Marat Aizatullin: The implementation of housing construction and citizen support programs covers all major areas of the industry

Tatarstan maintains a steady pace of housing construction, consistently fulfills social obligations and develops mechanisms to increase housing affordability. This was stated today by the Minister of Construction, Architecture and Housing of the Republic of Tatarstan Marat Aizatullin at a briefing in the Cabinet of Ministers of the Republic of Tatarstan on housing construction and social housing programs in the Republic of Tatarstan.

According to Marat Aizatullin, one of the main elements of the republic's urban planning policy is integrated planning through the development of agglomerations. 

"According to the Tatarstan Development Strategy until 2030, 3 agglomerations have been identified in the republic, for which master plans for socio-economic and spatial development are being developed. They cover more than 3 million inhabitants and serve as a pillar of spatial and socio-economic development of the region," said the head of the Ministry of Construction of the Republic of Tatarstan.

Kazan agglomeration is a key growth area of the region. By 2050, housing availability will reach 43 square meters per person, which fully meets the goals of the national project "Infrastructure for Life". The largest volumes of housing construction occur in Kazan, Laishevsky and Zelenodolsk districts.

In the Kama agglomeration (Naberezhnye Chelny, Nizhnekamsk, Yelabuga), it is allocated

15 priority sites with a total housing stock of more than 6 million square meters, which will provide accommodation for about 200 thousand people.

The master plan of the Almetyevsk agglomeration is currently under development. Here, the basis is being formed for the integrated development of the south-east of Tatarstan with the linking of the petrochemical cluster and new residential and public territories. According to preliminary calculations, the existing housing stock is 15 million square meters, and by 2050 it will almost double to 27 million. The target housing provision will reach 33 square meters per person.

Speaking about the implementation of housing programs and the actual results of construction, Marat Aizatullin said that since 2021, more than 3 million square meters of housing have been commissioned annually in the republic. "Today Tatarstan ranks 1st in the Volga Federal District and 5th in Russia in terms of housing commissioning. The level of housing provision is more than 30 square meters per person, which is higher than the national average (29.4 square meters in the Russian Federation). The 2025 plan is 3 million 260 thousand square meters of housing. In fact, 2 million 997 thousand square meters have been commissioned at the moment, which is about 92% of the annual plan. Therefore, the planned targets will be met," stressed Marat Aizatullin.

The Minister also spoke about the preferential mortgage programs in force in the republic. These include family mortgages, rural mortgages, and mortgages for IT professionals. In 2025, on behalf of Russian President Vladimir Putin, the terms of the family and rural mortgage programs have been changed, concerning the purchase of housing on the secondary market and the expansion of the list of categories of citizens.

A social mortgage program is being implemented in the republic to support budget categories of citizens. Currently, the average cost per square meter is an order of magnitude lower than the market – it is about 100 thousand rubles in the republic and 115 thousand rubles in Kazan. According to the head of the Ministry of Construction of the Republic of Tatarstan, in recent years, the volume of social housing commissioning has been stable – about 160 thousand square meters per year: 162 thousand square meters were commissioned in 2024, and 161 700 square meters are planned for the current year.

High demand for social housing is observed in Kazan, Naberezhnye Chelny, Nizhnekamsk and Almetyevsk. In the remaining municipalities, the main need has been met.

As for the improvement of housing conditions, this year, within the framework of federal and republican programs, 549 residential premises are planned to be transferred for large families with five or more children, for young families, orphans and certain categories of citizens in need of better housing conditions. The total amount of financing for these events will amount to about 2 billion rubles.

Thus, according to Marat Aizatullin, the implementation of housing construction and citizen support programs is carried out as planned and covers all major areas of the industry.
