On September 18, the All-Russian Housing and Communal Services Development Forum began in Moscow. Tatarstan was represented by the Minister of Construction, Architecture and Housing Marat Aizatullin.
The purpose of the forum is to discuss strategic directions for the development of housing and communal services and major repairs of common property in apartment buildings.
Round tables are held within the framework of the forum, where experts discuss tools for improving the effectiveness of the implementation of regional capital repair programs for the common property of apartment buildings and domestic engineering systems of gas equipment.
Speaking at the forum, the head of the Ministry of Construction of the Russian Federation, Irek Fayzullin, spoke about the decisions taken to increase the efficiency and transparency of overhaul programs. Thus, uniform approaches to the formation of the list and cost of work have been fixed, consolidated rates have been introduced for an objective assessment of the long-term sustainability of programs. In addition, regions can assign construction control to an authorized body, and regional operators can directly purchase materials and conclude offset contracts. To increase financial discipline, the threshold for collecting contributions on special accounts has been raised from 50% to 60%.
In order to form reliable information about the composition of housing and its condition, work is underway to create a housing fund accounting system based on GIS housing and communal services.
It was also emphasized at the forum that the issue of replacing elevator equipment is under special control, since the implementation of the program is limited by a tight time frame stipulated by international obligations. The main sources of financing for the replacement of elevators are contributions from citizens and funds from the write-off of 2/3 of the debt on budget loans to the regions.
Extensive work is underway to prepare for the heating season, which has already begun in 20 regions. Since this year, housing supervision authorities have been playing a special role in ensuring winter preparations. Special attention is paid to the issues of logistical and personnel support for housing inspections. The Ministry of Construction of Russia has prepared relevant methodological recommendations.
According to Presidential Decree No. 309, by 2030 it is necessary to improve the quality of public services for at least 20 million citizens within the framework of the national project "Infrastructure for Life". The programs of the national project are discussed with the regions and are under constant control of the Ministry of Construction of Russia.
At the meeting, a number of proposals were made from the regions to solve problems in the housing and communal services sector. In particular, it is proposed to bring the housing and communal services system to break even without an extreme increase in tariffs. Without addressing key issues such as energy efficiency, a transparent payment system, and a long—term tariff policy, any modernization will be temporary. This requires rules of the game and a transparent market. There was also talk about the need to adjust the rules in the market for managing apartment buildings. The topic requires strengthening the role of the state through increasing the effectiveness of control and reducing excessive administrative barriers and bureaucracy in the industry.
