Today, the Ministry of Construction of the Republic of Tatarstan held the final meeting of the balance commission on the implementation of capital repairs of apartment buildings for the coming years.
Since this year, on behalf of First Deputy Prime Minister Rustam Nigmatullin, the commission has been held in an expanded format - during August, zonal meetings were held in Aznakayev, Bugulma, Buinsk, Vysokaya Gora, Mendeleevsk, Naberezhnye Chelny, Nizhnekamsk and Chistopol.
According to Damir Shaidullin, First Deputy Head of the Ministry of Construction of the Republic of Tatarstan, the balance commission should determine not only the list of facilities, but also the strategy for the development of territories in the near future.
Among the main tasks, the First Deputy minister highlighted, in particular, the need to monitor the coverage of apartment buildings with a regional program that should include all residential buildings. However, 245 houses were not included in the program due to the lack of technical specifications in the State Information System for Monitoring the condition of Housing facilities. In this regard, D.Shaidullin instructed the responsible representatives of the district administrations to explain this decision in detail.
Another task is the reasonableness of including or excluding houses from the plan, taking into account their actual physical wear and tear and the year of the last major repairs. First of all, it is necessary to identify priority objects - houses with a high degree of wear and tear, where the delay in repairs is critical.
The First Deputy Minister drew attention to the imperfection of the design and estimate documentation.
"We have repeatedly come across when, during the overhaul process, volumes of work are revealed that were not taken into account at the design stage. This leads to an increase in construction time, its cost increase and, as a result, to the need for additional financing," said the first Deputy Minister.
To avoid such situations, the participation of representatives of operational organizations is necessary during the formation of technical specifications for designers. It is also necessary to calculate the real cost of project work based on the actual complexity of the facilities, and not at the minimum tariff.
During the meeting, Damir Shaidullin informed that in 2027 the program covers 1,332 apartment buildings in 43 municipalities. Of these, major repairs are planned in 684 MCD, and design for 2028 in 648. The total amount of financing is 8.457 billion rubles.
