An expanded meeting of the final board of the Ministry of Construction, Architecture and Housing of the Republic of Tatarstan was held today in Kazan at the B.Rameev IT Park. Rustam Minnikhanov, the Rais of the Republic of Tatarstan, and Irek Fayzullin, the Minister of Construction, Housing and Communal Services of Russia, took part in the work.
In his report, Tatarstan Minister of Construction, Architecture and Housing Marat Aizatullin noted that the construction complex is one of the locomotives of the Tatarstan economy, showing decent results even in the most difficult conditions.
In 2025, 3 million 515 thousand square meters of housing were commissioned in the republic, which is a record figure in the entire history of Tatarstan. This figure was planned to be reached only in 2028, according to the approved Agreement on the implementation of the regional Housing project with the Ministry of Construction of Russia. The housing commissioning plan for 2026 is 3 million 175 thousand square meters. m.
The existing urban planning potential allows us to predict the possibility of meeting the planned targets in the future. It currently stands at 6 million 740 thousand square meters. Today, there are 654 permits for the construction of apartment buildings with a total area of 6 million 159 thousand square meters. The housing market has seen an increase in sales since the second half of last year. In 2025, sales increased by 31%.
Along with housing construction, its industrial sector is also actively developing in the republic. Tatarstan enterprises continued to implement projects for the construction and reconstruction of their facilities in 2025.
The Minister noted that the construction industry cannot develop without having a self-sufficient base in the form of the building materials industry. In the republic, it is one of the largest in Russia. In 2025, the industry's enterprises produced products worth 52 billion rubles.
As for the state of the municipal infrastructure, one of the tools to reduce the wear and tear of utility networks is the program of "Modernization of municipal infrastructure". Last year, the federal program for the modernization of municipal infrastructure became part of the new national project "Infrastructure for Life." Financing in the amount of 4 billion 73 million rubles was allocated for its implementation in 2025. Additionally, by the decision of the Rais of Tatarstan, a republican program was launched with funding of about 8 billion 526 million rubles, which included 121 facilities.

Oleg Grigoriev, Director of the institution, reported on the results of the work of the Institute of Spatial Planning of the Republic of Tatarstan for 2023-2025 and promising tasks. The head of the Nizhnekamsk district, Radmir Belyaev, announced the modernization of the municipal infrastructure system and the digitalization of networks in the housing and communal services sector in Nizhnekamsk. Rifkat Minnikhanov, President of the Academy of Sciences of the Republic of Tatarstan, spoke about the scientific foundation for the development of the republic's construction complex and the formation of an innovative ecosystem in the industry.
Irek Fayzullin, Minister of Construction and Housing and Communal Services of Russia, noted the achievements of the republic's construction complex. He also thanked for the large amount of work carried out in Lisichansk and Rubezhnoye. "I am sure that we will also work constructively this year," the minister said.
Irek Fayzullin stressed that in the current difficult conditions, the construction complex remains the engine of economic development. The head of the Ministry of Construction of the Russian Federation noted that a lot of work is being done by the State Council Commission on Infrastructure for Life, headed by Rustam Minnikhanov, the Rais of the Republic of Tatarstan. "Our close cooperation allowed us to make many important decisions last year related to the support and development of the construction complex, housing and communal services and the creation of a comfortable and safe environment for citizens," he said.
In his speech, Rustam Minnikhanov stressed that the construction complex occupies an important place in the structure of the Tatarstan economy - its share reaches 7.3%. Last year, the industry implemented 48 national programs, 7 national projects, 4 state programs and extra-programmatic activities totaling 166 billion rubles. Over 3,900 facilities have been built and renovated within their framework. "It's a huge job. It is impossible to achieve such results without clear coordinated actions," he said.
The Rais of the Republic drew attention to the fact that for the fifth year in a row, the volume of commissioned housing in Tatarstan exceeds 3 million square meters. This year, the republic will continue to fully implement programs aimed at improving the quality of life of citizens. 50 programs, 5 national projects and 3 state programs are planned. All necessary resources are provided.
Rustam Minnikhanov touched upon the topic of the validity of the construction of socio-cultural facilities. He called for taking into account the real need for a particular facility, paying close attention to the design and estimate documentation, and avoiding an increase in the cost of facilities.
The Rais of the Republic noted the important work carried out by the Institute of Spatial Planning. Master plans for socio-economic and spatial development of Kazan, Kama and Almetyevsk agglomerations have been developed. Rustam Minnikhanov stressed that we should not forget about the development of rural and urban settlements that are beyond the agglomeration influence. First of all, these are the main settlements. "It is important that these settlements are not only self-sufficient, but also infrastructurally sound," said Rais of RT.
According to Rustam Minnikhanov, one of the most difficult issues is the housing and communal services sector. "We are grateful for the great federal support. Additionally, we are implementing our own program. 14 billion rubles are planned for the housing and communal services segment alone this year. It's not an easy topic. We need to move systematically to modernize the municipal infrastructure. We need the right technological solutions. It is also necessary to attract extra-budgetary sources of financing for housing and communal services. This is both a concession and other forms," said the Rais of the Republic.
He stressed that in terms of major repairs of apartment buildings, it is important to prepare high-quality project documentation and conduct a full-fledged inspection of the technical condition of the facility.
"One of the main issues remains personnel training. The construction industry today is very high-tech. The topic of training specialists should be a priority," said Rustam Minnikhanov.
He also called for continued work on the digitalization of the construction industry and the introduction of strict control over the operation of social facilities.
At the end of the meeting, Rustam Minnikhanov and Irek Fayzullin presented a number of state and departmental awards.
