A meeting on improving the system of technical regulation in the construction sector as the basis for the safety of buildings and structures on the lifecycle took place today in the House of Government of the Republic of Tatarstan. The event was attended by President of the Republic of Tatarstan Rustam Minnikhanov and First Deputy Minister of Construction and Housing of Russia Leonid Stavitsky.
In terms of construction the Republic of Tatarstan occupies the first place among the regions of the Volga Federal District and the fifth place among the regions of Russia. 2.4 billion square meters of housing will be commissioned in 2013 in Tatarstan. During 11 months of 2013, the works in the construction sector were made for 244 billion rubles. As reported by President of the Republic of Tatarstan Rustam Minnikhanov, today the construction sector of the Republic has great capabilities as there are about 6.5 thousand construction units.
As noted by Rustam Minnikhanov, the construction sector requires highly qualified professionals such as an engineering team and specialists with secondary special education. In general, according to the President, large and medium-sized enterprises of the construction sector employ more than 65 thousand people. One of the advantages is that we have government customer “Glavinveststroi”, as noted by Rustam Minnikhanov. It allows implementing key-ready projects, designing objects, and applying re-use projects. In addition, it allows to increase control over budget spending and to minimize construction costs. The preparation for last Summer Universiade in Kazan in 2013 was accompanied by huge volumes of construction, including a new football stadium for 45 thousand spectators, Aquatics Palace, Tennis Academy, Gymnastics Center and Volleyball Centre. In the preparation for the Universiade 2013 the transport infrastructure was upgraded, the construction of the Kazan underground, road junctions and pedestrian crossings continued. New objects of culture, education, a media center were built in Tatarstan.
A large amount of construction is associated with the programs on social mortgage, major repairs of apartment houses and schools, construction of kindergartens, first-aid stations, and rural clubs, as reported by Rustam Minnikhanov. He said that the implementation of these programs would be continued next year.
According to the president of Tatarstan, of great importance is the approval of the statement of rules, regulations and standards in the field of construction and technical regulation. Over the past 10 years there were issued more than 60 regulatory technical documents that influence the commissioning of projects in the field of energy and utilities, sanitary and environmental safety, fire safety and occupational safety. At the same time there is a “reverse side” i.e. the construction sector and investors do not have time to follow the rapid change in the system of standards, especially with regard to fire safety. In addition, it seriously affects the increase in objects’ cost. “We are starting large projects such as the construction of satellite town “Innopolis”, “Smart City Kazan”, industrial facilities in Nizhnekamsk, in special economic zone “Alabuga”. Of course, all these objects need modern regulations. Their use could optimize the cost and time of construction of these facilities”, said Rustam Minnikhanov.
Rustam Minnikhanov also stressed that today it is important to use modern construction materials and technologies.
As an example, Tatarstan President cited the construction of the road to rural settlements. “Today, a standard is that a kilometer of road costs 22-23 million rubles. Why should rural settlements where three machines pass per hour, bear such serious costs?” said Rustam Minnikhanov. A further example was the installation of double-pressure boilers in houses. According to Rustam Minnikhanov, today it is the perfect solution, but according to the standards such boilers cannot be used for social facilities. Although, it would be a good solution for rural clubs and first-aid stations. According to Rustam Minnikhanov, some standards today may need to be simplified.
