In the framework of this program it is planned to build minimum 25 million square meters of housing with the entire social infrastructure until the end of 2017. This was stated by Russian President Vladimir Putin during the annual address to the Federal Assembly. He said that the housing policy should again be one of the decisive factors of the demographic development.
“The government has already identified the approaches to the implementation of the affordable housing program. In the framework of the program until the end of 2017, it is planned to build minimum 25 million square meters of housing with the entire social infrastructure to allow families with average incomes to improve their living conditions”, said Vladimir Putin.
Russian President proposed to call this program “Housing for Russian family” to focus on this issue. According to him, it is essential overcome the mark of 71 million square meters of housing by 2016, which is above the record level of 1987 when 72.8 million square meters of housing were built.
“Modern technologies allow building a lot of relatively inexpensive and high quality houses, but it is necessary to solve some problems. First of all we should accept all the legislative amendments that will finally unlock the process of allocating land plots for construction. It is required to do it in the coming months”, said the President.
Another barrier hindering the construction is the shortage of the funds to provide the land plots with engineering infrastructure. “We need to create special tools to solve this problem, to determine financial sources and organizational form. I know that on the initiative of the fiscal authorities the Government is developing proposals to regulate the e-commerce. It also could be a source of funds for the development of engineering infrastructure. Please, make an offer and bring order to the licensing procedures”, said Vladimir Putin.
He instructed to establish a single comprehensive list of permits for construction, ultimately reduce the terms of the necessary procedures and complete all these activities by the end of March 2014.
