Minister of labor and social protection of the Russian Federation Maxim Topilin called Kazan and Sochi as the most convenient cities for people with disabilities: "Kazan is rightfully proud of equipment of underground  and other transport infrastructure".  The state program "Accessible environment" was launched in 2011. The program includes measures to create conditions for unimpeded access for the disabled to priority facilities and services. Prime Minister Dmitry Medvedev in December 2014 signed a decree on the extension of this program until 2020.
