Marat Aizatullin reported on the implementation of the anti-corruption policy in the construction industry

Yesterday, on the International Day against Corruption, the annual Republican Anti-Corruption Forum was held in the capital of Tatarstan. Rustam Minnikhanov, the Rais of the Republic of Tatarstan, sent a welcome message to the participants of the forum, which was announced by the moderator of the event.

"This day serves as an important reminder of the need to join forces in confronting one of the key challenges of our time. Corruption has a significant impact on all areas of our lives, distorting economic processes and undermining social justice. That is why countering this phenomenon is one of the priorities of government authorities at all levels," he said.

The head of the Ministry of Construction of the Republic of Tatarstan, Marat Aizatullin, spoke at the forum. He reported on the implementation of the anti-corruption policy in the construction industry of Tatarstan and spoke about anti-corruption measures at all levels of the ministry and subordinate organizations.

Thus, corruption prevention commissions have been established in all five subordinate organizations, which include representatives of the Ministry. In addition, regulations governing the prevention of conflicts of interest are included in the charters and employment contracts of managers and employees of subordinate organizations.

"To ensure high standards and long-term responsibility of contractors, the work acceptance process and procurement procedure are conducted in accordance with Federal Law 44 through a Single Information System. The entire document flow is available through the official website of this system, which guarantees its transparency and openness to any interested party, which significantly contributes to the elimination of corruption risks at all stages - from procurement planning to contract execution," the Minister stressed.

Separately, M.Aizatullin focused on such a direction, traditionally related to the zone of increased corruption risk, as urban planning and the issuance of permits.

"In this part, the powers of 43 local governments in the field of urban development, with the exception of the cities of Kazan and Naberezhnye Chelny, have been transferred to the Ministry of Construction since January 2024. To implement them, the Ministry has established a Department for the Development of Territories," said the Head of the Ministry of Construction of the Republic of Tatarstan. "From January 1, 2026, these powers will extend to Naberezhnye Chelny, where the Naberezhnye Chelny agglomeration development department will be established." 

According to the minister, in 2024, the Department considered more than 27 thousand appeals, this year there are already more than 30 thousand. Permits for construction and commissioning of facilities are carried out strictly in accordance with the requirements of the Urban Planning Code and administrative regulations, which excludes arbitrary interpretation and abuse of power and resources. In addition, all regulations in the field of urban planning are subject to independent anti-corruption expertise. There have been no comments on the results this year, which confirms the quality of document preparation and compliance with legal requirements.
