27 January 2014, Monday

Today, Tatarstan President Rustam Minnikhanov chaired the meeting of Tatneftekhiminvest-Holding’s board of directors, which set new goals for 2014 and considered a number of promising projects.

“Russia concluded the year 2013 with investment and industrial production stagnation,” Tatneftekhiminvest-Holding DG Rafinat Yarullin began his report. He stated that this problem was caused by worsening of the foreign economic environment, decrease in internal and external demand, many credits obtained by the citizens, high deterioration level of fixed assets, low labor efficiency and investment quality.

According to Yarullin, Tatarstan oil and gas chemistry increased by 1.7 percent against 8.2 percent in 2012. The low growth level was caused by the drop in rubber and oil products manufacturing. Still, chemical and plastics production as well as oil development saw an increase.

A total of 32.8 million tons of oil were extracted in Tatarstan in 2013. Oil refineries processed over 16 million tons of raw materials. Petrochemistry produced over 1.5 million tons of plastics and 640,000 tons of rubber, witnessing a year-on-year growth of 6.6 percent and 8 percent, respectively.

Despite the slowing down of economic growth, fixed assets saw the largest amount of investment over the past six years. Over nine months of 2013, the investment showed a 28 percent year-on-year increase to amount to 71 billion rubles. The rise was supported mostly by Ammoniy, Tatneft and TAIF-NK.

Rustam Minnikhanov pointed out TANECO and TAIF-NK oil processing projects as well as ethylene production construction at Nizhnekamskneftekhim. He referred to them as the projects of federal and even world level, stating that oil and gas chemistry complex development is a priority.

According to Victor Rakhmanko, head of Transport Administration at Gazprom’s Investment and Construction Department, Tatarstan has been chosen as a pilot region for natural liquefied gas production launch due to the authorities’ initiative and high qualification of staff. The pilot factory with the annual capacity of 56,000 tons will be built in Tyulachi.

The head of the republic supported switching the cars to liquefied natural gas, instead of the compressed gas, and coordinating the efforts with Gazprom.

Tatarstan Ecology and Natural Resources Minister Artyom Sidorov reported that 476 out of 650 republic’s filling station need to be equipped with motor fuel vapor handling systems. The equipment schedules have been agreed on with Tatneft-AZS Center, Tatnefteproduct and Lukoil-Uralnefteproduct and 62 smaller companies, the work has started already.

PVC and fiberglass plank pipe production line was presented at the meeting. TechEngineringGroup (Tegeu) Board Chairman Ayrat Akhmadeyev reported that the plank pipes are used in construction of bank-protection walls, piers, docks, waterways, railways, etc. The PVC would allow to save up to 50 percent on the material, whilst the dowel’s life exceeds 50 years.

Also, the meeting listened to the report on Radar powder coating center.

Rustam Minnikhanov stated that the project listed at the meeting were interesting and should be studied in detail.
