is worth recalling that the major repairs are co-funded by the federal government, the Republic and the municipalities. As stated at the meeting with the reporters, more than 29 billion rubles had been spent for the major repairs in Tatarstan. According to preliminary calculations, to eliminate the existing insufficient repairs, about 36 billion rubles are required, as reported by Aleksei Frolov.

Aleksei Frolov also announced that the residents would be able to see how much money has been collected for the repair of their houses. It is planned that this will be done through the public services portal.
